AN ACT IN REFERENCE TO A
POOR HOUSE
As ACT to 'provide for the erection of a hone for
the support of the poor for the cot my of DrAdford;
SECTION 1. Be st enacted by the Smite and House
of Represen:ativa of the Com monwealth of Pennsylva
nia in General Assembly m 4, and it is hereby enacted
by the authority of the same, That-! be and
are hereby appointed eommiseieners, whose duty iR
shall be, or a majority of them, on or before the Putt
day of December, AllllO Domini one thousand, eight
hundred and sixty-one, to determine upon and pur
chase such real estate as they shall deem necessary
for the accommodation of the poor of pradinnt
county: and it 41111 be lawini for mid comMission
era, or a majority of them, to take conveyances Mere-
for. in the name and for the ono of the corporation
mentioned in the third aocton of this act; and they
shall certify their proceedings therein, under their
hands and seals, to the clerk of the court of quarter
sessions of Bradford county, to be flied in his office;
and at the next general election the qualified elect.
ors shall elect three reputable citizens of the said
county to be directors of the poor and of the house
of employment for the county of Bradford for the
ensuing year; and the Judges of the election of said
county shall, immediately on receiving the returns
from the several' election districts, and casting up
the number of cotes therein, or within three days
thereafter, certify, under their hands and scale, the
names of the persons so elected directors, to the
clerk of the court of quarter sessions of the said
county, who shall Die the said certificate in
his office,. and forthwith give notice in writing to the
said dirociters of their being elected, and the said di
rectors shall meet at the cont.; house in the said
county on the first Monday of November next ensu
ing their election, and divide themselves by Int into
three classes, the place of the first to be raeated it
the expiration of the first year, of the seetlad at the
expiration of the second year, and the third at the
expiration of the third year, so that those who shall
be chosen after the first election, and in the mode
above described. may serve for three years, and, one
third may be chosen annually.
Snerrox 2. That every director elected in the
manner aforesaid. or appointed as hereinafter direct
ed, shall, within ten days after he Is notified of said
election or appointment, and before be enters cut the
duties of said office, take an oath or affirmation bo
fore any justice of the peace of said county, who is
hereby authorized to administer the same, that be
Dill diacharee the duties of director of the poor for
said county truly, faithfully and impartially, to the
best of his knowledge and ability; and in case of neg
lect or retina to take the said oath or affirmation
within the time aforesaid, and perform the duties
aforesaid, be shall forfeit and pay the sum of ten
dollars for the use of the poor of said county; Whieh
fine sh4l be recovered by the directors, for the time
being, debts of the same amount are or shall be
by law recoverable; and the directors qualified es
aforesaid arc hereby authorized to administer oaths
or affirmations in any case where it shall be necessa
ry in relation to the duties of their said office.
Sccrros 3. That the as directors and their suc
cessors shall forever hereafter, in the name and in
fact, be one body politic and corporate in law, to all
intents and purposes whatsoever, relative to thopoor
of the county of Bradford, and shall have perpetual
secession, and may sue and bo sued, plead and be
impleaded, by the name, style and title of the direct
ors of the poor and of the bottle of employment for
the county of Bradford, and by that name shall and
may receive; take and hold any lands, tenements and
heroditamcnts, not exceeding the yearly value of ten
thousand dollars, and any goods and chattels what
soever of the gift. alienation or bequest of any per
son whatsoever; to purchase, take and hold any lands
and tenements within their county, in fee simple or
otherwise. and erect thereon suitable Loadings for
the reception, nec and accommodation of the poor
of said county; to provide all things necessary for
the reception, lodging, maintenance and employ
ment of mid poor; to appoint a treasurer annually.
who shall give bond, with sufficient surety, for the
faithful discharge of the duties.of his office, and at
the expiration thereof that he will well and truly pay,
and deliver over to his sniicessfor in offer, all moneys
bonds, notes, Isioka, accounts and other papers, to
the said corporation belonging. 'which-shall then he
remaining in his lands, custody and posseasion;
and the said directors shall employ, and at pleasure
remove. a steward or stewards, and reqniro of hire
.or them an oath or affirmation, and Eschs....nrity for
the faithtnl performance of his or their duties, as the
board of directors shell deem expedient, and to ap
point a matron or matrons, physician or physicians,
surgeon or surgeons, and all other 'attendants that
may be necessary for the said poor respectively, and
at pleasure remove; and to bind out. as apprentices,
so that such apprenticeship may expire, if males, of
or before the age of twenty-one years, and if females
at or before the ago of eighteen years: Pi/wide/0
That no child shall be bound out for a longer Moe
than until he arrives at the ago of eighteen years, un
less he be bonnil on: to a trade other than a fanner;

they are bounddie required to give the child at least

That no child shall be hound without the limits of
the State, or at a greater 'distance than fifty miles
front the 'linear house; and the said directors shall
exercise and enjoy all such other powers now vested

or supplied; and the said directors are hereby em

lating to the said corporation, and the sonic at their

Sue - riots 4. That the said directors shall, on or
before the first day of December, one thousand eight
hundred and sixty-one, furnish to the county com
missioners an-estimate of the probable expense of
purchasing the lands, erecting the buildings and
furnishing the sanie,and maintaining the poor for one
year; whereupon they shall and they are hereby an
thortzed to increase the county tax by one-fourth of
the slim necessary for the purpose aforesaid, and
shall ire:cure_ on loan or credit of the taxes herein
directed to be levied, the remainining three-fourths
thereof, to be paid t i n instalments, with interest, out
of the county taxes. ifivrided elicor. That if such
loan cannot be made, the whole. amourit of the sum
necessary fur the purpose aforesaid, or such part
thereof as may tea deemed roper, shall Immediately
be added to the county taxto be paid by the comity
treasurer to the directora aforesaid, on orders drawn
in their fator by the county: commissioners, as the
same may be found neceassary.
Seems 5. That it shall be tha duty of the said
directors, on or before the first day of November in
each and every year, to furnish the commissioners
of said county with an estimate of the probable ex
pense of the poor and poor house, for one year; and
it shall be the duty of said commissioners to assess
and canoe to be collected the amount of said esti
mate, which shall be pad to said directors by the
county treasurer, on warrants drawn In their favor
by the county commissioners, as the sane may be
found necessary; and the said directors shall at least
once in every year render an account of all the mon
eys by them received and expended, to the auditors
appointed tee audit and settis the county accounts,
subject tee the same penalties, rules and regulations
as are by Law directed respecting the accounts of the
county commissioners: and shall at least once In
every year lay before the court of quarter sessions
and grand jury of said county, a list of the utunber,
ages and sexes of the persons;maintained and em
ployed in the said house of ennaloyreent, or by them
bound out to. or apprenticed` as aforcialtd, with
names of their masters or unatirsies, and their
trade, occupation or calling, and shall at all times,
when thereunto required. submit to the Inspection
and free examinatiofi of inch visitors us shall from
time to time be appointed by the court of quarter
sessions of the said county, all their hooka and so.

Snorter; 0. That as soon as the said buildings
shall be erected and all necessary reconingslations
provided therein, notices shall be sent signed by any
two of the said directors, to the overseers of the
poor bf the several townships and boroughs of said
county of bradford, requiring them torthwith to
bring the poor of their respective townships and
boroughs to the raid house of employment; which
order the said overseers are hereby enjoined and re
quired to oomph - with, or otherwise to forfeit the
costs of all future maintenance, except in eases
where sickness or any other sufficient cause any
poor person cannot be minuted, in which care the
said overseem shall reprvsent the KIM` to the near
est justice of the peace. who bring satisfied of the
truth thereof, shall certify the same to the said ell
rectora. and the vane time issue an order tinder his
hand and seal, to the said overseers , directing theni
to maintain snail poor until such floe as he or alto
may be in a Filtration to he removed., and then con;
try the said pauper and deliver hint di her to the
steward or beeper of the said house of employment,
together with the said order; and the charge and ex
pense of such temporary relief and cf sue h removsl,
shall be paid by sail directors at a reasonable anew
auce.
SEc4nos 7. That the raid directors shall, from
time to time, receive, provide for and employ, ac
cording to the true intent and meaning of this act
all such poor and indigent ',organs IN shall be enti
tled to relief. or as shall have gained a legal settle

permit any poor person or persons to be maintained

maintenance does not in any case exceed that for
which they could be maintained at the poor house
