Me consideration, as a legitimate and (we
Shink t ) promising means of inducing enlist
ments: We refer to the proposition to in
crease the pay of the soldiers. As to in
creased bounties, probably that kind of in-

dueement has beaa carried far enough in
several localities-wiany counties and cities
in some States offering nee hundred dollars
in addition to the government bounty of
pre/ hundred or four hundred da!tare. But
as regards tho regular pay of the soldier,
Which was fixed at thirteen dollars a month
when that sum bore a very different relation
to personal and family expenses from what
it does at present, we think the proposed
Increase to slitter' or eighteen dollars,
will restore the Old relation in some
measure, will meet with the apps oral of the
public, as holding out an additional induce
ment to rolunteeiing. The present man-
aeration of soldiers, as a contemporary re
marks, is by no means adequate to their ex
penses, to say nothing of their valuable
sersices,—end when wagon, generally,
throughout the country, ere being increased,
their claims should not certainly he disre
garded. i'ltotutands of our soldiers have
large families depending, almost entirely,
upon them for tireir daily sustenance, and
after the Bain reservocl for the excess of
clothing, over that allowed each year, is
deducted from a soldier's pay, the amount
whicithe is enabled to remit home is very
small, thus necessarily entailing suffering
and Irani upon his wife and children.

The Senate of the "reconstructed - State, In
session at Alexandria, has posed a bill to
provide for the e'eetion of delegates by the
people to a Convention; to assemble in that
city en the 25th of January, to alter and
amend the State Constitution so as to abol
ish slavery in the counties of Areonma,
Northampton, Princess Anne, Elisabeth
City and York, including the cities of Nor
folk
and Portsmouth, the - Presidents Proc
lamation of January last having declared
all the slaves of the remainder of the State
free. No one can vote on this question who
hu aided the rebellion, or who cannot give
satisfactory evidence of his loyalty. This,
or course, ensures the success of the meas
ure and will hasten the disentitralment of
the eastern counties from the "relic of bar
barism•"
In Maryland, events are hastening rap
idly along in the right direction. The able
bodied slaves erg being enlisted in the army
by whole regiments, and the loyalists of
the Commonwealth are beginning to act in
harmony with each other in reference to
the great question. Led by the Baltimore
American, the citizens of Maryland now see
that the death of slavery must bo hastened.
In Saturday's Ameri= the subject Is ably
set forth, and we make the following ex
tracts :
"In regard to the latest aspect of the
ease—the fact is at last fully and broadly
recAignized by our leading and most de
servedly influential citizens—that Slavery
is only a burden upon the State, to be thrown
off with as little needful delay as possible.
Whatever sceptieism has been indulged in
hitherto by any as to the ability of Slavery
to survive oven in a crippled condition the
infinitude of assaults upon it, conviction has
come upon the most obstinately incredulous
that its fate here, at least, is sealed, end
could the conflict end at once, and the slave
owners of the State be told to restore, if
possible, the 'peculiar institution' to work
ing order, all would feel convinced that the
task would be one utterly impossible of
performance--that with its old associations
end character broken in upon and meatier
' ably destroyed, it could never be made
available, or at least, profitable, again. The
great thing then for all concerned—for all
who have the prosperity of the State at
heart—to do is to lose not a moment in
uniting in measures suited to the great
changes in progress and. imminent:*
The American urges that ancient feuds
should be buried, and that an waited front
should be presented by all who love Mary
land, end whose interests arc bour.d upon
her prosperity. It says: ,
" Let us note as an encouraging feet,
however, that in what is happening at
present in the State, the great deeps of
bitter prejudice seem to be broken up. Ne
cessity is a stern teacher, and we find
those at last, recognizing the changed as
pect of affarrs from whom but a brief period
since little was to be hoped or expected
In certain districts of the State where but
a few months up no more unwelcome topic
could be introduced than the question of
supplying the State with 'free labor: that
matter is now under deep consideration
and discussion; end the citizens there
counselling together may bring about for
tunate
results beyond all that the most sae- i
gain° might have ahticipeted

The Chesapeake Pirates
The oity of Halifax, says the N.Y. Times,
has struck a vigorous blow in vindication
of monarchial institutions. It baa proved
the infinite superiority of English authority
over the democratic Government of the
Stales, in the maintenance of law
and order. A gang of mutineers, who had
gone on board an American steamer as pas
sengers, rise upon the officers and crew,
kill some and overpower the rest, and take
possession of the vesseL The ship is re
captured in British waters and the offenders
handed over to British authorities, for such
disposition as justice may require. And a
mob in the streets or Halifax rescues them
from the officers of the law and sets them
at liberty. So far as we can see thus far,
the authorities were utterly powerless,
and did not even attempt to maintain them
selves against tlie mob. If an affair of this
sort bad taken place in the United States
we should have had no end of British d'a-
tribes against a hove rnment which at any
moment a mob eoulrl thus overthrow.
The motive of thin demonstration on the'
part of the Halifax mob, wu hostility
against the United States. These muti
neers were rebels and were trying in their
way to serve and aid the "Confedersoy."—
That was quite enough for the neutral Blue
Noses. No matter what crime these men
had committed, their being rebel. entitled
them to sympathy and protection. It in, of
course, impossible for any Government to
recognize them as prisoners of war, or an
entitled to any of the nririleges of beliger
cuts. They embarked on the Ouscpcake
within our linen, and without any recog
nized public character.. If they were serv
ing the Cenfederscy at all, they were serving
It as spies,—and if they had been taken
within our jurisdiction, they would have
been treated as epics. They were taken in
British waters, and. of course, they ware In
custody of the British authorities.
Practically we see nothing to regret in
their rescue and escape. We are not suffi
ciently interested in British Institutions to
taro one straw for the disgrace inflicted on
them by so tlagrsualandshameful a violation
of law and order. That Is a matter nhiali
those concerned may settle for themselves.
If these men had remained in custody, our
Government would havedemanded their cur
render, and then we should have had another
diplomaticcomplicat ion breeding more or less
ill-wilLand adding to the publichstred which
already menaces the public peace. If their
surrenderhad been refused, we should have
had fresh grounds of quarrel with England.
If it had been granted, we should have had
in our hands half a dozen more rebel ruffi
ans to embarrass etill more serionaly the
exchange of prisoners, end prolong the ter
ribleaufferings and privations which thou
sands of our bravo soldiers are now endur
ing in alto rebel States. It would be very
gratifying, doulatlees, to hang, these pirates
it would meet at once our eebse ofjustice
and feed our natural desire Sir public ven
geance. But fhe pleasure would be too
dearly purchased; cud for our own part, we
feel very well satisfied with their escape,
and quite inclined to hope that the exces
sive and miraculous vigilance which the
British authorities will deubtless put forth
for their recapture, will net euccoed. These I
scoundrels are evidently at home, and we
hope they will stay there.
Tim Sloth, Twenty-ninth and Thirty-fifth
Indiana rogiments bare re-enllsted for three
years, to a mien. may will have a short fur

Chattanooga. neon:its from all portions of
Indiana are pouring into Indianapolis. At
least one hundred arrite daily, and are sett
into the numerous camps. ,

Society in 'New Orleans.
A. letter from New °Timor., dated the f•th

of "society" In that city. We espy as fol. !
lows:
The reception given by Mr.. General Banks
last evening Was Le event here. Tier invita
tions were sent to the officers of the tray end
navy, to those of foreign war vessels, to the
Consuls, and the elite of the city. Among
those present were nr.tieed !Injer General
Herron, Brigadier Generals Andrews, Stour,
Bowen, Itmory, Shcply, Military Governor of
the State, Arnold, Renton, Lee and Dirge.
The City Judges. Commodcre Bell, many of
the old citizens of the oily and a largo num b er
of the heads of dope riments, military and
civil, were also there. Among the ladies were
Mrs. General Stone, Mr, Colonel Currie, Mrs . .
General Bowen, Mr. Bullitt, Mrv. Plumley,
Mrs. Waldron, Mrs. Davis, Mrs. Judge Mor
gan, Mrs. Colonel Dudley, Mrs. Colonel Hot.
abtrd, Mrs. Colonel Beckwith, Mrs. Major
Brigham, Mrs. Pry, Mrs. Tyler, and n nem
tn of young ladies, whose gayety and beauty
would euggest many pleasing iIt•OCIALIOee fur
those so fortunate ne to be . stationed in the
oily during the winter months.
Although it wee a very pleasant party, and
as It Le the commencement of a new era in the
society of the city, it promises well for the
future.
Now Orleans cannot be said to have had any
society whatever for the past two years; in
fs.t it would bo impossible to COl.OlVe of a
populous city with less society. d rido upon

The silver plate on tho gala was as bright
ever, and a few servants still showed them
melies about the premises. The grenade are
kept in fine etyle; but our Inquiries would not
elicit anything concerning the owner or the
family.
A large number of families in tho French
part of the city still remain. They are very
polite In their replies to any °facer whoring.,
and mks the priceof "furnished apartments,"
which a little pasteboard card hanging out
side announces are to be rented. The strait
to which these once nristosratio people nee
'reduced to get a few dollar., I am told by one
of them, would "surprise the people of the
North." Splendidly furnished apartments,
which need only a little Yankee "house-cleat
ing" to make them equal to any in the noun.

But the society of the city is gradually chang
ing—the “greenbacks . ' which the ,• kee
-1.1 bringing here bring good nature, pleasant
faces and better feeling". The people or
getting over their fright and are venturing
out again. The plague of the rebellion has
been here, and left its de: poring marks of
devastation, and again spreads it. wit:synod
moved away.
Workingmen are prosperous. They wore
never better paid 'ban now. Ware are very
high. There are no slaves, and every able
bodied servant carets twenty dollar. per
month. The ••Taukece" have coma in with
the "catrneney," and they want "help." They
hare taken the stores, put op their big red
and giltsigna of "Dry Goode." Yankee No
tions," Produce," kc., and gradually they era
making a new city.
