It accomplishes it more uniformly

Is IT EIGHT?
Many 'people - who read;tlr) cirenlars
Of our normal schools, are surprised
. to
learn that a bonus of fifty dollars is pre
sented to each graduate who has been in
attendance at least twelye consecutive
weeks, and who shall sign an agreement
to teach at least two terms In this • Com
monwealth. ' -
It is natural \ that they should inquire
why this discrimination is made in faVor
of schools richly\entlowed in' other Ways,
and receiving the fostering care of the
State by various large subsidies' not ac
corded to the school system at large. Of
the appropriations to the normal schools.
as such,' we will not stop at this time to
remark ; but concerning the distribution
1 of the States money iu a lavish manner
among students of certain schools, and i
practically starving the school system at
large, we shall speak plainly what seems
to us tO be just and true :
Tilere are many schools id this county
which, onaided except in the most parsi
monious manner by the Commonwealth,
are educating young men and \rotten for
the profession of teaching. -
These teachers are going forth annually
into our common schools, and with a no
tile enthusiasm are serving the State three
months for an amount of cash which is
thought to be an appropriate present to a
graduateTrom a normal school. Ask the
'Superintendent of Bradford County, who
amom -, the teachers of common schools
are de se rving of the highest .praise, and
he wilt tell you-the:l those from the grad
ed schools of the county are, as a rule,
the Most deserving and faithful. There
are many others who. from year to year
toil on ) presenting themselies annually
to the Superintendent a• license to
teach when they.sft the State's favorites
allowed to go free from such ordeals, and
able to bid defiance to the authority of
the County Superintendent, because for
sooth the seal: the State Departtaent
ratherlhan merit,„" is their shield atidipro
tection. Indeed it ' has beconie a proverb
among the shiftless ones who through ex
amination Of the Superintendent, that
they will go to the normal and graduate,
and then they need not be held to an ac
count for their progress as, teachers.
Yet for such persons asp these our law
makers in their wisdom,- have set aside
fifty dollars each to aid them aateachers.
Do they want os to understand that only
twelve schools in this State are capable of
educating teachers, ands that the students
of those schools alone are . Intitled to aid
in their profession? To such a claim' the
best answer is, that the facts do not-jus
tifyit.
We offer no criticism r upou normal grad
uates., but we believe it to be the l:tasest
of libels upon our faithful teachers to
rank them as inferior, simply because
they arc not educated in a gic'en locality.
Theory of teaching eau be taught as well
'in our graded schools as iu the normal
schools, and the' nactice of teaching can
be taught better for the plain reason that
the school exercises are all conducted ac
cording to approved methods for pupils
of school age. Wc call upon our Repre
sentatives in the Legislature to use their
efforts for the suppression of such unjust
laws. It is a shame that they have been
so Jong on our statute books.
Under exist; circumstances, when the
State gives buthe shadow of existence
to its emunion citiools, it is the duty, of
SchoolS Directors and Superintendent, of
teachers and • patrons, to remonstrate
against the distribution of funds as pres
ents' to individuals.
If the State will lend a helping hand to
all its teachers we shall be glad. But we
can see no justice, reason or sense, in giv
ing a bonus ti) .pupils of ono locality in
preference to those of any other. We ask
our Legislators then, if it is right that
such a law should be continued? If pu
pils are to receive a premium in ono
school why not in all, if an equal degree
'of proficiency has been allowed ?
TuoScinoots.—The winter term of Rio
schools is now fairly begun, and perhaps
in many districts one-half of the term has
passed. The young teacher now feels the
force of his • responsibility,' and can in
some degree estimate his fitness for the
business. Many discouragements will
arise and must be met and orertxune. No
one should be dismayed
. at failures in
whole or in part, but should make each
untoward circumstance an element of fu
ture strength and progress. Teachers of
experience find daily that there is much
to be learned, and are frequently compell
ed to admit that the task before them is
more than equal to their drill.
The pupil who is bright and industrious
and the one NTIIO is stupid and inattentive,
both demand hist attention, and- present
diTerent phases of humanity. There is
one
.principle by l which one maybe gov
eyrie(' and rest assured of ultimate suc
cess. A 'close attention, to business, and
a determination to - succeed, will give good
and lasting results, and day by day a new
fund of experience will serve to lighten
the 1 unions of the hour. The business is
a noble 'one if well followed, and even
though your work may not always be re
warded and' appreciated, yet the future
must be the better. for the faithful Work
you do. ,
ScrEnniT ES DEN T' s VISITS.--The eimn
ty Superiutendent has been making visits
in the western part of the &unity, and
leaves with all whom he meets a very fa
vorable opinion of himself as a school offi
cer. It will be-well if teachers second his
efforts for thee - benefit of the schools - by ev
ery means in their power, and there will
be an improvement manifested which will
be a matter for mutual congratulation.
The enemies of flee schools are numer
ous, and the starvation process is much
in favor in many townships cf this coun
ty, but by earnest work teachers can do
much to counteract this unworthy senti
ment. With Prof. Ryan as leader, we
'should put in three years of good work.

ation the following resolutions for discus
sion at the Canton session of the Teach
ers' Association, to be held Feb. 14th and
15th :
.Reaolved, That, hi ungraded schools,
the male and female pupils should' hare
recess at different times.
Resolved,. That teachers who persistent
ly neglect to teach map drawing, the prin
ciples of reading and penmanship, sounds
of letters and diacritical marks, mental
arithmetio and analysis in written arith
metic, and to bare the greatest possible
use of the black-board, are not worthy of
certificates, and should not be employed
by directors.
Taolced, That the practice of requir
ing teachers to "hoard around" has not ,
the argument of economy in its favor,..and
that, in winter at least, it should be dis-
continued in Bradford Co.; as / it has al
ready been done in many counties of our
State, and in some townships of our
county.
Resolred, That the advanced scholars
in our winter schools should be taught the
principles' of mensuration.
• Resolced, That the studies in our
mon schools do not meet the requirements
of the times.
_Re - Jolted, That diagraming is not essen
