The British Parliament was cloned on the

MY Loan* •ND Otxruuax We are com

satisfaction in recurring again to the adrift

gratitude to Almighty God on account of the

—an event which has called forth from her
faithful people renewed demonstrations of
devoted loyalty and attachment to her person 1
and family.
The elate of affairs on the continent of
Europe has been the cause of great anxiety to
Her Majesty. The death of the King of
Denmark brought into immediate application
the stipulations of the treaty of May, 1852,
.cimaded by Ills Majesty, tha Emperor of
Mottle, the Emperor of the French, the King
of Pdesia, the Emperor of Russia, and the
King of Sweden, and afterwards acceded to
by the King of [ignorer, the King of
Saxony, the King of Wurtemburg, the King
of the Netherlands, the Queen of gpain, the
King of Portugal and the King of Italy.
That treaty declared that it Is to the pre
seriation of the balance of power and the
peace of Europe that the integrity of the Dan
fish monarchy_ should be maintained, and that
eeviist territories prhlch have hitherto been
under Th e sway of the late King of Denmark
should continue so to remain; and for this
purpose it was agreed that' open the death of
the late King, and of his uncle, Prince Fred
*rick, without: tune, his Majesty King Chris
tian should be acknowledged as sueceeding to
all the dominions then milted under tie seep-
Ire of htutisp the King of Denmark. for
Majesty, actuat edby the same desire to pre
serve the peace of Europe, which was one of
1 -the declared objects of all the Powers who
were parties to that treaty, hes been unremit
ting tuber endeavors in:bringing to • peaceful
ietthiment the differanda which in thin matter
have arisen between Germnny and Denmark,
and to arert the dangers which might follow
Trom sleglittittit of wailer° in the north of
Europe, and her Majesty will continue her
efforts to the interest of peace.
The barbarous murders and cruel assaults
committed in Japan on the subjects of her
Majesty render it necessary that demands
should be made upon the Japaneee govern
ment Uhl upon the Dainties, by whose retain
ers some of thesb outrages were committed.
The government of the Tycoon complied with
the demands made upon them by her Majesty's
government, and, full satisfaction having been
made, the friendly relations between the two
gorammentibeve continued unbroken. but the
Diamine Prince Satsuma refused to comply with
the most just and moderate demands which
were made upon him. Hiss refusal renders mea
sures of coercion necessary; and her Majesty
regreu that-while the messesea hare brought
the Daimler to an agreement for compliance,
they led Incidentally to the destruction of a
emulderahle portion of the town of Kagosima.
Papers on this subject will be laid before you.
The Insurrection which broke out last year
among acme portion of the native inhabitance
of Nuw Zealand etill unfortunately continua;
but there le react. to hope that it will before
long be at down.
Iler Majesty commands us to inform you
that she has concluded a treaty with the Em
peror of Austria, the Emperor of France and
the King of Prussia, by which her Majesty
consents to give up the protectorate of the
lonian (elands, and also agrees to the annex
ation of the islands to the kingdom of Unsece.
This treaty .hail be laid before you.
Her Majesty is also negotiating a treaty
with the King of the Hellenes to perfect
the arrangements connected with the union
of the lonino (shads with the kingdom of
titmice.
Ommestax or Tull Horse or C 01.110114 Her
Majesty has desired estimates for the rimming
year to be laid before you. They have been
prepared with every attention to economy,
and with due regard to the efficiency of the
publie service.
Mr Loam AID GINTLIIIIIIII—HOT Majesty
commands us to inform you that the condition
of the country k on the whole satisfactory.
The revenue has fully realised the expected
amount. The commerce of the Malted Xing.
dom Is increasing, and, while the distress in
the manufacturing districts has been to
1100211 degree lessened, there Is reason to look
forward to an increased supply of cotton from
various countries which have hitherto supplied
our manufacturers with bet little of the mate
rial for their industry.
Her Majesty has directed that a commissioe
shall be issued fur revising the various forms
for subscription required to be made by the
clergy of the Established Church. A copy of
that commission will be laid before you.
Various meathres of pablle usefulness will
be submitted for your consideration. Her
Majesty commits with menden.e the great
Interests. of the country to your wisdom and
rare, and she fervently prays that the blessing
of Almighty God may Attend your delibera
tions -and prosper your counsels ter the ad
vancement and the welfare and happiness of
her people.
Both Lords and Commons adopted an ad
dress in reply to the Queen's speech without
amendment. The Earl of Derby, however,
in the House of Lords, and Mr. Dlstull, I n
the liocue of Corneille., attacked the foreign
policy of the Government WI humillatlng to
England. Earl Russell, In the Lords, and
Lord Palmerston, In the Commons, defended
the policy of the Government from these at
teaks. Earl Russell, In the course of his re
marks, stated that England had not girth the
slightest promise of eaelstance to Denmark.
Referring to the state of parties In Parlia
ment, the London Times says that they are so
nearly balanced, and continental affairs are
likely to attract inch attention, that it would
be presumptuous to rely too cmcildently on
the duration of Parliament or the stability of
the ministry.
