order that Briush vessels might be protect
ed from unjustifiable seizure. The port of
Matamoros was-crowded with vessels en
gaged in commerce, en. that it would not
appear that the proceedings of the United
States cruisers could have had any effect in
deterring those who were engagedin legiti
mate commerce from eirrying on their or
dinary business. lie had 'referred to the
law offieers of the Crown almost every case
in which there had been • complaint, and
they reported that there Was no rational
ground of objection.'
As to the decisioacof the prise courts of
the United States, they were bound to be
lieve that as the knowledge poeseieed by
these courts of international law was very
great, so their impartiality and their wish
to do justice must be for the present un
questioned. There could be no doubt that
many vessels built for speed were syste
matically engaged in bre.:king the block
ade, and he was afraid that the moment
one of them was seised her: owners at once
made their appearance at the Foreign Of
fice, and, with all the airs of injured inno
cence, demanded redresse. iteferring to
the case of the Alabama, the noble Earl de
nied that that vessel had been fitted out
with the cognisance of the British govern
ment, and said that there was no wish on
the part of this country to interfere un
fairly in the contest now going on.
The Earl of Darby oontiurred with the
remarks which cad fallen from Earl Em
ma, and thought we oughtn't either rashly
or hastily to impute to the American courts
that they deliberately, and contrary to law
and justice, set aside the. law of nations.
We ought, also, to make every allowance
for the natural provocation the Americana
must feel at acmes ■o large a portion of the
commerce of this and other countries Oar
ried on, notwithstanding the - blockade to
the Confederate ports.
After some remarke from Lord Crag
worth, the motion was withdrawn.
Governor Curtin.
The Philadelphia papers of Tuesday refer
with special prominence to the faot that
Governor Curtin will not, under any con
sideration, allow his name to be used in
contesting the nomination as a Gubernato
rial candidate. This announcement con
veys nothing more than what we have
heretofore emphatically:alined, on the au
thority of the, last message of Governor
Curtin to the fast Legislature.. That mete
alp was • solemn and voluntary with
drawal from a contest at a time when the
current was largely in his favor; and in
order to be true to hiMself aa a gentleman
of veracity and honor, we know that GOV
trno; Curtin would yield to no persuasion
or interest which might attempt to seduce
him from his plighted faith inthis connec
tion. An corroboration of what the Phila
delphia press on Tuesday announced, we
can now state that we have the highest
authority for assuring not only the per
sonal friends of Governor Curtin, but also
those who are candidates for nomination
Ufa% the ensuing Pittsburgh Convention,
that he will positively not be a candidate.

earnest solicitation of personal friends,
and bithe same authority which assured
as that he would, not contest a renomina
tion, we were authorised to state that Gov
ernor Curtin would so declare himself at
the northwest, and thhs peremptorily and
positively put at rest all agitation or con
jecture on the Subject.
With the conecnocumees of having faith
fully discharged his duty; with the appro
val of home of friends; with the confidence
of his party; with the respeotof the national
Admit:au:ado°, and with a high official
position at his disposal, when he leaves the
Executive chair,of, Pennsylvania, it is not
likely that. Governor Curtin will again
throw himself into the breach to contend
for a *Won which has already wasted
ldshealth to a degree which almost endan
gers his Ufa Bence his final and positive
determination in no sense to allow the use
of his name as • candidate. And . vs re
peat, too,. that we trust:cur, seat official
authority for this announcing, what is a
Azad determinatio; will put to rest all fu
ture speculation or conjecture-with regard
to Governor Curtin and a renomination.—
