Ir was stated, a dhy or two ago, that
(lon. Hurlbut had greatly fluttered the Mem
phians by an order impressing all the able
bodied men in Memphis into the military ser
vice. He has issued a second order, by which
they are permitted to. join volunteer compa
nies, who will be supplied with arms for hoine
defence, and subject to the orders of the cora;
mending officer of the district. Failing to do
this within ten days, they will be pot into the
vitriol:Of regiments and batteries to fill vacan
cies. The Memphis papers say there is great
consternation there, and multitudes of would
be nen-combatants aro besieging the Provost
Marshal's office, to get passes to some North.
We infer that they are not granted, except to
the old and disabled.
Another Recantation.
The Quincy, 111., Herald, long the loading
Democratic journal of the State, and of late, a
vigorous defender of the peace policy, retracts
its errors and comes squarely out for the war.
In an editorial headed "Our Duty," it ac
knowledges that the news of the late elections
shoiis that the determination of the people is
to fight and fight to a conclusion. From such
a decision It says, "there span be no appeal,
and while a Democrat, we shall ever continue
to hold the mirror of the Constitution to the
gaze of our rulers, we for one, are not dispos
ed to close our ears to the decision, nor refuse
to recognise and submit to it in the spirit in
which it has bean made. The fiat having
thus gone forth. as one of the people and a
faithful and patriotic journalist, wo accept it
as our duty to snake editorial effort to give it
practical effect." It then urges in the warm
est terms a quick and general response to the
President's call for 300,000 men, assuring
volunteers that the entire body of their breth
ren, without distinction of party, will shout
"God speed" to their sword, and hailer to the
ictorioug arms.
ARMY CONTRACTORS predisposed to rapacity
anti seoundrelistn, would =hearse their phys
hal comfort and general interests, both in
this world anti the next, by lotting the exam
ple of John K. Stetter, late of their fraternity,
have a proper influence upon their conduct.
'detler, in violation of honesty and his sworn
agreement to furnish the army with 1011,000
pounds of pure Rio coffee, undertook to make
a fortune at the cost of poisoning the soldiers by
furnishing an adulterated and vile compound,
which would bear neither the test of human
stomachs, or the severer ordeal of a chemical
analysis. The Government, upon the discov
ery of the shameful knavery, caused Stotler
to he arrested, and, the case having been ...o
mitted to the summary arbitrament of a Court
Martial, resulted in the scotenw of the pris
oner to faro years' imprisonment at Albany,
New York.
pitIFERATt CONDITIOS OF AFFAIRS AT BlCH
in:D.—no Washington correspondent of the
New York ✓0... ml of Untneterre write, that
private lettere have recently been received
from Richmond, widch give a moot deplorable
account of public and private attain in that
city. Thousands of the old and wealthier !w
-ildcats are suffering for the common necesaa.
riot of life, and are heartily anions tu have
the war concluded, and quite willing to come
back under the uld flag. Many of them are
said to have become indifferent to the Linea
tion of slavery, and openly declare that the
institution is virtually broken up—hating
lost all hope and all heart. If this ho so, the
end of the war cannot be very far off, and the
rebel lenders must soon be cast aside like
chaff before the wind.
SOLAR ECU rsr.s.—There will be two eclipses
'next year. both solar. They will occur on
May sth and October 30th. The former will
be central and total In the North Pacific.
The whole eclipse will be risible as a large but
partial one, from San Francisco to Olympia,
15'ashingtoo territory, but nut in any part or the
United States oast of the Mississippi: The
eclipse of October 30th will be control and
annular in Brasil, and will be wholly Invisi
ble in the United States, except in the south
west of Texas, where a slight indentation on
the sun may bo seen soon after sunrise.
Sous excitement was astir on Saturday
along the Canada bonier, near Rou - se's Point,
(Lake Champlain), by a rumor that a force of
rebels was Fuming to Wt. Fort Montgomery;
destroy the draw bridge, and plunder Platte-
burg and Burlington. Immediate steps wore
taken to give the rebels a warm reception,
but they did not alma. We learn from a cor
respondent in Canada that there are eitimated
to be nearly 120,000 secessionists, natives of
the slave States, now 111 that province.
F INA NCIAL.—The temporary loan having
greatly decreased, Mr. Chase is enabled to
draw upon the fifty million, which he is
obliged to have in reserve to redeem it. Ho
is Lassin&this, but with extreme caution. Ha
has issued about Ave millforut, and has some
ten or fifteen millions now in the vaults. It
le not probable that more legal tenders will
be asked for. The national batik notes will
supply the wants of thonotratry.
Musernscrra promises 'to become a large
wool-growing state. Air. 0. B. Kidder, of
Claremont, Dodge county, reports his wool
crap this year as follows : From ono bendred
and fifteen sheep he glossed seven hundred
and three pounds of wished wool, being &Wall
an average of sis pounds and two ounces a
head. The sheep aro mostly merinoes.
Im
moose flocks of sheep have been introduced
into the Btato during the year..
Toe Buffalo (burier hits off the extrava
gance of the city government by saying that
"should- a determination to attack Buffald
ever again bo made manifest on the part of
the rebels, tbe'utost conclusive way to prevent
Invasion is to send word to the enemy, under
protection of an appropriate flag of truce, that
if they eapturelfuralo they Must pay Its taxee
and their own expenses beside."
Mao. Dow, widow of the famous Lorenzo,
