Popular "Nominations.
The old delegate system, so funs the Union
OT Republican party Is concerned, is about
played out.. Theoretically it Is a very nice
system; and so long as none bat Intelligent
and pore alluded citizens, who had no axes to
grind for themselves or their special friends,
were chosen as delegates, it worked admira
bly. But when that time we. has very nearly
laded from the memory of the "oldest inhabi
tant ;" and far a long time it has been a kind
of mill, kept In operation by the strength of
many to grind cons for a few. In most of the
counties is Western Ptonirylvants; the people
grow sick and tired of having the nomina
tion made by stew wire workers it the county
seats, and took the work Into their awn hands.
Henn- arose what le called the " Crawford
County System."
This system is extremely simple, and per
fectly derniteratto. Names of citizens, mem
bers of the pazty,are .publicly announced by
themselves offrienda as candidates for 'nomi—
nation ; and a particular day Is appointed for
bolding a primary election. Thp ievaral
.eandidates have tickets printed and-distribu
ted, and in most cues cleaves, the county In
person to make themielies acquainted In all
respects as at the general election on the sec
ond Tuesday of October, except that no citi
zens are allowed to 'vote except such a, will
pledge themselves to support the ticket at the
October erection, whether his favorite is or Is
not non:kneeled. 'Trustworthy citizens are
chosen by the County Committee to conduct
the elections ; and when all the votes are in,
they are counted in thensnal manner, regular
returns made out, the ballotapreserved and a
Ives,. judge (not a defeyata) is chosen by and
from among the election ofAcere, to carry
the return, on a specified day to the county
seat, where the official return of the whole
county la.made - out, and the snocessfal can-
Mates, being those having the largest vote,
are announced and officially notified of their
nomination. If. any wideness are to
be . appointed, the convention of return
Judgeaappoints them. This L all the delegated
power they have.
Large townships are often divided into two,
three, and even four precincts, for the conven
ience of the voters. At these elections pretty
heavy votes are frequently polled, and ani-
mated contests are not untrequent Bat when
the election Is passed, and the candidates are
announced, it is rare to hoar any expression
of dissatisfaction at the result.
Simple as this system is, it le very semen
ageabla. Hence politicians, in the technical
tense of that weed, hate it; and aspirants to
office, who have not many personal qoalities to
recommend them to popular favor, uo not like
it , for it pate every man upon trial, no
to his own proper merits and deserts. hewe
he ie allowed to mount upon the back of the
Union, or of the Republican party, which. In
■ county like this, is strong enough to carry
almost any thing.
•But a really worthy end honorable man,
who 'Liked to be a candidate for office, would
prefer it to the old system, even though it
might put him to a little more expense, and
give him somewhat moretrouble; for its wear
and tear upon hie self respect le cc much lee.

We are having a great revolution in the
nation, which has broken one hear yoke;
but 'Livery le not the only yoke that might
'be advantageously broken. It would not be
smile to matte a little revolution of the same
kind in this initial work of our party politics.
The popular system has worked well In other
counties, and I can perceive no good .reason
why It should not work just us well in Alle
gheny county. The heavy Union majority In
this county renders! a nomination tantamount
to an election ; but this only makes it atilt
more the tkity of the people to guard with
Jealous care the primary step in the business
of choosingifleers. C.

Thetebel soldiers seem it!, have an insa
tiable appetite for deeds which rival in
barbarity the outrages committed by the

Gant publishes the following account of a
new atrocity, furnished by a correspondent
at Jefferson City, %ousel, under date of
April 15 : •
"On last Tuesday night, the 12th last,
the notbrious bushwhacking gang, of Shu
mate and Clark went to the house ofan in•
dwarf one, hardworking German farmer
named Kuntz, who lives some twenty-15es
to thirty milt:it from the mouth of Oasge
river, and demanded his money. Hunts
had saved semi money for the express purl

from the old country to his new home. Ile
stoutly- denied having any cash, but the

was unable to learn, and not enoceeding
in . their demands for money, they destroy

off_ All of this is vouched for by the whole
neighborhood."

sot suspended, has been almost paratysed,
and attended to as a formality than as • mat•

of the dreaded scourge will scatter the clouds

disappeared from Kingston, and the place le
