Times ;of Saturday says: We think there are signs that the armies of Hooker and of Rosecrans are not likely to remain long inactive: ''•, Precisely what all -these signs are, it may be as well not to publish. In both of gti armies on the Rappahannock -things leek unsettled and stormy. Hooker's late infantry movement to the other aide of the river, just below the rebel lines, and his cavalry movement to Culpepper Court House, in - the opposite di rection, show that he is olosely watching the enemy, either with designs upon him or to learn his designs. The movement of a heavy rebel force to Culpepper Court-house, consisting of de tachments of two !inns of their service and the whole of their cavalry arm,—and the reconnoissances of the rebels toward the Po tomac, indicate their projects if not their plans ; while the fact that all the able-bod ied citizens of Pennsylvania have been summoned to arms by Gen. Conch, shows the deep and pervading apprehension of invasion. Gen. Roseerans, in the West, has received some newspaper censure for remaining so long inactive, while Grant was waging - his heroic battles around Vicksburg. It is altogether unjust, as those who gave it would admit, if they comprehended Roseerante position and hie assigned duty. Ilia half-year's inactivity, however, is likely to be broken very soon, and that, Pao, by his own act. The month of June may yet prove as stirring a month for Rosecrans as May was for Grant. The Siege of Vieltsbitrg.-Complaints About DetaT. A correspondent of the St. Louis Democrat, writing from Grant's army, says: I have been astonished to hear persons complaining that Grant is doing nothing. They seem to imagine that Vicksburg is to come down like Jericho, at a'.flourish of trumpets. The truth is, the army could• hardly be more active; or on the qui vim. On the 224 of klanin order to silence that Cry, Grant hurled the whole column of the army upon those breastworks, and it broke as the surge breaks upon the rock. The famous mine of my fan cy and of rumor turned out to be simply a trench, covered with cross pieces and earth, lin plain view from the enemy, and simply answering as a protection against muskets and cannon of small calibre. It was not designed as a secret bed of gunpowder, but as a simple approach to the enemy's works. From Tennessee .. Gloomy Pros. peels of the nebellton..Nutinons termessemumin Brags Army, A dispatch of the 11th from Murfrees boro says: A lady who came within our lines states that well-known rebels in Chat tanooga and Shelbyville are selling off their goods and property to non-combatants at great. sacrifices, in anticipation of our speedy occupation of those places. Cheatham's di vision is three miles this aide of Shelbyvile, and Cheatham appears to be very uneasy. The rebel Tennessee regiments are utterly demoralised. Bragg ordered one to go south to reinforce Johnston, when the men and some of the officers mutinied. Bragg then ordered out a brigade to surround the mutinous regiment, and swore he would bang ten men a day until discipline was restored. Bragg also said, in the hearing of the whole brigade, - that he wished these Tennesseeans were all in hell. There is excitement over the affairs in the vicinity of Bragg's army. Precedence of Rank. At invitation of the Secretary of War, General Fremont has addretwed that official a well-written letter in reply to General Butler's demand to be considered the rank ing officer of the national army, which General Butler makes as a point of eti quette, resting his argument upon the as sumption that it was the President's inten tion to make him the senior general in con dile:talon of meritorious , service. The President did not carry out• any suoh in tention; and General Butler belonged to the volunteer army, to rank as major gen eral froiethe 16th of May, 1861, the date of his commission, Whereas Generals Mc- Clellan arid Fremont were appointed mejcrr, generals of the regular army, ranking from the 14th May. The Rebels on the 'Rappahannock. A.Washington correspondent, writing on Friday, says: On our extreme left the rebels hare man ifeeted increased force by doubling the picket lines. All day yesterday they were running trains from their dopot on the railroad near town, southward, and about strolls from the depot and out on the Port Royal road, they had a large force drawn up in line of battle, as though they ex pected us to attack them. Our troops across the river still assume the offensive, while the enemy directly in front show themselves in numbers, and yesterday uncovered twenty-six guns, which can be seen in theirworks with the aid of glasses.
