The newsof the recent triumph of the
Preach forces in„Mexico over the poor and
diepirited env of the Republic, and the
_ :consequent - overthrow of the goverment
itulere henry is well calculated to create a
profound impression upon.the minds of all
Christendom, and to excite serious appre
hension, for the safety of tho world. To see
a nATIO2t struck dead under tho blow or a
mighty conqueror is, in this age of the
world, a most startling end alarming 'Pen
twin and men will begin to inquire, "who
is to be the next victim?" - -
It was thought by many that NAPOLEON had
slaked hie throne upon the .aucteas of his
operations In Meilen for, had he failed, the
recoil upon him, in the present temper of
Prance and of Europe, would have been
tremendetts, pert/taps fetal. .B u t he has
lwensuccessfal; and at this moment Mexico,
Mitht its boundless elements of .wealth, and
toMenanding potitionin reel:Neat both to
the doinliden of the seas and to the mar
. timetmaimereeefthe world, lies at his feet,'
a conquered province, and that success will„
in a corresponding degree, addstability and`
power to his throne. Mexico, the "rick
run" of the West, is dead, and his magnifi
cent estate appropriated.
But how is this great disaster likely to
affeet Our government—and very
properly too—clung to the old government
of Mexico, even after it had been driven
from its ancient capitaL No positive of.
fiinse was,offered to the invader and usurper;
bat the unwavering sympathy ever mani
fested- by our government for that of the
Bepnhilo of Mexico, in its calamity and sere
pressure, was no doubt very distasteful to
the proud and self-willed masterof France;
and now that the feeble barrier, interposed
by the armies of Juana, between him end
rta:ltas been broken through, we may ex
- leorte feel the weight of his hand upon
ourSonth-western border. Nothing will be
1:0114i than to pick a quarrel with us on
the Rio Grande, should open war be his
policy; but our impression is that we are
more in danger from his intrigues with our
rebel population and their 'sympathisers
than from his armed forces.
Many learned Men are of the opinion
that Napoleon is the prophetic Prince of
whom It is said, "By PEACE •hall he destroy
rev r but, without protending to offer any
opinion as to that, we may point to the
significant facts, that he sot out in his ha
eerie career with the motto, "Vie Empire
isr - PMwn": and that by his consummate skill,
and:with comparatively little war, he has
managed to get Enrol* more under his
thumb than his _uncle ever had it. By
"peace" he has contrived to throw his meshes
around the British Lion, a thing whicS the
. ant Napoleon, with all his power, and alt
his victories, was never able to do; while
the Pure at this Moment lies a passive and
helplue Miami in his hands. •
The resteration of Louisiana, Texas, and•
drinumeo cannot take place too soon, nor
can the Government be too energetic in
making itself strong, both in military power
and in popular; favor, in those Southern
regions. Re say popular favor; for it Is of.
this element that NAPOLEON will avail him
self, rather than resort to military force,
to get his foot upon the neck of our govern
ment, or, failing in that, to despoil it of
its Gulf and trans-Mississippi territory.
There is reason to believe- that many of
the leaders of what is called the democracy
in the North have for a long time been car.
Tying on secret intrigues, with a View of
!Tinging about some kind of intervention
on the part of NAPOLEON in our present
wan and.thepersistent reticence of Num,
to* in regard to these things Is no evidenee
that those Intrigues have not been recces*.

the dangers that still =elate our peace,

The Court decided that It is one of the at
tiibutesof sovereignty to change the value
of money; and Congress, in accordance with
this right clearly vested in it, having de
glared legal tender Treasury notes to be
money, the courts of law must conform to
the change, and regard that as a dollar
which Congress declares to be so. In emu
' ing the point it says: judgment in a
suit upon • note mast be rendered for a.
certain sum In money, expressed in dollars
and cents. Exemitien mint issue for this
cum with cost, and the amount is to be
collected. If we were to add to the amount
of the note a further sum, for example one
hundred dollars se a premium on specie,
the execution would still be collectable in
money. if the officerconld seize a sufficient,
amount of gold or silver to pay the execu
tie:rand coals, he would pay to the plaintiff
theipecie, and thus the plaintiff would ob
tain More than the =emit of his debt. If
the defendant's goods alten7.l be sold at
auction on execution, and the purchasers
should pay in specie, the same result would
fellow. It land should be set off on fue

condition of the currency as to affect the
interests of the putt= materially. It may
be that the judgment will remain =sat's-
fled till gold shall, as merchandise, sink be.

terests of the parties and the value of the
judgment. The weekly fluctuations of the
gold market are constantly operating lathe
same way. Bat these are matters which
are beyond theycach of courts of law. They
involve values, and sometimes equities
which no judicial tribunal can adjust or
regulate. All that courts can do is to treat
as money that which the statutes of the
united States legally enacted. declare to be
tnoaey. If it were in our power to render
a specific judgment, designating the species
of curronej , in which it ehouli be paid, we
might avoid some of the existing difficulties,
but we have no such authority."
East Tennessow..Plans of the Rebels•
Referring to the reported reinforcement
of Loscurrnarr, and the probably intended
moyement to concentrate the rebel armies
in the Southwest, the New York Evening
/bit remarks :
There is no reason to doubt that the heav
iest blow of the rebels, when the campaign
reopens, will be struck for the repossession
of East Tennessee. , lire must have Ten
nessee, or perish," was not tentage said in
the South. In a recentlycaptured dispatch
it is called "our Canaanr and a promise is
made that Longstreet will soon march on
this promised land.
The dispatch of which we speak, to Major
General Samuel Jones,: gives same hints of
libelyans. Ariztidifialsidpi4 legion
is "virtually abandoned,". and "ourleaders
in" Arkarusas,'Lonislana and Texas are left
mainly to act . according to the dictates of
their own judgment." Lee, it is mentioned,
will have command of bath Longstreit's and
his ewn forces. Longstreet mad Johnston
bill beieinforced Sisk 'Johnston will co-op
mate in. an attack upon East Tennessee;
Lee, with his right wing, will protect Vir
gluts, and "still hold the enemy s best army
in the slough."
No doubt this is substantially the plan of
the rebels. In the great line of battle now
formed they wilt feint with theleright, but
strike 'heavily with left and centre; they
have the advantage overusof lying between
our contra, under Foster, and left, ander

Meade. Bif General deade should more
his army up the Shenandoah Valley, by
rapid marches, before Lee could meet him,
he might perhaps overcome this disadvan
tage, and meth Longetreetbefore help could
come to him.
General Grant is no doubt awake to the
plots which the enemy is laying for his de
struction. He knows what no one can
deny, that Longstreet is an indefatigable,
courageous and capable officer, with whom
it will not do to trifle. He is a wary fox
and a hard fighter, ready to take advantage
of Avery carelessness or fault of his oppe.

are in favor of the union, and that all the

election. Mr. Benedict, the Clerk of the
House of Representatives, pays hitt respects
to the disciples of Jefferson Davis in the
following truthful and somewhat caustic
manner. "It speaks for itself:"

the right to prove their loyalty by their oaths
to seppert the Constitution, National and itate,

of the living soldiers now enduring the toll
and danger of camp; in tie names of their
suffering families at ileum ; and by all the

The Rebellion In Alabama
The Cincinnati Cie.:rue, of Monday, has
the following: i
Sometime subsequent to the breaking out
of the Southern re.aellion, an old eentleman,
a citizen of Alabama, passed through this
oily ott his way to Earope, whence he tied
to escape the persecution that he knew
would reach him at home, in consequence
of his Union sentiments, in ease he remain
ed. Ilia family, who were left behind, in
cluded twoyoung men—a son ands nephew.
These succeeded in ke ping out of the teltel
army, by furnishing a ibstiuttee, but since
the passage of the wit lesale Conscription
act, they have also Bed from Alabama, and
were in the city Saturday, on their way to
New York, where they expect to nice, the
father and uncle, who bah returned from
Europe. We learn 'from these gentlemen
that there lea very decided reaction in
Alabama against the rebel lenders, which
is immediately attributable to the wholesale
impressment of persona, and the seizure of
property. As evidence of this the fact is
elated that resolutions indorsing secession.
introduced into the Alabama Legislature,
met with decided and unexpected opposi
tion. They passed the , Senate, but when
they came into the llothey were arrested
by a formidable, outspoken and bitter op
position. The anti-secession feeling is meat
general, and better developed in the North
ern than in the Southern part of the State.
Men between the ages of 18 and Sti, liable to
be impressed, are escaping front the Con
federacy, or Seeing to the mountains or
other hiding places. And this wholesale
'measure of impressment, while it renders
the rebel cause weaker with the.people, and
destroys the morale of of the army, is not
likely to add materially to the numerical
strength of the latter. 'These are the views
of intelligent men, fresh from the inside of
the insurrectionary districts.
' THE Taaanuizt or DLSEIsTlits. —general
Grant has tuned an order directing that all
deeerters from the enemy coming within our
liner shall be disarmed and then permitted to
go to their hordes, on taking ■n oath to sup
port the goner Lamont, to abide by all the ants
of Congress in reference to slaver, and sup
port all proclamations made during the war
having referents to slavery in any form.
When practicable, employment at fair wagra
shall be given to deserters. To avoid tho
danger of recapture they will be exempt from
military service to our armies.

General Foster ' at Knozsille, has issued th
above order for distribution in the rebel din

ing ant glorieuily. A Little Rock Corscsuon
dent of the St. Louis Democrat writes on the
10th, that the State convention in seselon at
that place has representatives of 27 counties,
in fifteen of which elections were held without
the presence of a single soldier. The vote
was heavy, one county casting 480 votes at
their election, which in peace times cast 800.
Every delegate is in favor of the abolition of
slavery. .A resolulion of instructions to the
Committee on the Constitution has already
unanimously passed, ordering them to report
a provision for prohibiting slavery forever
from the State.
