... The State of Things to Rebeldom.
- The rehil eabal at Richmond is now the
most unmitigated despotism that exists on
the face of the earth, and the most faithless
to.iittprefosaions and promises. It issued
Vast sums of confederate notes, pledging
the foith of the so-called Confederate Gov
enitient for their redemption, and then en
lofted. their circulation at the point of the
. ..; ; Attprtet. And now, when they have be
tel:MO almost worthless in the hands of the
unfortunate holders, Jarr Diva and his
associates aro about to compel their con
version into still more worthless bonds,
that room may be made for still farther
issues.
In addition to this vast financial robbery,
the rebel Congress halt just passed a law
authorizing the agents of the government
to levy upon and seize one-tenth of the
proditce of the soil for the use of the army.
But, worse than all, every man capable of
bearing arms is Dimpled into the service.
Neither commute Mrs nor substitutes are
allowed. No matter that a man's family
will inevitably starve if he leaves them, go
he must. No matter that this wholesale
levy of men will leave the countrgilestitite
of food, and reduce all to utter poverty and
starvation, the men must either go, or hide
themselves in dens and eaves of the earth.
It is, indeed, an impressive example of the
retributivejastice of Heaven, that the same
men who, in times not long gone by, hunt
ed black fugitives from latter with blood
hounds, are now tracked by the same dogs,
and dragged to the fields of slaughter. to
die in a cause as hopeless as it is hateful.
Rebel soldiers, whose term of service ham
expired, are compelled to continue in ser
vice until the close of the war. This out- ,
rage commenced more than a year ago, awl
is still continued. Thus every conceivable
form of despotism and oppression is prao
liceil by those who are struggling to main
tain the tottering fabric of what is called
the Confederate government. Still it is in
perfect accordance with the fitness of things,
that a government founded upon slavery ar
its cornerstone--n government established
forthe very purpose of maintaining, extend
iisg, and perpetuating a system of human
bondage—`should do just such things as these.

Fearfully, therefore, are the people of the
South realizing the force of that irreversible

The lands thus thrown into market are
among the richest in the Southern country,
producing the most valuable orops in return
for very moderate labor. Of course, they
will be eagerly liken tip in smell sectione;
and a populous settlement of owners of the
soil, will become titmice the tillers and de
fenders of the rich inheritance, which as
it by a significant retribution of Pro•i
daunt rebellion has flung into the lap of
the once oppressed poor and enslaved of
their people. Many of the settlers will be
Sorthern soldiers, who, having become ac..
4:dimmed and delighted with this sunny
region, will prefer to remain. Mechanics,
already : greatly in demand, will ply their
;various arts in the new community, echoole
and churches will be multiplied under
Northern Inspiration and example; Indus
try, production, and intelligence will fol
low our arms, and when our forces
with
draw, instead of leaving a desolate country
behind them, they will point to it a bloom
ing and regenerated Eden.
The amount of land bid in by the Tax
_ Commissioners for the United Staten, and
now open for pro-emotion, is about 43,000
scree, ezeltotive of 5,000 art-es reserved for
school funds. The negro population of the
Sea lolanda is about 18,000, of whom one
fifth are eligible to preempt. The soldiers,
sailors and civilians who are likely to
claim land are numerous, so that very lit
two the soil will remain unoccupied. Ev
erything is ready for the inauguration of a
newel:dilemma on the basis of those prin.

The following aro the more important
portions of the article which have caused
Deßow's incarceration
It is true we have believed tbai cotton is
king; it is undeniable that we possessed a
monopoly for its production, arising out of
variety Of causes, but tile not true t iliat it
will grow nowhere else. Indeed, find
that the production of it in various coun
tries ID increasing in a geometric ratio, and
that In a year or so the South will no longer
be needed to supply the commerce of the
globe., with what we vainly hoped would
grow nowhere else.
Shall we not learn from our enemies?
What are the ceases of their prosperity 7
Wby do even the laborers of the North live
with a degree of comfort often unknown to
the wealthy planters of the Smith?
The statistical reports accompanying the
mum of $B6O establish frilly the rebuke
of material conditions; and. if we admit
that the people of the North have really
hardly felt the war up to this point, we
111t3t look to and examine the material con
ditions which unweaned them.
They cannot be more prosperous because
there is no slavery; certainly It Is cheaper
to have a slave who labors for you than to
labor yourself; therefore, slave labor is the
more economical, or rather it was before
the time of Henry A. Wise and John Brown.
Considering the present condition of the
country, and prospectively, alto, it may
well be supposed, as it already is by many
in the slave States, that it actually may be
more economical to labor for ourselves than
to maintain negroes for that purpose.
We have taken to raising cereals, and
have succeeded so badly as to make it •
matter of doubt whether we will not have
eaten everything before the lime of grelne,
which, when belted with jowl, are so prized
by the First Families of Virginia.
In the meantime, the protection of trot-
Jon is slipping away from we, and we ha•e
already slipped away into unkdown depths,
and are drittieg to a feat nil and te an on
oertain future.
The people of the North live comfortably
—more so, indeed, than the mejyrity of the
slave owners in the South. They educate
their children, and teach them that there
is no dishonor in employing - either their
hands or their header, and I say boldly,
even against our prejudices, I think they
are right in that.
We know that the turnip crop of Eng•
land is now by far more realuablethen any
other cultivated by the English, although
it has become so recently. In regard to
the comparative productions of the people
of the North and of the South, as given by
the census report, we observe in those com
mon to both regions that the widest diver
gence exists in regard to mulch cove.
In the North the ratio of increase of mulch
tows was slightly in excess of the re,jio or
increase of population between the learn
1860 and 1860. In the South there was an
actual deficiency in the ratio above stated
of 431,501 In proportion to the ratio of
loot-ease of population, the chivalrous State
of South Carolina is deficient io mulch
cow., 64,766! As her decadence is far
greater than that of any other State, and
her deficiency in the ratio of 'zilch cows to
the population is the greatest, may we not
suppose that either the deficiency indica
ted, or acme cause coincident to it, has
been the ruin of that State?
People must drink something. If they
cannot get milk, naturally they take to
whisky, and we may well lament the result.
The subjoined tables show plainly that the
decrease of mulch cows in preportion to the
population indicates •precarious condition
et society; and if it has led directly to
the ratrellton, the natures or the decrease of
mulch cows are coincident and analogous,
at least, to it. -

In the Free States, tabulated, one for every
3 7 persons. In 11360, in the Slave Suttee,
one to every 3 6 persons, or a slight pin o.

The want of good meadow lands in most
of the Slave States, the poor and Insufficient
quantity of food usually given.milch cove,
the unsheltered condition in which they are
kept and the neglect of them by the De
grees, would make the yield of milk les■
than one e jtalf per each cow of those in the
Northerreatatt• This appears to be show a
by the amounts of butter and cheese pro-
duced.
Mr. Deßow then gives in • tabular form
the amount of butter and cheese produced
and the number Of much cows in the free
and clove States, and adds: -

The longer the war is protracted the more
violently will elavety be deettoyed. For
two years and a halt-hare we waged rear,
and lost more than bloifibe territory over
which we asserted jur 'diction; the supply
of cattle no longer comes from Texes, nor
does cotton escape longer from the frontier
to furnish no !applies. The Misktesippi
bears a hundred gunboats, half of them
iron clads, that effectually prevent our oc
cupation of any point along It. entire
course, or even the passage of it except un
der clover of darkness and by stealth.
The fruitful valleys of Kentucky and of
Tennessee have been desolated by war and
are held by the enemy. Arkanat e, a large
Fart of Louisiana, of Mississippi, of North
Carolina and Virginia, have been held or
are now held by the enemy, and hove been
exhausted by the supplies drawn by the
contending furoes. Nor can we regard
Alabama,Georgie, South Carolina or Texas
esempt from the marsh of heavy armies. now
organising for the purposes of invasion.
We will say to Congressand to President
Davis that a careful study of the last "Cen
ral; Beret of the United States" will correct
or destroy many perturbations in their
minden well as our own. Lel them legis
late so as to increase the number of vows
and think no more of the negro. The land,
then, instead of being desolated by war,
and thiLinhabitante gaunt with privations
and mbtery, will flow literally with milk
and honey, as in times of yore.
A census token now, tie recommended by
' his Excelleney MY Davie, in the same
manner 'as that of lEflfl, over the districts
where it might be effected, would show
plainly the waste of war. How miny men
between the ages of eighteen and fifty
would be found wanting? How many
petweful, Industrious inhabitant.' would be
found absent, having, through a thousand
channels, found their way Into the free
States, actually filling up the houses in
every part of that land, so that none are
untenanted? How many of the houses in
the region passed over by the contending
armies would now be found occupied? How
many negroes would be found absent, ready
to Menne with muskets in their hand. ,
Bow many horse?, cattle, sheep, hoge,
would be found remaining? What has
been theproduce of our fields last year in
cotton, sugar, corn, flour, peas, potatoes,
cattle and bacon, and what amount remains
unconsumed?
But,
above all, what progress have we
made? Is the slave power more secure
than before we seceded? Are we in mob a
condition sato fromiee ourselves even with
repudiation of all debt', both at home and
abroad, exemption from -- duties and high
taxation? What base lore to hope for, both
II regards slavery or the prospects of the
Southern Confederacy ?

period fixed for the wedding; but in the
Meantime the Dike and Dashes, of Mont

Steamship Line Between Philadelphia
and Liverpool.
An adjourned meeting of the gentlemer!
interested is the proposed steamship lino
between Philadelphia and Liverpool, in
connection with the Pennsylvania railroad
company, was held on Tuesday at the offico
of the company in Philadelphia. Ex Go,.
Pollock, President, was in the chair.
The Committee on Subsoriptione reported
that $158,000 had been subscribed, which
is less than had been expected. The cor
porations, banks and insurance companies
have not yet decided upon the matter; and
in a Teem or ten days the Committee hope
to have this amount doubled, if not the
whole $500,000 subscribed.
The Chairman said that as far as the
trade of Philadelphia was concerned he
was not aouneted with that trade. But
he was anxious to see a steamship line.
He was, though an American, a Philadel
phian. He had no grudge against New
York, but desired to we Philadelphia where
she ought to be. We were once the first
city in the Union. We are now the third.
We may again be the first. New York, by
her indefatigable zeal, has taken the for
eign trade from us. In domestic trade we
have the ascendancy. if tle merchants of
Philadelphia will it, eve can regain our
commercial preponderance. Now is the
very time. The Penneylvania Railroad is
essentially Pennsylvanian, and it offers
inducements never before offered. It is
true that the Messrs. Richardson may estab
lish a line of steamers. But their interests
are English. They will remain with on
only as long as it pays them. We want a
line of Philadelphia steamships, to repro.
sent Philadelphia interests. This very day
the speaker had been to see about some
goods for the Mint from California. The
vessel bad been four days in New York, yet
the goods could not be got at. They came
to New York, and thence by railroad. This
ought not to be. We want a Philadelphia
line of Philadelphia steamships. If it
were not that this subject should inter
pet everybody, a moss meeting ought to he
culled, and the Wow) wi id I hr eutiscrilied
in five hours
Mr. Stuart corroborated all that Gov.
Pollock had said about the difficulty of get- I
drip goods from New York that come from
Europe. With all that ingenuity and money
can accomplish, goods cannot be promptly
got from the ships. Cakes something is
done, the little foreign trade that is left to
us will be gone Every year there is a
diminution of importing and jobbing houses,
while in New York we see familiar names,
gone from here on neCoUnt of the increased
facilities of New York. Let this thing be
