private citizens who may give information

A reviaion of the regulations seems ne
cessary. If ihereward of fifteen debars has
proved to be Insufficient to secure the re
turn of deserters, Multiply it by five or
even .en. A deserter returned to the ranks
cannot be worth much lees than a new re

paying three hundred dol'ars.• And in all
asses where the arrest of a deserter shall in
ioy way be procured or facilitated by the

Government wou'd promptly initiate this
