We hare been earnest, sincere and con sistenk-in resisting the repeal of the com mutation clause, as our readers will bear us Witness; and now, although it has been practically repealed, we feel it our duty to say, that we can ree nothing in the arra. moots brought forward in its behalf, to jus tify the repeal, and that we regard the so• Lion of Congress as injudicious, impolitic and untimely. But it of no use to resist what has been accomplished. It le impossible at this writing to tell what shape the law will tate; but this much is certain: that there is to IA no more commutation. Surruatts' bill, it is !rue, is not yet a law. It bee passed the House, and been amended in the Senate; but this muoll is clear: that what• over the details of that law may te;after it passes through the hands of a Committee of Conference, the repeal of the commutation obtuse, haying passed both Houses, will The practical question, the; for ue all to look at la how shall we best raise men far the war and micape a draft? For the only way to escape a draft is to furnish the men in advance. It seams to us that the most practical way is the one adopted In New Tork—to raise a large bounty-fund, not for wards and town• ships, but for counties and congressional districts, and holdout all possible induce+ manta to volunteering: In the law as It is likely to pass, there are two or three clauses which will make it draft unnecessary, if they are properly used, as we have no doubt they will be. The first gives sixty days after any call for men by the President as the period within which the quota of any state or t-iwnship may be filled by volunteering—that Is to say, the people are to have two months' notice before the draft is made. Bounties are also secu red of $2OO for one year enlistments, $3OO for two Years' enlistments, and $4OO far three years, makes the volunteer or substi tute be sooner discharged, and payable to him on disobaige by reason of wounds, or to his family In case of his death. The second clause authorizes all loyal States to enlist men within the rebel States and count them upon their own quotas. This measure, which lass long been urged upon Congress, we count one of the most important of the session. With l's help we need have no reprehensions of a draft- In the free States. Every State can fill its quota by proper and timely exertions from among the loyal whites and blacks of the rebellious States. Under this clause, with a good local bounty fund, arrangements can be made at once to send recruiting offi. cern South; the bounty fund, if properly used, will gain us with little trouble more than our quota upon the next call, and at the some time we sh,tll injure and weaken the enemy, for every man enlisted in our rants in the South is one lees available to Les and JOLINSTON—one more fumed from the devouring consoription of JESP. Davis. With sixty days' notice, the very large bounties, and the privilege of recruiting in the South, we shall hhve no more drafts, at leastin those States which encourage the raising of negro troops. Meantime, the system of recruiting adopted in New York, to which we have referred, is, under a re- Cent order of the War Department, the most excellent and productive yet devised, and appears to no admirably calculated to an swer the end. It does not apply one iron rule to city and country alike, but adapts itself to varying circumstances; and It does away entirely with the bounty brokers, poanty.eupervieors, and other Ill arranged and ill-aro:king means hitherto resorted. to with disappointing effect. The rulo of the War Department is, that who ever, boforo being drawn, furnishes a rep resentative to the army, is thereby exempt during the war. The New York plan is to receive contri butions of $4OO both from exempts and non exempts, and to put the money of contribu tors on the list in the order In which they contribute, eo that those 'subscribing first will be the first exempted, as volunteers are obtained. It is computed that rite sum of $4OO, In addition to the bounty fixed by the Bourn_ au bill, will be sufficient to procure volun teers. We believe the confidence in this result to be well founded, and the married men in New York show their faith by their works, for thq are busily employed in raising the requisite funds to save that city from' further drafting. ItepresentaUve Recruits A General Order has been issued from the Provost gar:hare office, to the effect that these persons who are 'exempt from draft. by physical disability or other sour ces, but who are peouniarily able to fur nish substitutes, will be afforded an oppor iy to show their patriotism by be. g represented in the army, as the names of all euoh who furnish a recruit will be recognised on the rolls end other records of the army. The ides is a patriotic one, and deserves general action. The following is the order of the Provost .arshal on ibis subject: Persons not tat for mili'ary duty and not lisble to draft, from age or other causes, here expressed a desire to be per sonally represented in the army. In addl. don to the contributions they have made in the way of bounties, they propose to procure at their own expense, and present for enlistment, recruits to represent them in the service. such practical patriotism is worthy of special commendation and encouragement. Provost Marshals, and all other officers, acting under this Bureau, are ordered to furnish all the facilities In their power to enlist and muster promptly the acceptable representative everts Is pre— sented, in aCcordance with the design hero. In set forth. - "The name of the person whom the re cruit represents will be noted on the En listment and Descriptive. Roll of the recruit, and will be carried forward from those papers to the other t theist records which furnish his military history. "Suitably prepared certlficatee of this personal represeetrrion In the service will be forwarded from this dime, to he filled out and issued by Provost Marshals to the per sons who pat in representative recruits. In commenting on the above, the Preu says that every citizen of means has now • way to make his own patriotism represent ed in the beet effort of the war. Men who cannot go to the war themselves can readi ly send one, two or three stalwart men in their pieces, and thus take double or triple share in bringing the war to a close. Many pnblie-epiritel men have heretofore re cruited, clothed, and supplied companies, squadrons, and regiments. It is not more difficult now for those most interested in the national ea.:lees to recruit for its ser vice. Thousands of men will enlist, pro , ded their families are maintained in their absence, or they are acoeptably rewarded for the risk they undergo. In this way, men may be readily and voluntarily raised', and the complained thjustice of oommuta lion cease. Thus, also, the general rigor of a draft may be avoided by the poor and rich. We hear that in some localities money to the amount of many fortunes has been paid to recruttiog committees for sub stitutes, in view of the expected action of Congress in re pealing the exemption clause. Every prosperous citizen can do at least this much for hie aeuntry—make himself a voluntary officer in its temporary sander, and recruit la good earnest among his neighbors. Much can in this way be done for the community, but still more for the nation. Encouragement We have found but little encouraging in the news from the front lately ; but the following, from an authoritative source, seems to be rather cheering than otherwise: WABEI3OI . OI, Monday, June V.—Mr. DA ne, the Assistant Secretary of War, who will be accepted throughout the Unted Stater as one of the most intelligent and cool obsery • en that have studied the war, as well as one of the most truthful of men, has answered the question, of anxious inquirers hero about the situation at Petersburg, to the effect that Lee's forte is not more than two-thirdi of Grant's; that our losses last week !nthe move ment toward the Weldon road were mllidaly unimportant, and that Grant had his hand on Lee's throat, and would keep his hold till be strangled him to death. He gives to all t h e assurance or our final and conclusive seems. Among the striking facts which Mr. Dana has mentioned It, that we have at this moment 51,000 of of the rebel prisoners In our bands. The public feeling here to-night Is one of absolute, unwavering conldecce to the future and In Grant, and over . and above all in Grant's army. Cowan' When Senator COW.III first went over to the Copperhead side of tho Senate Cham ber, we expressed our opinions freely about him; but since then we have let his votes pass, feeling that it was of no use, as we could not do justice to the subject- His re cent vote against the repeal of the Fugitive Slave Law, however, seems to have aroused anew the indignation of our friends throughout the State, and we find in our ex changes many bitter comments upon his reareanoy. Taylor,. commissary general_ of subsistence of the United States army, died at Washington on Wednesday morning. MISS MLNDANA TILESTON, daughter of the late Cornelious Tileston, of Williams burg, Maas., was married a few weeks since, at Oxford, 0., to Rev. Calvin Fair banks, after an engagement of thirteen years. Preparations far their wedding were being made twelve and a half years ago, when Mr. Fairbanks was imprisoned in Kentucky for assisting slaves to escape, and he has just bean released. During all this time Miss Tileston did not relax her efforts to secure hie release. Wrrms the past week nearly 10,000 con valescents have been sent to the front from the hospitals in Washington. The men are constantly going forward s end it is expect ed that at least 6,000 will rejoin their com mands this week. General Canby is now busily engaged in colleoting•and forwarding mil -1 road material to Vicksburg. The complet ing of this road will add new lustre and glory to Bailey's name, as it will enable our troops to advance into the Rtd river country by rail. TUE rebels are said to have the largest powder mill in America, at Augusta, Oa, and a Colt's pistol factory in tai! blast at Columbus, in the same State. So extensive are the several powder mills now at their command, that it is said they are wholly independent of Europe for that article, the quality of which is pronounced even supe rior to the foreign manufacture. A Waitress exchange eaye: "The Mis souri pineries are receiving attention for the manufacture of turpentine. A Boston company has purchased three thousand scree in the pineries, and the necessary woks are in course of erection, and other mills are being put up." The same is tone of pineriee in New Hampshire, Maine, and California. From the latter we may expeot a large supply. Srectuass of petroleum have been ob tained from coal oil wells at Canon city, Colorado territory, which are esid to be nearly as white as the oil taken from our Pennsylvania wells. The productiveness of the works is not precisely stated, but it is believed that enough oil will be got from the vicinity of Canon city to supply the demand of the entire territory.
