be evacuated at the first evidence of a serious

forms from the coast, and, discarding de
fensive positions, will continue the contest
in the open field, whether attackod by the
Ferlend armies or prosecuting aggressive
campaigns.
The adoption of this policy, it is known,
has long been contemplated by the South
ernleaders—in fact it was proposed ,at the
outset of the war, and found not a few ad
vocates even then. Gen. Lee, indeed, is on•

The country will be glad to see the friend
liness shown -us by Brazil. as reported in the
recent dispatches from Mr. Webb, our Min;
ister there. The government of that coun
try, before the response of this country in
the ease of the Wachusett.and Florida was
known, -was met by the (Use of the Shemin
emit', formerly the Sea-King, another
British pirate. The Shenandoah wished to
enter lirazilien ports and make them re
cruiting havens, front which to sally out
against our commerce, as the Alabama and
Floritla.had done before. The government
of Brazil, however, refusednerllt!!'::on, and
by this precedent committed herself :yralnst
any . tecognitigribf the rebellion; much more
against any assistance to It.
Valuable and timely as this act is, we bail
it with greater . pleasure strive •it shows a
sense and disposition towards justice from
which some older empires might- take les
sons. The Emperor's gorernment evident
ly relied upon our justice anti honor with
-regard to the Florida. We know he will
not be disappointed. Mr. Seward's letter
has by this time reached Brazil, and shown
us to ba worthy of SO magnanimous treat
ment. The whole occurrence will strength
en our intercourse, anti bring us into new
relLtionii of amity and commerce to the ad
trimage of both ountr:es:
Leyernti this the foe ign sup:iort the

otit Biwa before. It only remains: for Hog ,
nal •to eildSe her ports in order to shut them
ut from cenentuniou with - the World, and
rand those whose war ia-against merchant
• men as the pirates they are. We cannot,
per liaps,Lope that this result will he reach
ed untilthe war lies closed. It is very frsati
tying to find it leached by other countries
so easily. Our secret:4es may have had
something In do with the Brazilian deter
mination. We prefer to believe: that It was
. merely an net of common justice, which
a ill ;rive- the way for a feeling of great
kindliness when the intelligence regarding
ale Fletida is received by - the Plnip , :or's'
government. We can now cultivate our
