Secretary Seward's Position on the
Monroe Doctrine-
Oar special dispatches from Washington
yesterday informed oar readers that the
Senate - .cominittee • on Foreign Relations
have resolved to postpone action upon Wye-

learn that, in the Secretary's opinion, "the
United States have neither the right nor the

Treason Lo Congress.
. A stalling feature of the proceedings
to the House of Representatives last week
was tfie speech by Loxa of Cincinnati in .
favor of the Sc4;thern Confederacy, and Be
prompt And hearty indorsement by Harms
of. Maryland- 1 , LONO, took the ground tha t
the Government-had no right Wattempt to
,coerce rebellions States; that the Union
was lost never to be restored; and tha%
sooner than see the war continued, be was
in favor of recognising, the independence
- Of the South. Ile said that the masses of
the Deirtissiatic party were for peace, and
opposed to running %war candidate for the
Presidency.Autamof Maryland,whoithould
at once be indicted for perjury, in swear
ing to support a Constitution and's Gov
ernment of which he is the open foe, in.
dossed every word of Loxo's speech as if it
had:been hie own, and added that the South
could never be conquered and he preyed

We recapitulate the facts in this case'of
manifest treason in the councils of the
nation, that our readers may be reminded
by a reperusal of them that the peace or
VAat►antagA]t wing of the Democratic
party is steadily progressing toward the
practice 'of the doctrine they have all along
been teaching, that the Southern Confed
eracy cannot be subdued, ought not to be
subdued, and therefore should be recognised
as an independent nation. The vote on the
resolution to expel and afterwards to cen
sure the rebel Wows foe his atrocious
sentiments proves this even more concha
sleety than the two speeches to which we
have referred. Slot enough Democrats
could be found in the douse to secure the
adoption of . a resolution to txpel a member
who dared to utter the blasphemy that God
might never permit the subjugation of the
bloody and barbsrout Southern Confed
eracy. Oa the vote to censors the same
gentleman, twenty-nine Democrats dodged,
and many voted against it.
It is not many weeks since Loan intro
anted a resolution in the House providing
for sending peace commissioners /o Rich
mond, How these commissioners would
have been received if appointed, we can
easily learn, from the fate which attended
similar resolutions introduced in the rebel
Congress by Mr. Tratour. They wg not
even received by that body, and the Mont
gomery Mail of March 12th tells as that the
day utter they were offered Mr. W atom la.
Richmond and did not return during the
session. Ile was probably eopcl'cd. But
this is not the fact to which we wish to
draw the reader's attention. We would
have him mark the more important factthat
the man who, in the Federal Congress, is
moved to propose the appointment of peace
commissioners toitiohmond isreadya short
time afterward to recognize the iplepend.

speech in advoCacy of the policy of recogni
tion is at once virtually indorsed by ether
Democratic Congressmen. It is the last,
but perhaps the most conclusive evidence
yet furnished that the Copperhead .party,
while it prates of the unwillingness of the
Administration to allow the rebellions States
to lay down their arms and resume their
positions 'ln the Union as they were before
the war, is itself opposed to any other peace
than that which will dissolve the Union.
We do not suppress the mortification we
feel at being called upon to record the fact
that the -United States House of Represen
tatives, in this the direst crisis of ear. his
tory as a nation, does not possess sufficient
power to expel from its ball a perjured,
boastful rebel liko'Henats, or that crawling
' thing, the Cincinnati Copperhead. .Such
men are foes to public liberty and defilers of
national boner. Ilsatts and the other fed
low should have been expelled upon the
spot and by a unanimous vote. That would
have been the true way for the American
Congress to assert its own dignity and pun
ish the enemies of the country. Bat alas I
These are the days of domestic traitors and
Northern Copperheads, and what should
have been done is left undone, that rebels
may be encouraged and patriots be made to
hong their beads with shame.
