is. made it-should be borne in mind,

by a committee of - gentlemens who
are too well -and favorably known
over all the7countri to be impeached
as ignorant or interested. -They are
men of ability, as has been proven
by honorable lives, andof an intelli-
gene that does -not need,' to be de
fended. After a cdrefa personal ex
amination of, the territory, and after
'interviews with leading public men,
they report that BA= is the real
President of the Republic, and that
he has administered the government
as well -as any of his predecessors;
that the party opposing him have - no
title comparable with his, and that
hispoNver is paramount -Within the
limits- of the 'country. ' The popula
tion are chiefly mulattoes and do not
exceed -150,000: They.. are familiar
with the queition of annexation, and
favorable to it, except there interest

grown cheaply and illimitably; but
owing to the disorganized stato, i of
the government, and finances and in
dustry, there is no organized a,gricul

hardly less valuable to Hayti than to

once a predatory war that has long
raged to-mutual injury, without com
pensation and without . promise of

negotiated was rejected in a manner
that demanded the reopening of its

commission constituted under Con
gressional warrant, and composed of
gentlemen above assault. With this
general Statement the President sub
mits the whole matter, disavowing
personal interest, or any personal_ ,
policy to be - maintained against the
