The decease of Mr. W. leaves the PennsTivaida''Senate a tie, and his successor, An no4e chosen until a warrant for a now elt i jon, is issu ed by the Speaker of the Senate, after the assembling of the Legislature in Jantrary,;: The district is a close one and the election will be sharply con tested by both parties. The Phila delphia Day in speaking of the re sult, says: " This election bids fair to be one of the most exciting ever known for a single member of Congress: If the Repuklicans fail to elect a successor to Mr. Watt they -will have to corn -promise with the bemocratvii the legislative apportionment of the State, and on various other matters of future political importance, and it is not to be supposed that advan tages so desirable as those depend ent on this election wilt be surren dered without a fierce struggle. The impression prevails that the pew Congressional districts will be made this winter; but there is a. strong probability that they will not be, as Congress may not make the appor tionment in time, and as it is not necessary to re-district the State be fore the session of 1872. " The average Republican majori ty at the late election in the wards comprising this Senatorial district watt (350; yet certain leading Repub licans are fearfhl df failure,.and it is hinted that'Gen. 'White, the Speaker of the Senate, will not order an elec tion and run the risk of placing his party in the minority in that branch of the -- Legislature. On the other hand it is telegraphed from Harris burg that . the Speaker "will issue,.a writ for a special election, to ocenr. within thirty days." The right of the Speaker to issue an election writ, when the Legislature is not in ses sion, is questioned. We have never known a case in which a speaker has issued such a writ between sessions. How can he, or the Senate, officially receive information of the death of a memhr unless in sessiop ?" . Webb, of Bradford, as peculiarly the man for the position. it says: ' The approaching session will tuuke his fifth term Of service in the Legislature, and cora"- ouently he has alb the experience which consti tutes a pre-requisite for the proper discharge of the duties of the place. Ho is, moreover, an honest, upright and conscientious man, whose record as a legislator stands far above even the shadow of suspicion.' " Hr. The great minds of the nation took part in it, : Literature encouraged and fostered it. The national intelligence 'and patriotism adopted it. It represents the ..statesmanship of the master minds of the country, and the ,wis dom of the aggregated body politic. It is the chosen means-by which the , 'Republic manifests its opinions, US ideas, anti itepower, and through which it works out its progress. " It is proposed to get up this new party on a uew plan. Instead of the people speaking, complaining of ills and demanding change, they espress their satisfaction with the means of government and progress in' being, and have a tendency to laugh at the 'angry boys,' • who, with tears in, their eyes ; tell them they are going to de struction. And so these youthful adventurers get together, and form a national political party on the milita- ry plan of the Mackerel Brigade, everybody being a Brigadier and no body a soldier. We suppose - they will now undertake, to enlarge the plan, and drum up recruits,': Where fore, let us see whether Like-- self constituted offiCers are such men as would be likely to lend n great' na tion to the adoption of wide and wise statesmanship. - • " There is, as one of the leaders, General' Boynton, of Washington city. He is a news-monger, one of the kind who depend upon their im aginations for their 'facts, and their malevolence for their calumnies. The people know nothing of him and care less. - • "There is Colonel' Grosvenor, of the St. Louis Democrat. He was dis missed from the army for miscellan eous tippling, or something worse, 'and was afterward allowed to resign; and is a reformer' of the reddest color, who holds such steady men as Grant, and Trumbull, and their polit ical coadjutors in express 'contempt. "Among those who assisted in putting the new party on its lege was also M M. Horace White, of the Chica go Tribune, whose most notable achievement is the unparalleled suc cess with 'which he has brought down a once great journal, advocating great ideas, to a news and advertis ing sheet, and the mere vehicle of personal spleen and spite. "These are the master minds' of the new party. The fact is, they are the new party, which yet, as we have said, consists only of leaders' and no followers. They have succeeded in bringing nothing but reproach upon the public journalism of this land, and if they have succeeded in any thing else the fact is unknown. In the history, of American politics there is nothing more absurd than the im pudence of these Bohemians and bummers, who, by fortunate specula tions in the time of their: country's peril have secured positions on pub lic journals, whereby their brains hero been addled and turned.. When there is necessity for a new party in this country' it will appear. The.peo ple will form themselves into line, and will choose their leaders in their own way.. Those leaders, depend upon it, will be men of character, of talents, and of wisdom., Mere adven turers never did, and never will, form a political phrty.
