116th houses of Congress adjourned finally
on Saturday morning, but the telegraph
dose not give us a cleat conception of the
shape in which the_various bills of public
interest were 'passed. From what we can
gather we infer that
- /41 the appropriation bills passed, the
Senate yielding its opposition to the ciao-se
Bln the Deficiency bill giving extra pay to the
1 - employees of the }lousc of 'Representatives.
None of the bills Increasing the pay of
the army,' or of army officers, parsed; but
we find in the report of tbe House pro
ceedings on Friday night,. the following :
11r. Schenck reperted back a bill to ar
tango theiaryof officer's servants,. with a
, snip:bet ot 'tunendments of the Senate. It
was passed, and the title altered so as to
freed "Au act in relation to various military
clatters, and amendatory of the enrolment
law." -•-
What the provisions of this bill are it is
impussible now to tell.
The bill to incorporate the Freedmen's
Savings and Tru-t Company passed, as did
also the bill restrieting.the circulation of the
National Hanks. The latter bill reduces
the percentage of notes to be issued in a de
scending ratio from 90 to 00 per cent., in
umportion. to- the increase of capital from
$200,000 to 41,000,000.
The amended Tariff bill wait passed pretty
rouch as it
came from the House. Wrought
iron tubes are taxed 2,1 cents per pound,
. and the duly on railroad iron is reduced
from le to 10 cents per 100 pounds. Ma
chinery for the manufactory 'of fabrics made
from hemp and linen'may . beimp t rrted duty
free for one year.
The bill to regulate commercial inter
course with insurrectionary States, passed
with amendinents. It repeals Section dof
the act of July 2, 1804.

The totacco clauses were nearlyall entirely'
concurred in. The Senate proposed to create
two pnces, one live and the other fifteen
dollars. This Was abandoned by the Senate
conferees. .
The committee. made a compromise of

trensportation - of certain articles free was
altered so as to conthib it to Silver ore over

Governor Bnowa, of Georgia, in his mes
sage to the legislature of that State, says that
the slaves do not wish to go into the Rebel
army, and he is opposed to any effort to
make them go. "Compel them," he says,
"to take up arms and.they will Jason by
thous.stfds. Whatever may be caw opinion
of their normal condition, or interests, we
canned expect them to Perform deeds of he
roism when tightlitg to eontinne the enslave
ment of their wives atld children, and it is
not reasonable to demand it of them. When
.cver we establish the fact that they are a
military people, we destroy our theory that
they are unfit to be free. When we arm
slaves we abandon slavery." MIS is a very
tensible View to take of the matter, for a
man in his podtion, and it shows that the
Slaves the South are not 'such fools as

NEW JERSEY AND THE AMEND.
Another Slave State has refused to ratify
the amendment abolishing slavery. :New
Jersey has taken her place beside Delaware
and Kentucky, and thus the three Stites-

up that vote ly one strictly in harmony
with it: After a debate of several days the
amendment on Wednesday was rejected
ly the Assembly - by a vote 80 to 80. Every
Democrat Voted :No, and every Union man
Aye. Titus the party seals its devotion to
Slavery. Wherever it has the power it
stnndslip tot the accursed thing, even with
the fact staring it In the fare that slavery is
ir.omed. Defeat teaches it nothing. So
'org it has a grain of power left it will use
it ill behalf of human oppression.
