Amid the excitements of the hour, wo
ttust that our readers will not boo sight of
the special election on Tueeday, the 2d day
Of August next. An act of the last Legis
lature provided that the fol:owing amend
ment should be proposed to the Conatitch
lion of the Commonwealth, in accordance
With the provisions of the tenth article
thereof:
"There shall be an additional section to the
third artiolo of the Constitution, to be deeig
noted as section four, as follows :
BUITIOS 4 Whenever any of the qualitle4
oleo on of this Commonwealth shall be In any
actual military service,
under s requisition
from the President of the United States, or
by the authority of this Commonwealth, snob
electors may exercise the right of mange in
all elootions by the eitizens, under snob raga
lotions as are, or shall be prescribed by lie, as

place of election."
This amendment, In accordance with the
provisions of the article of the Constitu
tion referred to, will be submitted to the
people for their adoption or rejection on
the first Tuesday of August. At the same
time other, but comparatively unimportant,
amendments will be submitted.
It is proposed by this legislation to do an
sot of elmplo justice to Pennsylvania sol
diers, by permitting them to exercise the
highest privilege of American freemen, the
jght to choose their own rulers. There
never existed any good reason why this
privilege should not have been exerelsedby
.our soldiers at every State election held
iince the commencement of the war, but
Judge WOODWAIM and a majority of the
Supeeme Court having decided that there
was an impediment • to its exercise, an
amendment of the Constitution, which
should re: at naught their declaims, was
rendered necessary, and that amendment is
now before the people in the language
above quoted. It is haidly pessible that
there are any persons in our State, except
the bold bad men who openly sympathize
with treason, who will shame their nation
ality by voting againtt so righteous an
amendment,but for fear that the confidence
of the soldiers' friends may be misplaced,
we deomit not out of place to add a few
words Of caution.
We trust, therefore, that no true friend
of the soldier and the Union will neglect to
record hie vote on the 2d day of August.
Let there be a full turnout, everywhere of
all who do not believe that soldiers* cease
to beoome citizens the-moment they take
up arms in defense of the dear old flag and
,of those who stay at home. What a crime
it would be, if, by the indifference or over
sanguine expectations of loyal men, the
hundred thousand Pennsylvania siddien
now in the field should be prevented from
voting for our next President! And then,

The President has issued a proclamation;

DEGIESISG OF THE rianr
On the morning of Sunday, Jona 19th, at
10:80 the Alabama was observed steaming
out of Cherbourg harbor towards the steamer
Kearaage. At 11:10 the Alabama com
menced the action by firing with her star
loud battery at a distance of about a mile.
The Keareage also opened fire istmaately
with her eterboard guns, and a sharp en
gagement, With rapid firing from both ships,
was kept up, both shot and shell being die
charged. In the mar marring both vessels
made seven complete circles at a distance
of from a quarter to half 9 mile. At twelve
o'clock the firing from the Alabruns was
observed to slacken, and she appeared to
be making head earl and shaping her course
'or land, which was distant about nine
miles. At 12 80 the Confederate vessel was
to a disabled and pinking etato. The en
counter was witneseed by the English
steamsyacht Deerhound, which made to
wards the Alabama at this moment, and in
passing the Keareage was requested to
assist in saving the crew of the 'Alabama.
When the Deerhound was still at 'Olsten*,
of two hundred yards the-Alabama sank,
, and the Deerhound then lowered her boats,
and with the au/stance of those from the
sinking vessel succeeded in saving about
Jetty men, including Captain Semmes and
thirteen officers.
The Alabama's loss in killed and wound
ed in as followe: Drowned, one officer and
one- man; kilted , cix men; wounded, one
°Kser and Sixteen men. Total, eight
killed and 'seventeen wounded. Captain
desunes is slightly wounded in the band.
The Kearsage's boats were lowered, and
with the assistance of the French pilot,
succeeded in picking up the remainder of
the crew.
Before going out to fight Captain Semmes
confided to a gentleman on shore hle jour
nals and all the documents connected with
the cruise el the Alabama.
The London Morning Herald says the
Alabama was terribly in want of repairs.
Her copper was strengthened to such an ex
tent as to deprive her of her only advan
tage, superiority of speed, while the &ear
sage was fresh from port, and kept pur
posely in order for the contingency of an
encounter with the Alabama.
The Alabama was, however, from the
first overmatched. The crew of the Kear
sage consisted or one hundred and fifty to
her one hundred and twenty, and the
Kearsage carried two one-hundred pound
err,. the Alabama carrying no gone of that
calibre.
It is elated that a formal challenge to
keit was given by the F . -tare:age, and ao•
cepted by Captain &cornea.
According to some accounts the Kearsage
bad sustained considerable damage, her
aides being torn open, showing the chain
plating. A dispatch, however, from Cher
bourg (where It is presumed the Kearsage
has sanived), says that she had suffered no
damage of impertanoe, and that none of
her officers were killed or wounded, and
only three of her seamen wounded.

the possibility of its getting into the hands
of the Federals.

Before leaving the Deerhound, Csptaio
Semmes presented to Mr. Lancaster's eon
one of his others' swords and a pistol in
remembrance of the occurrence and the
kind -treatment he and his men had re
ceived on Wand the yacht.

profusely decked out with bunting as It
was yesterday. When the notorious Con
feierate ernieer made her appearance at
Cherbourg there was a general opinion in
Liverpool that the Kearsage (one of the
swiftest eloops-of-war in the Federal ser
vise), would "fight" Semmes. The office
of Mmes. Fraser, Trot:that/a & Co., the
Confederate agents in Liverpool, was In•
vested, yesterday, by people esger to learn
the fats of the crew of the Alabama, and it
was rumored on 'Change that' there was
.ClBO,OOO In gold on board the ship when
she went down. The yacht Demi:found,'
which rescued Captain Semmes and a pm ,
tion of lits.crew, is owned in Liverpool,
and Captain Lancaster Is a member of the
Royal Mersey Yacht Club." '

The magnificent series of Binitary Faire
began several months ago at Chicago is now
nearly closed. The movement was one of
the most beautiful and gigantic exhibitions
of patriotism ever witnessed on the earth.
Its substantial results have been in the
highest degree satisfactory. The following

It will be observed that the Pittsburgh
Sanitary Fair ranks the fourth in the list,
and that the Philadelphia Fair is the first.
Much as Pennsylvania is sneered at by
those who envy her greatness and her large•
neon of soul, snob figures as the above cannot
fail to secure for her when this war is over
the acknowledgment from all just men that
she has not been behind the mightiest of
her rival!' in sterling patriotism or loyal
endeavor.
AMONG the plooder recently secured by
