It is proposed that the °Mum of the sov.
eral Ward, hold pablic meetings, calling upon
the Councils of ths.eity to mitt and negotiate
a loan of a sum -of .money sußleient to pay a
city bounty of $2OO to eadivolunteer from the
city, in addition to the Government bounty of
$2OO, making a bounty of $5OB for each new
men, and $OOO forthose who.havri lean at least
ohs* months conies. This would require the
-sum of 71,800 to be subscribed by the city—
said sum to be assessed and collected equate.

It is thought - Unit a sufficient' number of the
young menet Cel. Dale's cavalry battalion
mieuEly volunteer, provided the city shall
give rimer encouragement to them. If they
should be mustered out and disbanded before
any city nation Is taken, It - Might be doubtful
whether ever this fine body of well drilled
men could be got together again. It remains
for" the eltivans therefore, all of whom are
• alike intereste d this great question, to take
Lithely action, so that some Inducement may
be given to the troop in question, ere they
are disbanded.
We wonid suggest that Ward meetings
might b e held on Saturday evening, to con
sider the question. If the the citizens should
so decide, a special meeting of the comnalle
might be called at onee, to take actioaupon
the matter,

'The Late Fire at filliCity.—A Thrilling
We learn from the Register that the tote fire
at Oil City, although of very little consequence
in itself, very nearly resulted in the entire
destruction of the town, together with millions
of dialers worth of oil. On Saturday . night, •
Int* covered barge loaded with bulk 011, and
lyingagnitred opposite the mouth of Oil creek,
caught die by some mane, and exploded
with a ..quack, sharp report. Ia the eddy,
along the wharf,below where the horning boat
lay were come two hundred boats, many of
which were loaded and ready to .tart for this
city oa the first rise. To nave these and by
doing se to .save the entire city fr om tends
vitae°, Nu a work which at once presented
itself to the citizens. Had the burning boat
Seated off, no earthly power maid have saved
the boats in the eddy, and the large warehouses
an the wharf, flied with oil and benzine,
weal& have fallen an easy prey to the flames.
The first boat was secured with 'chains, by
men in skiff', at peat rifle of their lives; but
scarcely bad it been Secured until a second
floated off, and total destruction seemed in
evitable. The boat headed direct for the op
posite shore. The licking flames had almost
reached the boat, onlbat side, wheh .• sad
den turn in the current brought it overagain,
and the blazing mass drifted to the Oil City '
side. A number of men in skiffs, having pro
dad themselves with peopling irons and
chain., towed the burning boat into the Mid
dle of the river, and wearied down strum with
it A more, exciting seen was seldom wit
liaised. But the danger had just coMmeneed.
The oil bards, in places, reached almost half
way lerollll the deer. The safety of this oil
.in the eddy, alma the wharves, and the' town
besides, depended capon the slender chain and
the nerves of those breve men, who risked
their lives in the area to save the balance
of their fellows from common rum sod de
etntetion. Fever, perhaps, was a more
ealuable stake risked .upon so slender
.chance. The chain might break or barn loose
from the boat, or the beat become so intense
that these gallant home, would be forced to
cat loose, in which case nothing could have
saved the. town. The thick clouds of bleat
=eke' frees the burning beat enveloped the
skiff' s in that they could not be seen for a great
portion of the time. In breathless silence
the crowd noon the shore watched the progress
of the burning wreck. Steadily the brave
rower, bent to their task ; and sternly, with
the dames bluing, crackling, and leaping to
height of fall fifty feet through the rolling
cloudier =eke, went the dread Sr. monster
down the stream. At last, though It seemed
an. age to the watchers, the burning boat
was towed to the head of the seemed island,
below Moran's, and was let go. This • was

The market has been exceedingly active for
the_pala week. ':Buyars,in anticipation of the
la.t.of tab ants per gallon on - crude, recom
mended to be. - imposed br Secretary Chase
and the Commissioner of Internal Revenue,
seem anxious to buy as much as they can gal;
brit the article is suave just - at present. We
learn that both the Noble and Maple Shade
wells are running on contracts, which will
take the foil amount of their production for
the next thirty days, perhaps more. The pro
duction of these two wells comprise over one
third of the whole amount daily produced
upon the Creek. The present rise Is viewed
h 7 producers as wholly owing to the proba
bility of the imposition of the excise duty,
and consequently of doubtful stability. But
the demand is so brisk, thei those hav
ing oil to sell, are asking an advania, and
fu most cases find no difficulty in getting it.
The river is in fine boating order with five feet
of water in the channel. Though the weather
cold, yet most of the oil here will be got off.
The whole amount to go forward we should es
timate at about 3b,000 0r40,000 barrels much
of which will be on refiner.' and speculators'
amount. Sales have been made during the
week upon the Creek at $4, but on Tuesday
producers were firmer in their views, and wore
asking an advance. We give, therefore, le
the ruling quotations. $.4®4,.5 per bbl. at the
wells, and 8.5@5,50 per bbL at this point, with
small sales at $B,BO on the wharf, packages
included. The market closes firm and buoy
ant, the advantage being rather with sellers,
en account to a great extant of the good
chance which the river presents to get oil for
ward: Unless the riser closes we look for a
still farther advance in prices. Freights to
Pittsburgh 75 cents to $l. Several steamers
are dos this (Wednesday) evening. There is
five feet water in the channel, end falling..
Gazette
Heavy Pagnages Awarded.
In the District Court, on Thursday, in the
case of Bender vs. The Citizens Pazsengor
Railway, the jury rendered a verdict for the
plaintiff of $1,316. The reader may recollect
that on the 23d day sf December, 1861, a boy,
a son of Mr. Bender, was severely injured by
being inn over by a street car, on the Prsson
ger Railway near the Cemetery. It appeared
In evidence that the regular driver of the car
had stopped off at the company's store in Law
renceville, and entrusted a boy to drive out to
the Cemetery and Lack. Bonder's Itoll was on
the car, and was ordered off by the bid in
charge of the car, and in obeying the order he
fell under the wheels. It was held that the
injuries sustained by the boy was the result of
negligence en the part of the oompany in not
having a regular and competent driver on the
oar at the Lime, and hence the verdict.
A Singtair Proceeding
OR Wednesday evening, about half-past
eight o'clock, s call was received at the May
or's aka, to anvil • party of disorderly
women at the house of John Stewart, on Sizth
street. Officers were sent op,and four women
I were arrested and conveyed to the office.
