Arundel runty were arrested in Annapo
lis yesterday, by the military authorities,

taken to the office of Col. Fish, where they
were paroled to report this morning. The.
charges against them are disloyalty and
refusing to take the oath of allegiance on
the late election day in the State, viz, 4th
of November. The following are their

A Member of the British Parliament
- on American Affhirs.
We find in the English papers a speech
of Mr. Villiers, M. P., on the foreign policy
of the British government, made on the 9th
instant, at Wolverhampton. We give & pas
sage from the conclusion of the speech:
"hion-intervention was the great house
hold principle of minding your own busi
ness applied to nations at large, where it
was as useful to be observed. ["Hear, - and
laugh.] Ile only wished that:forbearance
could be carried still farther, and that
nations would be somewhat more careful
in the language they employed toward each
ether. [Hear, hear.] It arose frequently
mom ignorance quite unwarrantable, and
censures were often unreasonable in those
who cast them. He thought hard measures
had been dealt out both to the federate and
the southerners in thin country. The most
bitter reproaches had been cast upon the
President for - desiring to retain the Union,
and against the Southerners for desiring
th retain what they called their property.
Yet he could not help remembering that for
the first ten years he was in Parliament, one
of the prominent questions of the day
was the repeal of the Union with Ireland.
[Hear.] Yet he never remembered one Eng
lish member who was net for it, or one that
would not have voted any means to main
'fain it, or any minister who would net have
been called a -traitor who had thought of
yielding it. [hear, hear] and he did not
know to what length they would not have
gone to retain the Union, had the eminent
man who niitated that question so persever
iugly notdied. [Hear.] Again,for someyears
before he wont into Parliament be remem
bered well the kind of language that used to
be held towards Lord Brougham and others
who Bought to emancipate the negrois that
belonged to Englishmen, and he doubted
if it was very different from that which the
southerners addressed to the abolitionists
now.[Hear, hear.] ' They, however, so
Englishmen, would - have beet indignant if
, other trations -hid interfered with their in
ternal disputei and not allowed them to set
tle those questions as it seemed to them' to .
do—and which, in fact, they did, to their
own entire satisfaction. [Hear, hear.] Why,
then, should the Americans not be allowed
to settle their affairs in the way they think
right, without being so severely condemned
by oilier people." [Cheers.]

A-Richmond journal a little while ago,
made the atiociona suggestion that our sol
diers, who are prisoners in rebel hands,
should not be fed with sufficient food, while
so 'many of the inhabitants of the South
were pinched with want. That these pris
oners suffer from insufficient and unwhole
seine food, is ton well authenticated to be
doubted, as well as that many have died in
consequence, murdered by rebel barbarity.

ment has the right to hold them to strict
