It is ths_.greatest of pities the Commodore
could not have brought himself to a similar
"perfect understanding" with BuvbEit. If
"every thing had been done to suit Um," as
has been done to. suit his successor, the na
tion would not have been mortified by a
disgraceful failure and the rebels would not
have taken new courage when things were
at the worst with them. lint in that case
the aristoerata in the army and navy would
not have been able to get rid of the par
rent/ Btenta; to that we suppose that
grand accomplishment must stand as an fiff
set against the first Wilmington faihire.
The Plot to Burn New York—Arrest of
Four Conspirators.
[From the N. Y. Tunes, Jaw 17.1
(knees) Dix and his subordinates have
had an object in view in striving, as they
have done since the night of the incendiary
attempt to lay our city in ashes, to create
the impression that they were making no
movements with a view to the apprehension
of the incendiaries. And the event proves
their action to bare been judicious at least;
if not the most gratifying that the news.
mongers could base conceived ' - for, now
that the veil has been partially lilted, we
discover four prisoners against whom the
accumulated proofs are said to be over
whelming, and lerith that our officials have
gathered such facts as will enable them, in
due time, to establish a clear case against
many another rebel who now reposes in
fancied security.
Immediately on promulgating the mem
orable order of Nov. 2e, inmeting, mili
tary officers in the Departme t of the East
to deal simmarily with rebel i iders_auti In
cendiaries, Geu. Dix called Police' Super
intendent Kennedy to aid Um, and the
Superintendent yeas authorized to employ

him too well, and they contrived a plan to
get Lint over the line, and then, dissem
thug icing no longer necessary, they re;
sealed their knowledge and de ivered him

assistants.
The apprehension of Captain Bell was

lid ee other rebels, one of whom is known
to Lave teen engaged in the attempt to burn
our hotels on the night of November 23.
The prisoners were found passing under
ma reek which they assumed for the occasion;
but their real names are known, and are to
' be given to the piddle whenever General
Dix shall have made other arrests which
the capture of these rebel emissaries has
rendered necessary'.

rival, announced-to deff Davis that he had
no credentials from i'msident Lincoln, but

Blair, and that Mr. Blair told Davis he could
have.peace on the basis of gradual emanci
pation.-
Mr. Davis said he was willing is receive
three commissioners to treat for peace, or
to send three to. Mr. Lincoln, provided he
'could have any guarantee that they would
be received.
The Richmond Dispatch of Saturday last
announces that after an interview-between
Jeff Davis and Mr. Blair, the former placed
a letter in the hands of the latter ' offering to
-send to Washington or receive ilillichmend,
commissioners to make an amicable settle.

We have received at our Yard at Penhona City,
'New Jersey, an invoice of Refined Petroleum from
Tit•owille, Pa, one of the barrels having the brand
of the "hermetical Barrel Co,. (Robbins' Patent.)

A careful examination of this ems shows it to be
in perfect order, (no evaporation pr leakage,) and
the wood as dry as before It was ed. The other
barrels of the invoice were in Weeder. hut had
leaked or evaporated about two gallons each. We
cheerfully recommend the Hermetical Barrel to
Eaters and Shippern of Petroleum.

l'ai. nt." A careful examination of these Barrels
chows then, to lie In perfect order, no evaporation
or leakage. The outside of the wood of the barrels
Is ma dry as before they were filled.
It e understood the Above shipment was three
weeks on the wind, and wart transhipped three
tinier! Siuce they hare been at - our Depot, they
base been suldectle considerable rough treatment
and exposure to sun and rain. A few days ago
they wen! gouged and found to contain all the oil
Mot was originally put In them.
The loss 7.,..f Petroleum from leakage and eva,nor
shun between here and Oil Creel, amounts to From
ti to 26 per ernt. We hare no doubt the Robbins'
hermetical limrel would save this entire loss, .
well as all losses of Petroleum when.on storage.
