American House, has been suffering from ill
health for some time past:
,LOCAL LEGISLITION.—The follow
ing bills were passed by the last Legislature,
and signed by the liosenaor:
An Act to divide the borough of Towanda,
Bradford counts, into three wards, et cetera.
ISEcrioN 1.. Z'e it oKicted, etc., That the bor
ough of Towanda in'the county of Bradford, is
hereby divided into three wards, as follows, riz:.
all that part of said - borough lying south of a
line beginning at. the river bridge and thence
westerly along the centre Of Spruce street to
the land lately owned by the estate of David
Cash, and thence by the south line of said land
to the west line of said borough, shall be the
First „Ward ; and all that part of said borough
lying north of said line, and south of a line be
ginning at the river and running westerly along
the centre of Canal street and Old Plank Road
street to the west line of Third street, - and
thence sonth,eighty degrees west to the. west
line of said borough, shall be the Second Ward;
and all that part of said borciugh lying north of
said line, shall be the Third Ward, and the said
wards shall be separate election districts; and
the court of quarter sessions for said county
shall on petition of at least twenty of the elec
tors of said borough, fix the places in said bor
ough from tithe to time, at which their several
elections shall be held'. Each of said wards
shall be entitled annually to elect one member
of the town council tl serve for three years,
and so many and for such time as may ho ne
cessary to fill any vacancy from death, resigna
tion or otherwise; and the said council, as in
creased by this act, shall organize and elect its
officers in the same manner and have the same
powers and duties as set forth in the act of
eighth April, one thousand eight 'hundred and
fifty-one, entitled an act-relating to the bor
ough of Towanda,' a majority to constitute a
quorum to do business, but no ordinance shall
bo passed or revealed without a majority of the
whole council; and the said council aro hereby
authorized to regulate and prohibit exhibition
of plays, shows, mountebanks, street hawkers,
jugglers, and other exhibitions within the bor
ough. Provided, "That the borough of Towan
da shall bo and remain one school district, and
one district for the assessment and collecdons
of taxes, and shall only be entitled to the num
ber ofinstices, constables, and other officers to
whichlt would have been entitled if this act
had not been passed, except the judges and in
spectors of elections .and the increase in the
number of its town council.

SEC. 2. The judge and inspectors of elections
last chosen by the people. shall hold the eke
hone for the Second 1)-aid, and the court of
quarter sessions shall appoint the judges and
inspectors of eleetimis for the First and Third
Wards, to hold until after the next January
election; the judges of the election of the seve
ral wards, shall meet at the prothonotary's of
fice in said borough, on the day after each bor
ough election, and count the rotes east for bor
ough officers, and make out returns of the
same, and make out certificates for the dffer
ent persons elected to the different borough
offices; the judges to have one dollar each for
said service to be paid by the borough treasur
er. •
Sec. ii. Separate register lists for the several
wards shall be made and posted up by the pro
per officers, according to law, for tho inspec
tion of the public.

Means, A.-6. Mason, John Beidleman, E. T.
Elliott. C. S. Russell and M. C. !lemur, of Brad
ford county, be, and they are hereby appointed,
commissioners, to open books, receive subscrip
tions and organize a company under the name,
style and fide of the Towanda and Wysox Free
Bridge CompanY, fur the , purpose of erecting a
'bridge across the Susquehanna river from any
point in the borough of Towanda to the town
ship of Wysox in the county of Bradford.
Sze. 2. That the capital stock of said compa
ny shall be fifteen thousand dollars, to be di
vided tutu shares of ten dollars each, with pow
er to increase the same, if necessary, to an
amount sufficient to build said bridge.
SF:C. 3. That whenever five thottsant dollars
of the capital stock shall have been subscribed,
the con misisioners named in this act, or any
four of them, may hold an election for the di
rectors of said company, of which election" , ten
days' previous notice shall be given by baud
bills or otherwise; the board shall consist of
seven directors who shall elect from their num
beri-ITiresident, treasurer and secretary.
bac. 4. That the directors so chosen shall
hive authority to select the location of said
bridge within the limits hereinbefore mention
ed, and the bridge erected under this act shall
forever be a free bridge.
Sac. 5. That this company shall be under
the provisions and subject to alt -the restric
tions of the act regulating- bridge companies,
approved the twelfth day of April, A. D., ono
thousand eight hundred and fifty-dye, and its
supplements so far as the same are not incon
sistent 'With this act.
