that you are arseesiog for State licenses
for 1864,1 ind farther that the regulations
giving the privilege of bring eptrituous
liquors into the city to a few persons only,
is giving distatisfaction to many persons;
and will reduce the number officenses, and
consequently the revenue, from this

You then farther give me your opinion
that restricting the sale of liquors to a few
persons will not reduce the consumption,
and that you think that all merchnats of
good standing should have the privilege,
and that you are eatlelled that I did not
make the regulation in the interest of the
few.
I have (given licences to tweivi per
sons to sell liquor in Norfolk, they
keeping accurate books to whom they
sell, and they are held reeponsible .for the
purposes to which it gees, to the extent of
their licensee: If the license is a valuable
thing to them, that makes a check upon
their action,. 1 was informed before the
,order issued that the col dicent Governor of
Virginia (Pairpoint) had complained that
the non-granting of liquor licenses in Alex
andria by General Slough bad nearly
bankrupted the tresaury of Virginia. I
think a State which cannot exist without
deriving itsprincipal revenue from the en.
restricted sale of poisonous liquors to its
inhabitants had better get itself out of ex
istence.

with the pleasing duty of looking after the
attractions of Floral Hall, and they are
sparing no effort to make it a palace of
bosuty—themselves included, of course.
Here again the ladies are in eupreme
command. It is their intention, we are in
formed, to model their Bazaar after the cel
ebrated Bazaar of the New York Fair. The
building will be arranged with a variety of
counters, - upon which will be eziosed for
sale everything found in dry; goods and
fancy stores, and many articles of 'needle
work; ohildrens' clothing, millinery, em
broidery, etc., prepared for the Fair by the
ladies themselves. Books and periodicals,
and the daily and weekly papers will be
sold at ono of the counters. There will be
a fountain in the centre.

This hall is intended to afford an oppor
tunity to visitors to supply the inner man
with a substantial return for their money.
An extensive cooking range has been con
structed at one end of the Hall, upon which
will be fried, stewed, baked, roasted, boiled
and broiled everything that can gTatify the
tatteof the daintiest epicure or most' yore
clone gourmand. The tables will be supplied
bountifhlly with fresh vegetables and all
the delicacies of the season, and will be at
tended by ladies exclusivelr- The hall and
tables will not be in any respect wanting in
proper furniture and appropriate decora
tions. Neatness will bo ono of its charac
teristics.
- We come now to notice the attractions
which the ialty Hall will present. The
north and east rooms will constitute the
AHT CIALLEIIT,
in which will be exhibited during the Pair
;many rare and beautiful works of art, in
cluding come paintings and statuary from
the studios of eminent artists. Mr. Gemmel'
P. SPA.SO, of this city, will exhibit some of
his finest pictures. All of our citizens who
possess rare or costly pain lingo and engra►-
ings_hare manifested a willingness to place
them at the service of the Fine Arts Com
mittee. There are many liberal patrons
of art in the two cities, and we expect to get
more than our money's worth when we
visit the gallery.

and Covenant of 1743, and a copy of the
