The Bounty Tax Law
Under this law fhb borough, township and
ward authorities 'reauthorized to issue bonds,
not only for the payment of bounties to warn- I
toers, but to reimburse those who have al
ready advanced Money for that object These
bonds era apt to be for a lees sum than s2 s '
to pay the interest and principal of these
hands is the object of the tax authorised by
this law. Permit no here to euggest three
things to, the .people of the sub districts in
blades to these bonds:
I. de fir Si possible keep them, In small
amounts, among yourselves. The more they
ere dusemineted among your owe people, the
better ; and by all mama let them be kept at
par value. ,

they may be absorbed de shape of taxes in

Raor/Gasette r—By this morning's paper
I per t» an attempt hes been made through
the / Tsegislature to curtail the privileges of
the Dollar Saving Bank and embarrass its
kiairt. A similar attempt was made last
session, but failed. The result, if successful,
would be to forte the Dank to bring the divi-
fiends down from 6 to 4 r tent. per annum.
It is arid benevolent Institution, the
offspring and agent of the Legislature, to en
able petrims of limited means to invert In a
sonnd, Ws and respectable inititution, where
they eau receive a fair eqniralent(for smell
sums) for their money, end to encourage econ
omy, which leads to merality, and that to
good order and citizenship. The &Book na
doubt is the remit of personisl =sake or
envy, or from a black mail spirit.
The Board of Directors here no other in
terest In the bank, bat to make and keep it
an inititation worthy of the pubilo confidence.
The Directors have no remunerations, ner can
they have any privileges by lomiog mq`noy
from the bank. Consequently the publiof and
the depositors have,a deep interest in defend
ing it from maassinating attacks. If requi
site, I can give an impartial and correct his
tory of Ito and progress diner I bare been
tto presiding officer. I will challenge the
most rigid examination of its affairs, either
by the public or the Legislature, and would
court It; I hold a position which I never
sought—lt sought me—and • responsibility
that if duty would permit, I would be gled to
,
be relieved of, if the institution is thee an
! fleetly to be assailed by private malevolence.
