There were ten young ladies in the grad
uating ela s, four of them from this coun
ty. Miss °vimTo . x and Miss Monnow, of
this o.lce. Miss COOK, of 3ferryall; and
3liss FRISME,. of Orwell: These young
'hulks all stood high, and were assigned
honoral;le positions on the commencement
programme. •
A. g I - ea o iscassion s going on in
regard to the ptiblication of the accounts
of boroughS and „townships. We have
heretofore published the several laws in re - .
lation to this question, and therefore
deem it unnecessary to do so again. ' The
law plainly requires the Auditors of. the
several boroughs and townships toputilish
a statement of their accounts respectively
at the close-of each tiscal.year, which pre
vious to int was in June. Noe - so stated
in Previous years but there were persons,
and lawyers too, who had not given the
subject a minute's attention, who.argued
that the law did not require any publica
tion other than a written statement post
ed -, up in the borough or township. - A
case was tried in Northumberland Coun
ty, involving a neglect-of Auditors to pub.
lish in the papers, and after a thorough
examination, the Court decided against
the Auditors and lined them $2O each. In
Allegheny County, a like case was tried,
and with a like result. It was all along
clear to us that publication in'. the papers
was necessary. ,The reason why people
thought a publication by Written or print
ed statement put up in the borough or
township was a sufficient compliance with
the law, was because the act of 1811 so
stated it, but the proviso tei the act says
as follows : .
Nothing in this act shall be 'construed /
to interfere with the present law, which
requires annual statements of the receipts
and expenditures of the Borough "ciuri:.
