'Under the Lan onier of the Provost Mar
shal General the people Lave it in their
power to bold the draft in abeyance for
some time; fur It Is not to be made in any
district so long as the work of -volunteering
and substituting goes on briskly. This is
just as it should be.
The work of making up bounty funds is
golnk forward in these two districts with
great spirit and liberality. We were shown
a subscription book yesterday by a citizen
of the Fourth Ward,
_Allegheny city, in
which there were eighteen consecutive
names, each for tAOCI. The First Waid has
,its fund made up or provided for. In this
city the work is going on vigorously. Ia
many of the rural districts of Allegheny,
Arlinstrong and Butler the work 18 nearly
or quite completed. In others it is not yet
begun.
We urge upon the people to go.into this
work at - onto, and With a spirit of liberality.'
It is expensive, to be stulq but it is for 'the
country, our own glorious country, no
almost saved from the fbaribl peril towhich ,
it has been - exposed for four years.' Dais:
more vigorous blow: ill put an end to-re
bellion and to all thatis calculated to fbment
rebellion. lii all probability this is the last
heavy call for Mell that will be made; and it
limiyte,ibat the men who are now going
fotward will haveno battles to fight.: The
mere fact—as vrell known to the rebels as

against them will, more than anything else,
constrain them to abandon their tmholymid
hopeless enterprise.

Experience has shown this to be true ; for
as soon as the young men find that the sub
district in which theyare enrolled is not go
ing to 1111 its quota, awry they go A elther to
enlist In other sub-districts Ott do , pay
bounties, or to "parts unknown," leaving
the draft to be borne by men who cannot
run away, and whose domestic condition Is
such that they ought not to go into the ser
. vice. The consequence is, that, between
'these two depleting operations, the district •
is stripped of Its able-bodied and most use
ful and ellective population. Property del
:predates in value ; the district gets a bad
name ; its good citizens are ashamed of it;
and if they are poor they become objects of
pity.
The standing difficulty in these operations
is, that there are many mean, close.iisted
fellows who will not pay a cent to a bounty
fund because they happen to be, over age
or otherwise exempt; and even some who
arc enrolled refuse to pay. But this cannot
be It is in this case as in art other
cases, that about half Ike people of the
world sustain the beneficent institutions by
which it is blessed and made a desirable
world to live in.; But the tax law equalizes
all that when nothing else will do.
The sooner a suk.distriet gets to work the
better; for in no • other Way can it prevent
the stampede of its young men. In the
draft of June 1864 one of the rural sub-dis
tricts of the 23d, ny holding back, lost MT-.
enty of its enrolled, men, who enlisted to
the credit of other districts, to say nothing
of those who ran away ; and after all it fill
ed its quota with volunteers. BM it was
greatly damaged by its tardiness.

The Richmond papers have a great deal
to say about the new indignation against
the North 'and the new enthusiaism among
the Southern people, since the return of the
discometted. Pince' commissioners. One

might suppose that th ere was a tremendous
uprising, which wand at once dli up the
depleted rebel armies. Bat we seenosigns
•of such a thing. On the contrary, at the
very time when recruits are .most needed to.
- resist General Shemuin's march' through
South Carolina, he seems to- be moving.
with as little opposition as he ileet with in
Georgia. The accounts most favorable to
the rebel' do not represent him as having
met with any mote serious obstacles than
the natural ones of rivers and swamps, and
those he had also in Georgia, and overcame
them all: •
The exact destination of Gen. Sherman's
main body is as mach a mystery to the
rebels, as it was when he was marching
through Georgia.. Ile is certainly 'going to
Branchville, and has probably captured
that place ere this. But whether he will
then strike . for Charleston, or. Augusta, or
both, no one at the South feels certain. The
enemy is puzzled, and feeling Unable de
fend both the important cities, is reported
'Us evacuating Charleston and preparing to
'defend-Angusta, which is not only a great
strategic point,' hat the most important' de
pot of arms and munitions left in the South.
While Sheiman is threatening both Merles
ten and Augusta, the Southerners are wren
ling about the enlistment - of negroes,through
whose aid alone they now see any chance of
Ealing the Confederacy: Before they can
decide this question, or make a single negro
soldier tit to take the tleld, Shermah • will

ington (P. C.) Stir gives the following
from Maryland: •
Among the noteworthy results or eman
cipation in this State so far developed, is
the manifestation of -"great and generally
diffused eagerness. on the part of the negroes
to hay_e heir children to leanf to read and
a rite. They carry this disposition to' such
an extent in this (Eastern Shore) section
as to atttact the attention of all., Their
Fellools which are being improyised in con
sidemble'ronitbers, are taught by their owa
elessorre wholly at their own cost, and will
doubtless speedily lay the foundation of a
, far higher Intelligence in - the race here than
characterises the Maryland grown negroes

DEIIERTES Sucrr.—On Wednesday night
last an attstnpt, was made to arrest Henry
Pletcher of Middle township, wno is a de
sorter from the draft. The house wu 'sur
rounded by a squad of cavalry, and admis
sion demanded. This being refused the
door was forced, when Pletcher leaped from
a rear window, and attempted to gain a
piece of woods near by. lie was repeated
ly-ordered to halt !by one of the soldiers,
who raw him jump from the window; and
upon persisting in his attempt to escape; was
Bred upon and fell. Upon being carried
into the house it was found he was badly
wounded, being shot through the body.
As he was too severely hurt to be removed
a surgeon was sent for, and he was left with
his friend. Since then we have not heard
whether he was alive or dead. —Bomerast
(Pa.) Herald.
Taw Baltimore and Ohio Railroad Com
pany will commence the bridge across the
