The Enrollment Law,
Congress has at last passed an amended
Enrolindent law, striking out all commuta
tion, allowing volunteering for one, two
and three year; and graduating bounties
according to the time served. IPith the,
single exception that the bounties werecut
down by the Senate, the bill is the same as
it passed the House and as originally in
troduced by Mr. liminess& The President
having, in effect, recommended its passage,
will, as a matter of course, sign it, so that
svo moy consider it as being already a law.
We have objected earnestly and sincerely
against the-repeal of the commutation, and
our opinions are unchanged;
. bat, while
still deprecating the policy pursued in this
instance, we car see no use in farther op
position. The law is ihe law and cannot
now be changed; and the Government has
been equally in earnest as its opponents in
Pressing the measure, regarding it WI the
only awe way of raising men.
The
_dictate of wisdom now is to make
tho best of the law as it stands. It to not
so had as themeasure first urged, because it
allowsvoluntecring and gives the people fif
ty days to fill up their ~qaotas before a
draft, holding out, also, liberal bounties for
enlisting. The bounty for those who enlist
for oneyear is $100; two years, pOO, and
three years, SOO. It is not unreasonable
to suppose that liberal bounded by individ
uals or communities, in addition .to the
Government bounty than autiorixed,
will
bring forward volunteers; and those who
move first will have the greatest advan
tages in obtaining them.
*The President, under this law, may call
for volunteers for one, two or three years,
but the draft, whenever it is Ordered, cum
bs for outlet:to year, and all volunteers or
sethstitntorfornished-trnder the President's
call are to be credited to the districts far.
Dishing them. The deaf, is to be ordered
in came the quota is not filled within fifty
days.
As the draft con to only for one year,
is net prouable that volunteering will be
for any greater period, as, where there is a
choice of periods of service, men natnrally
incline to choose the shortest. We presume,
however, that those who volunteer or are
Tarnished as substitutes (in advance) for
two or three years, will be contidered equiv
alent to two or three one year teen in
filling the vet's.
Let us suppose that the President will, in
the course of a week, cell for 600,000 velem
-Seers, for one,•two or three years. If these
are furnished within fifty days thereafter,
there will bo no draft; if they are not, the
draft, will be ordered for the ilediency, and
will be confined to those dittri.ots which are
short in furnishing their share of men.
The abase of Allegheny county, under'
each a caG, * would be about 8,600 men.
These can be raised anywhere in any of
the States - in rebellion, except in Arkansas,
Tennessee andLenislana, under the ansple al
of the Governor, and those districts which
tnOTO first in raising means will fare best
in raising substitutes.
It is impassible to tell, yet, what particu
lar directions will bo given in carrying the
law Into effect; bat, ae we understand an
orde of the War Deportment, already in ,
'operation, any man can offer a substitute
for himself, at any time, and upon the 5c
ceptance of him by the Govcrament, the
person offering him gets a certificate ex,
erapting himself from cervice daring the
period for which the substitute is accepted.
Wo will take it for granted, then, that
our peeing friend Dandyllro is strong in
the belief that the War will be over in a
year; that he does not like the idea of being
drifted; and that he ts anxious to make
sure his calling and election to stay at
home. Under thisbill he has nothing to
do bat eeetire a substitute for one 'year,
take him to the Provost Marshal, and get a
certificate that he has furnished a man in
his own stead, lie is then free from the
' draft for a year, and may remain perfectly
easy for that period, whether his name be
drawn in the csnscriPtion or not. And he
can have the farther gratification of know- i
lag that he has by CO doing not merely
saved himself from the chances of the
, draft, but has reduced the quota of his
— district, one, thereby helping others OA

Now, we detest all slang phrases; but on
this particular occasion it seems very diffi
cult to avoid an expressive one, and we
will not resist the temptation to say'! bully
for Dandytiro senior!" It is so like him
and so worthy of him! So ho and Dandy.
tbce junior may think what they like about
the duration of the war; they show their
faith by their works, and that is the test of
true men, everywhere and at all times.
But are the Dandytires to stand all alone?
There are thousands of men In this county
who can afford to do as theylare doing, and
their example cannot bo Imitated too Boon
or by too many. We mentioned the matter
yesterday to Gunnybags, and he seemed to
think well of It; so did Goblet and his
friend Castile. Bat it is not enough to
merely think well of it. There must be
consultation and comparison of glens, and
concert of action ; and although each may
(in the end) act for himself and for the
chief purpose of saving himself from the
draft, they will accon,plieh most by acting
together and promptly.
We commend the matter le the earnest
and early attention of our business men.
The matter
than
them—more nearly,
perhaps, than many of them think. ?dm
selfishness should prompt them to aot, if
nothing else; but we are sure that there Is
patriotism enough ani local pride enough
among them to stir them up to the task of
taking .quick advantage of the ouportuni
tics (such u they are) offered by the new
law, and we shall be grievously , disappoint
ed in them If they do not at once take the
matter in hand.

Fourth, at noon, having been in session

Of the measures which failed to become
laws, the following are perhaps the most
important; Norma Dsvia's Reconstruo
tion Bill; the Joint Resolution concerning
the reassertion of the Monroe Doctrine; the
proposition to enlarge the New York and
Illinois canals; sad - the Joint Resolution
Providing for an Amendment to the Consti
tution
abolishing Slavery. The most exci
ting episode of the se-salon; wee that pro
(limed by the speeches of Representatives
Loon and Resets, in which they declared
their willingness to acknowledge the South
ern Confederacy: The most shameless epi
sode was' the personal squabbbs between cer
tain Representatives from Missouri. The
unpardonable sin of the session was the
inability of both Houses to comprehend the
imminent peril in which the country was
placed by the financial situstion, and their
failure to realize to its lull extent the im
perative necessity, of terrins the propl. tut
means of preventing financial disaster.
The Congress whah has just adjourned

it contained many members who omstantly
manifested the possession of all these gual

the worth of a nation which but one man'
can save; yet every day's experience
strengthens oar faith in Lieutenant Gener
al Grant. The task devolved an him is

attitude, the nature of the country, and
