assistance and co-operation of the
friends of the cause throughout the
county, who by a little effort can add
very materially to its present sub
scription list. As an inducement to
subscribers, we propose to furnish the
paper thirteen months for two dollars.

The death of E:-Secrets-.1 STANTON,
which occurred ethic; resit'ence iu the
city of Washington, on Friday morn
ing of last week, though nut unlooked
for by those who knew his • condition
well, has caused muck surprise and
deep regrets throughout the commu
nity. His recent . appointreent as As
soelate Judge of the Stiprr me Court,
had given great satisfaction to the
true friends of the Nation, who felt
that the place sadly nee'ed a man of
his innate strength, powrful intellect
and indomitable courage.

the best conditions and most favors

and destroyed his life-power daring

The principles upon which_the law
is baaaris equitable and - just. The
The burdens Of taxation 'should . fain
as lightly upon the people as poesi
ble. They should be borne by those
who are most' able to bear them. ' No
tax is paid, Which causes so little in.,
convenience to the payer, as the' in
come tax. It is virtually . a tax pion
the superfluous 'wealth of the/ rich.
Its payment oppresses no : one, as '
do the direct or indirect . taxes -im
posed upon the labOring :min and
those of small means. That those
who are in the posseSsion of large in
comes, or making fortunes yearlyl
shOuld strive to, evade its payment,
is no good reason why the law , should
not remain- and be. enforced. The
operation of such a law, Wm all per
sonal national taxation, is a new
thing in this nation. It will take
some years to accustom our people
tzi it, but time will ensure a more
'faithful collection of this tat, by es—
tablishing a corrective to premedita
.ted evasion and concealment in -a
healthy popular sentiment. The
time will soon come, when the man
who evades the payment of his just '
income. tax, will be, looked upori as
no better than he who follows any'
disreputable or dishonest practices.
There is • diversity of opinion
amongst the officials at, Washington
in regard to the .continuace of the
income - tax. The President favors
its continuance under reduced rates.
The Secretary of the Treasury recom
mends its re-enactment '•at five per
cent. on all income above one thous
and dollars, and Commissioner DELA..
NO is understood to hold similar
views, while" Special Commiasioner
Wrs.Ls is reported as favoring a three
per cent. rate, with less deductions
than are now given. This difference
of judgfnent among leading officials
will strengthen the differences among
Congreismen. The reports show the
receipts from the income tax of last
year to have been about - 126,000,000
—an increase of some, 43,000,000
over the previous year. The receipts
of 1867 were $57,000,000; but the re
turns of this year, considering the
changes made that year in the law,
are greater in proportion than tho . se
of 1867, and the argument of Con
gressmen who favor a -reduction is
that a three per cent. tax hbnestly
assessed and collected • will • yield
about as much revenue as we now
,get. It is reported at Washington
that two of the strong members of
Committe on Ways and- Means are
are pretty certain to favor a three
per cent. rate; and it is not knOwn
that any of them will go for the to
tal alrolition of the tax. It is known
however, that the members of the
Senate Finance Committee are divi
ded in their opinion on the question
of a three or fire per cent. rate,'-but
all an understood to be for its re
tention in some 'form. The present
indications are that a three per cent,
rate will finally be adopted.'

"fashionable!" way of stealing, 'wink

in large cities, which is becoming
sdarmingly prevalent. When a per
son in apparently good circumstan
ces takes some article of val
ue, without notifying the owner, or
paying for it, the act of taking it is
styled kleptomania. 'A poor perfin,
-without friends or station, doing the
same thing, is guilty of the.. Per.
haps kleptomania has been carried
far enough. It would not seem a
bad idea to punish for larceny some
of the respectable practitioners, and
thereby render the disease less fash
ionable. There are too many assas
sins turning out insane, audio° many
respectable people who are unfortu
nate enough to be *glided with klep
tomania' . If the , law' is to make a
distinction between wealth and poi
arty, better close our courts at once,
and kick the scales of . Justice in the
streets, starting anew from that Book
on which all sound law is founded;
a book which, 'if care is not taken,
will soon be expelled frOm - our
schools, and entirely-.overlooked in
many of our courts except as a mere
matter of fonn, and for oath-taking
