ittsburgit Mizetit MONDAY MODNINOr-.--:::JAN. 16, 1564 CITY AND SUBPRBAN. From Saturday's Evening Edition, Pollee Appointments. • cis Honor, James Lowry, - Jr., Mayor elect, after carefel deliberation, and, wo may slay, after a good deal of anxiety and edict- Olds, ban made the following appointments : Mayor's Clerk--Joeept, Snowden, Esq. -Chief of Polies-=Samuel Long. Day Police—Wei. C. Wray, A. J. Kemp, Hamlet Lowe, Ebert. Hill, George Calp, Jelin Huron, John. Messner, Robert Willison. These appointments, on the whole, impress me very favorably, and give promise Of& mach better state of things to our pollee &Halm. It is net to be supposed that they will please everybody. Indeed, we may go farther, and say that they will Le severely criticised in setae quarters. All this has been anticipated, but, whatever may be said against any onset' those appointments, no one will pretend to ineetion for one moment, the motive which Influenced Mayor Lowry in making the setae dons. Ills groat aim has been to seism the but material which lie - could command, and • the same SiMe satisfy, as neatly, as possible, ,the expectatibes of his friend!. •-• For Clerk, Mr. Lowry has not only chosen -• gentleman, but one in whose integrity the entire community bare confidence. tits ex perlekee • and intelligence will also be found valuable upon all occasions, and we can only anticipate front him a faithful dieeherge of every duty. .For Chief of Police, a most excellent selection has been nude. Mr. Long has had savant_ years' experience in police business, baying eerved under throe or fear adminit it:diens in Allegheny. lle was High Coasts bletsndei'Mayor Drain, and resigned his po sition to accept that of Lieutenant in Co. 11. Ma Regiment, during this reuniting excite ment inike summer of 1862. Ile coned with credit during the term of his enlistment, and 11/I:lDO'hili return has been employed as special Detective by Capt. Kicker, Provost Marshal of the Rid District. 'We hare known Hoer Long intimately for many years, and can moot eareally endorse his appointment. He iv not only hilly competent, bat is withal a • gentleman: et character and- respectability. We oongnstalito Mayor Lowry upon his se curing the Pervious of ene so well qualieed for the position of Chief. On the Day Police we have Reuss. Wray, Lowe and Herron, ell experienced officers. Mr. Messner Las been employed for neme time part its Market Constable, and is a good *Moor. Mum. Hill and Cain ere now en the Night Pollee and are represented to us es being first ehiss mite.. Masers. Matson and Kemp are new men, „bat this circumstance Is rather in their laver ihea otherwise. Bet we need not analyse the appointments further. With en energetic Mayer, who is determined to do what to right, and a competent Chief of Police; we need have no fears for the elbeien• cy and reliability of the salsordlnateafecure. " The-great fault has tern in not having a good • head--and where the hod is bad It is not surprising that the body becomes bad also. In conciasiOn we may state that Mayor Lowry determined to bold each and every ono of his officers to a strict accountability, and their tenure of office will continue just so tong es they conduct themselves properly, and no longer. The Night Police hue not yet been ap pointed, bat will probably be announced next week. the 'Local OIL Trade. The Oil City Re7iarr, of Tbuntday, coutair.s the following review of the local oil trade far . _ the preceding week: The Market has fresh ened np since nor last report- Business has been generally resumed. The routs ore in ea eellent order, and a large ameunrof oil has gone forward to the different shipping points on the railroads . The d.:mand at the wells seems oar tho increase, nod upon the resump tion of navigation we look for remunerative prices to rel.. We giro as the ruling rite at the wells st,ung per barrel ; at this point $5,00(0,20. The r i cer is still closed and loaded teams have been crossing for the pest week. The weather is moderate. Monday and Tuesday were rather warm. Eat so far .no effect is risible oar the ice. The damage that wilt ensue upon a sudden breaking up cf the ice will thr all probabliity be immense. There have boon no new' teeth of consequence struck for the pauitire months. The decrease in the total amount of daily productions is therefore considerable. In some localities it is fully one-third and in others one-half. Tho market closes Arm and quiet. The Phillips Well, on the Tarr Farm, which has boon flowing betweta fear and fire hund red barrels per day, has stopped. A Bold Game A horse etolen on the night of Decem ber 29th, from the stable of Janata Platt., in Madison township, Clarion oounty, under pe culiar circumstances. During the day &rough looking stranger called at tho hens., and in fornied Mr.. Platt that he was John Morgan, the guerrilla, and had a band of _ Bre hundred men in a hollow not far off, and wanted some one to point out to him where the abolitionists lived, as he intended 'going in on them that night.' The woman, of coupe, was greatly alarmed, her husband not being at home, and tho son also absent- The stranger went away, andAtiat night, about Ber 9 o'olock, the re ports of several pistol shots were heard near the house, which so alarmed the woman that, hurriedly takingher children, she started for a neighbor's, where she remained until morn ing. During the night the sou returned, and on going to the stable, discorefed that the horse bad beet stolen. No true of the thief has been found. Altogether, it was a pretty bold operation. and tho alarm created by the story he told, gave the thief a good chance to serape with his.boory. Fire on Sixth street This morning, at ten o'clock, Sr.. was dis covered inning from a small two story brick building, on Stith street, one door below Wood, and before the fumes wore checked, that and the adjoining building eeno unroofed and badly damaged. The tenements belong to Mr. Wilton, clothier, cf Market street, and Were of bat wary little rale.. being old and rickety. The front room of one of the houses was occupied by Mr. Jolnutork, ao a baroer shop, and fire Lc supposed to hers caught from the *tote pipe or Sae leading from the shop. The other building had not been ocoopiad for about two weeks, but It had long been kept as • brothel, end was a very serious nuisance to the neighbors, who will rejoice 44 see it in mina. Mr. E.
