Organization of Allegheny Councils...

:Question of Eligibility liaised._
At ten o'clock this mbrnitg; the members
elect of the Select and Common Councill of
Allegheny assembled the Select chamber
for the purpose of recelilug the , returns of the
.fate eleetion, inangumlino , the 'mayor elect, and
orgardzleg the Councils- f or • the ensuing - year.
A temporary organization wan effected, , on
motto - n.(l Mr. Jobs Atwell, by the appointment
of John Wright, Esq., as President, and Samuel
Middle as Secretary. -
The retrains of the late election for Mayor,
Director ofthe_Poor, and Councilmen, were then
opened and'reaL
The chairman then asked the qnestion: "Shall
hest returns be approved 7"
• Mr. Atwell moved that the returns be appro.

Mr. George It. Riddle objected to the returns
from the Fourth Ward—not on eecount of any
Irregularity- In the returns themselves, but for
the reason that, under the cluirter of the city,
as' he understood It, ode of the members elect
was ieeligible. Ile referred to the nineteenth
section of the city-charter, which provides that
"no alderman of said city, nor any person !add
ing an office of trust or profit under the laws of
this Contmonyrenlth, or the .ordinances of the
Select and Common Cour:ells, the etoolumellti
whereof are paid out of the Treasury of the city,
shall be competent to serve as a member of the
Select or Common Connell." Under this
vision be deemed It proper to say that Mr.Jaetea
Marshall, of the Fourth Ward, was Ineligible to •
set as a member of the Select Connell.
Mr. Marshall stated that he was an involuntary
candidate for lire position. lie hap not songla,
the nomination, and only consented to the nse
of his name.,atthe earnest solicitation of many
of his constituent'. If the body would now
vote him ineligible he would take It as a very
great kindness.
OnMotion, tbe further discussion of the point
raised was postponed until after the adjourn
melt of the Joint Session—the Select Council
being the proper judge of the eligibility of ,any
of Its members.. -
The members of both Councils present (with .
the exception of Mr. Ilazithall) were then duly .
sworn by Alderman Ilays.
