QUINLAN, Editor, present week. ' 0 account" of want of spice a large amount-of matter for this department is crowded out this week. otlli RURAL SCHOOL& That considerable progress has been Made during the last two decades in our public•schools, located in cities and large towns; is genitally conceded. 'lithe ques tion were allied whether a corresponding advance had been made, in our rural rypools ini the salaries paid the teachers • • and in ; the efficiency of the schools, few would_ answer in the affirmative. The reasons are apparent. Pro • minent among themlis the fact that the rate of taxation which in the country would give an inad equate amount for the support,of a good scliool, in the town swells up tothe therm ands. Nor in a large number of cases d 6 our farmers :feel like sparing a.sufficient F• ' lM -to procure Ithe best teacbirs, or to build the finest buildings.. To. no class of tax - -payers does money come harder or more, slowly. • Men who handle large amounts of money attach less value to NN hat they do have. and are mare liberal in expending it, than those who work hard for what • they have and through whose_ bands a ismaller amount passes, even though the actual gain be the same. In vonsequence of the above and other reitions, 'finer buildings have been erected ,more exerienced-and better qiialifi cd -teachers' have been employed in towns and cities. And - we must expect to see ' them continue, to go where they Can ob tain a larger" remuneration. The ques tion then arises what are we to do for our _ s•phools in tho country? Must our chit u:ed who have clear minds—thanks to lure air and vigorous exercise—have in f,:dor advantages? Teachers who can coin:: Druid large wages will be quite sure to ,go where they can obtain them, and the rural schools-will largely. be left to the in experienced and those who, having expe iience, have not profited by it. That the • work of a tyro Will be inferior to the work of a skilled workman, who has gone through his apprenticeship ; needs no com ment. The only ques'tion' remaining is, liow are We to make the best use of the teachers which we have in our country schools and must :of necessity expect to have when our di4ectors open their hearts and pay their feinale teachers. the mik-- nanimous sum . of ten dollars a month, with the .privilegv of boarding. around. Of course it is_ expected that directors :tying such liberal salaries will use harsh language and find fault if the teacher is ot Zvell. qualified and doeS not evince ability in the 'conduct of her school. 7 Of i'ourse, with this remunerative salary to look forward' to - and employMent from one-garter to one-half the year, it will pay her'to qualify ,herself. Why should not , the "schoolmarm,"-Ter •it is she who is' electedto'fill vacancies when these large •salaries . are offered, lay aside a handsome • sum every month, to attend a school of a 'higher grade during a part of the year? upt. Keeney says their, grade should be taised every year on their .certificates if they are live teachers, But enough of this side, of the picture. Thanks to the J•owers . that be, the . summer term does not include the entire school year, nor - do all our toWnships offer their ladyteath ers ten dollars a, monthand require them to board around. Let us return to the question of how can snake_ our schools More available with teachers of the expe . I)enee and : attainments we now have. The more inexperienced the workman the More need of earefUl and frequent super- - iFion. Parents afford the best material heaven has furnishedforteachers to work 4ipou. They havirg_.great interests at should, by personal visits and. knowledge, know what kind of work dune. Their presence gil ,be ,'s•timulus, healthful and advantageous to ICoth teacher and student. Especially • should directors know whom they are ;employing. This is one of the most thankleSs'and yet important offices in the tuft Oflthe people. Sufficient remutlera tiou.should lie 'given these officers to in demnify them against loss of time in vis iting schools and attending to other busi neeessary.to the well being of our We must hare a more 'careful su- pervision over rural schools. In Europe the clfiicers superintending schools are much more plentiful than in this country. - a county as large as Bradford, at•best tile superintendent will seldom visit the Moro help, then, is needed- in important field of school work. Each toad skip should select its best qualified to ilsct all the sehotils at least twice every session. The to the town'would be small, the benefit derived would be large. .Nor will better schools be' the only good result accruing from a strict supervision of our schools. The di rectors will become' acquainted with the teachers. Merit can then be rewarded, or at least ought to be. ,Poorleacrers, as well as good. will soon be known.to the directors. 'Wo might hope that teachers Would be selected according to knoWn ability, not accOrcliMg to priority . of applicatiOn. . • 1 . Another desired consummation is that broad difference should be made in the Pay of gobd teachers and poor ones. Be t Ween a successful experience and a teach pr. as yet untried. The peculiar cormitou school law of Pennsylvania in respect to employing teachers and deterinining their is , . , rnpensation has a direct and almost po tential influence in drowning merit and in placing good, poor and indifferent upon the same level so long as, they tvieh in rural schools. , In states where, each dig , , independent, ample opportunity Ilia is is :.:forded ,not only to recognize superior ircrit iu a good teacher, by paying him adequate salary, ; but also td encourage enterprise and a desire for better educe tional advantages • among the citizens theMselves. ;Until ability and a better grade lof prePamtion is recognized by mire 'adequate salaries, we cannot expect to nee young men anxious to spend their hard earned dollars inthorough prepa ration to teach, nor can we expect to see . t'Jeni remaining long in the business. • AT the Educational- Association, held n4lunond, by the negroe6 of the . State, r, ,, olution 'Were adopted-- inviting the whites to co-operate with the colored peo ple:in se ltring good schtiols and' prevent- . im; truancy, and collecting ed ucational: statistics.
