R ETALIATION
We hare ever been of those who !livered
- retaliation in kind upon the rebel prisoners
in our hands for all the cruelties practised
by the Rebels upon the Union Prisoners In
their hands. And we felt all the more safe
in clamoring for it when we considered that
Vie President, in ibis Baltimore speech, had
Rotonly committed himself to it but pletlxed
himself to carry it out.
The retaliation, however, has never been
inflictt d ; not, we - are firm to believe, from
Any hesitancy as to the inherent rightful
'ess of retaliation, but from the' sheer im
possibility of retaliation in kind. It was
"found that civilized men, with. Christian
hearts in their bosoms, could not descend io
the level of barbarians, or become. chin
palters in cruelty with fiends
This great difficultlN then, has been to dud
out hots to retaliate, or. how to prevent the
cruelties whkh render retaliation 'accessary.
The hint given by the telegraph, yester
day, as to the probable lupe of another pro—
clamation by the President, limiting. the
amnesty heretofore offered to those rebels
who lai down their arms, suggests to us
-one way of reaching this evil.. Let the
President announce In his proclamation that
all who have participated or shall partici
pate in these cruelties, whether as principals
or accessories, shall be exempted from the
amnesty; and not only so, but that tluiy
shall beheld, hereafter, to a strict accounta
bility and sub:eeted to the severest punish
ment it is lawful to indict.
We do not say that t" this will stop the
crime: but it will give the criminals notice
that we intend to punish them Whenever
we gel hold of them, whether before or af
ter-the close of the war. if they cannot
bo punished for cruelty they can, at least.
be hung for treason.
One of the inhuman keepers of the An
dersonrille prison has been caught in Ohio.
Tie is a fair subject for this kind of retalia•
tion. Ect hint be securely itnpelsoned'until
the proper time comes, and then let him
hare the full punishment of his guilt.
The time will come when all these mon
sters will fall into our hands; and it i■ time
now to let them know not only that they
cannot be included in any amnesty, but
that a fearful retribution awaits them when
the 'day of reckoning comes.
'SAVANNAH PAPEIM—We are indebted to
JAM.ES Bonn, Esq., for several copies of the
Savannah Republican; issued since its re
turn under Federal rule, end sent to him by
Mr. Botts Fox, of the army. The follow
ing item tells its own story:
Advance of Cirilivaion.—ln front of the
Court House in this city there has been for
many years-a number of tables which were
used by neg,rei brokers ns auction blocks for
the display and sale of slaves. The staitds
have disappeared with the advance of civil
ization, ( Shernian's army,) and have been
used for lire wood to warm Abolitiowl oodles.
- What o slim prospect there is to-day for the
calling of that "slave roll on - Bunker Hill"
which Bob Toombs once informed a Boston
audience he wouldjive to do. By the time
the first of January IS6G rolls around there
will be but few spots ou this fair Imrita4e
where the titnfosphere will be polluted with
slavery.
Tar newspaper readers of Chicago were
aometthat puzzled the other day, OTCr as
item in the telegraphic columns of their pa
pers that a bill had been read in the legisla,
turn to incorporate "the War iforse Trans
portation C 0.," but were relieved in a day
or two to find It was only a bill to incorpor
ate "The Warehouse and Transportation
Company."
Fnom affidavits taken in - Lirerpool and
published in the Po.if of that city, it appears
that the Shenandoah, late the ,4.. ea King, of
London, now a regular Confederate cruis
er, and that her outfit was obtained in the
'way described in the nevispapers at the
time. The steamer Laurel cleared from
Liver Pool with guns, powder, store., men
anti officers on board. The. Sea King. at the:
time cleared from London for „BornbaY, in
ballast. Both, of course, were under the
_British flag. The Teasels rendezvoused MT
liaderia, the armaments from stile' Laurel
were transfered to the Sea King, the latter
was rechristened the Shenandoah, hoisting
at the same time the Confederate flag, and
setting forth onlier mission to prey on the
. commerce of the United States. Such is
'the-history as told by two men who were
offered an engagement on board the Shen
andoah, but who declined It, and came
to tell the story of the transformation. They
say that a bucketfull sovereigns was".
brought on deck of the cruiser to tempt the
men.

supplication, couched in those traditional forms I
of Ecclesiastical init./et ion which, like all forms, ,
have survived the power to make them effectual. i
Addressing himself to the venerable brethren,
patriarchs. primates, archbishops and bishops
of the Catholic Church, Pius IX exercises his
pastoral solicitude to "destroy" those new opin
ions which spread themselves In hostility to the
dogmas of the Church; opinions which, being
false and perverse, are the more objectionable as
they especially tend to shackle and turn aside
the salutary force that the Catholic Church, by
the example of 'her divine Author and Ills order,
ought freely to exercise until the end of time, not
only with !nerd to each individual man, bat
with regard to nations, peoples, and their rulers,
and to destroy that agreement and concord be
tween the priesthood and the Government, which
have always existed for the happiness and seen
aity of religions and civil society."
The quoted sentence seems to indicate as clear
ly as any other the purpose and to contain the
gist of this long circular. It amounts to this:
_that the Church has, as she always had, the will
to "destroy"—that is to `iftedicate by violent
Mettle those opinions she deems heretical ; and
that In the present decay of her temporal power
she means to draw forth all the rusty weapons
from her ecclmiattical armory to penetrate the
conscience of her votaries ; to arouse their prejti

:gees against the progress the age; to lead
them to denounce all reform ; to stay the benefi
ce:lt hand of [improvement to oppose the spirit
of advancing civilization. For the Pope doe.,

reaches the limas when, quoting the words of
Gregory XVI, Pius IX proclaims It "_deliriam."
and "very hurtful to the safety of the Catholic
Church and of souls " to propagate this ".equ

which ought to he proclaimed and established by

WASHINGTON, Jan. 13.—An old hand a
peace negotiation declared to-day to a com
mittee-room full of Congressmen, that from
his knowledge of what was and what would
be done in Richmond, he knew that a ces
sation of hostilities preliminary to formal
negotiations, would take place within ten
days. Mr. Itlair has not yet returned Gen.
Gr.,nt telegraphed up to-night that the Rich
mond papers received at headquarters
to-day contain nothing of interest. Tho
air is full of a feeling of coming peace.

as near at hand. Men feel pcwv iu their
bones. es they say many shrewd men to day
felt it In their-pockets. More than one

dreaded a speedy fall. The wife of Sena

in peace as a good mine of news to be
worked, instantly that she was underehad
wick's roof. But the lady was weary and
depressed, and needel perhaps extensive
shopping before she received frienda. To
morrow the hand of a new peaco-maker
will fall heavily- on Jett'. Davis's obstinacy.

He admits, however, that tees,, a good
deal of peace feeling in his State. Not long
age two petitions, one signed by 12,000 male
and the other by 15,C00 female tesidents of
Georgia, asking for pence on the grotind of
the hopelessness of the rebellion and . the
fealful consequences of a tontinuahce of
tie war, were taken to Scouter Ilill of
Georgia to he laid before the Confederate
Congress. The arers of the petition--
Mr. Crane, an old and prominent lawyer of
Macey, and Mr. Whitelaw, a wealtht: Wan
ter living near that city—were arrested and
pot in Castle Thunder. The ladies, who
pr settled the other petition, were received
kindly by Jeff- Davis, who made them sonic
soft *leeches, and told them to return home,
assuring them that if in one year more the
Confederacy was not recognized, he wont
cease to be President. Murray showed • a
copy of this petition to the correspondent,
denouncing it as treasonable and absurd.
Its opening sentence is: "The undersigned,
mothers, sisters, wives and widows of offi
cers and soldiers of the commonwealth of
Georgia who are living or have died in the
military service of their country, respect.
fully submit to your Excellency and pray."
Then follows a recital of the horrors of war
and a prayer for their cessation. Murray
explained Davis one year promise to mean
that if within another year peace were not
declared or the Confederacy recognized by
foreign powers, be would be no longer Pre
sident, but King, believing that foreign
despots would recognize a Monarch if they
would not a President. The same corres
pondent says that the leading rebels in Can
ada assert that the Alves Will surely he
armed, and that when this is done the black
gag will be raised. They think that this
would prevent their negro soldiers from
seeking to get taken prisoners and then re
fuse to be exchanged, and thus more fight be
got out of them than in any othe: way.
AT Silver City, Nevado, on election day,
the Union men nailed a rebel flag upon the
side walk in front of the polls, that every
voter might trample it under foot, while the
star spangled banner was flying overhead.
