seamen, said to have been enlisted betwoen
April, 1861, and February 24th, 1863, who
were not embraced in the enrolment on
which her quota was lrised. For these the

other States, for the promotion of "Agricul.
ture and the Mechanic Arts." In 11163 the
Legilathre gat e the benefit of this donation
to the Pennsy:vania Farm S-hool, until it
was otherwise disposed ni.
The final disposition of th.• rand arising

Committee proposes to divide it among six
instithilcris, the Form School being one and
the Western University of this city another;
but no effort le making to strike out the
Western 'University and insert Washington

We hope this proposition will not suet-cell;
not beeanso we have any hostility to Wash- ,
ington and Jefferson , College, (we wish it
a shorter name,) but because we think
the Western University the only fit recipient
(of the two) of this bounty.
The Western University is an institution
established for the hemfit of the entire
western pate of the State, and It is the only
institution, in this section which comes fairly
within the scope of legislative favor. The
very purpose - of its foundation marks it as
the putts Tobject of Whatever assistance for
educational purposes the legislature may

endowment by the State was as large as the
Commonwealth -trarld then afford to make
