ing extract, hoWever, from the Har-
Tisburg Stead Journal, has—inch a

"During the last session' of the
Legislature, the Republicans in the
lower branch, headed by John S.
Mann, of POtter, and David N. White,
of Allegheny, passed what was known
as the "Local Option bill." This bill
was opposed by every Democrat in
the House, And was smothered in the
recesses of a committee of the Sen
ate, the majority of the committee
being Democrats. This action was
in accordance with a plan of action
previously agreed upon in a refiner's
of the Democratic members of both
branches of the Legislature. Had
that' bill received the. concurrence of
the DeMocratiu - Senate, the people of
Pennsylvania would have ba.ltlie op
portunity this fall of deciding weth
er the traffic in intoxicating drinks

fine speech at Saratoga on Wednes
_day evening of last week, on the com
parative administrations of the Re
publican and Democratic . parties.
Referring to the recent action of the
Vallandigham wing of the latter par
ty, he said:
" What is the - ' new departure '?
Why, certain constitutional amend
ments having been regularly adopted
and ratified the Democracy refused
io obey them in several insances.
Every Democratic - inemberf Con
gress voted against resolutions ,in
the House declaring these ahlettd
ments to be of. binding force. put
the late Mr. Vallandigham, discover
ing that this was incipient rebellion,
called Halt!' and the party in the
North generally obeyed, resolving
upoia - the whole that they would
agree to submit to the Constitution
of the United States; . and-.this
abiding, spirit being so unusual- with
that party and the sensation of 645 n-•
stitutionahobedience is so novel,they
with one consent called it a 'new
departure.' But we must be pa.rden

When every man in the United States
enjoys full rights under, the Consti-;
tution by the co-operation of the
