The first duty incumbent upon the
Legislature is to organiie each house
by the selection 'of , a presiding officer
whose election will - evidence to the
people of the State that legislation is
to be for theinterests and protection
of the masses, and for the profit and ,
honor of the Commonwealth, instead
of eubserving the schemes of mercen
ary rings and corrupt corporations:
The-different connnitteea.ate of, vital
importance, and the people should
se — la scrutinize the character of
the men composing them, as afford
ing an index to the probable honesty
or immorality of the legislation of Ole
-session. If fair, honest, upright men
are placed upon the Committees they
have a guarantee that no meritorious
measure will be stifled, nor any dis
graceful, plundering scheme concoct
ed,:in Committee, to fill the pockets
of difihonest knaves, at the expense
of the public.
The members of the Legislature
owe it to the Republican party, to the
cause of legislative purity and integ
rity, that they should organize both
branches at the coining session, in
such a manner ae to satisfy the. up !
right of our own , party. and com
mand the respeef of the opposition.
They can do it by electing presiding
officers who aro above suspicion, and
by constituting the Committees in
such a manner as to make• them the
servants of the people, not the instru
ments of corporations and specula
tors. There are, in both houses, men:
who have stood "faithful amongst the
faithless" through all the temptations
of legislative life; whose elevation
would prove at once to s the people of
the Commonwealth, that the Legisla
ture is not to be prostituted to the
advancement of private schemes, but
that the interests of the State, the
tax-payer, and the citizens are to be
guarded, and protected.
The Republican party cannot .af-
ford to have a mistake made in or
ganizing; no more they eau submit
to the stigma and disgrace of venal
and corrupt legislation this winter.
A majority of but little over four
thousand in a great State like Penn
sylvania, should warn all concerned
that the honest, intelligent voters
cannot, and must not, be trifled with.
They expect and demand, that this
Legislature shall adjourn , with an
unsullied reputation--that "rings"
shall not be absolute--that corrup
tion and plundering shall be frowned
upon—that rigid economy Asti be
consulted—the public treasnry care
fully guarded, and the public burdens
lessened u To accomplish,these nec
essary and gratifying results, the
Legislature should make a good start
at the opening.
" •
We are gratified to observe that
the Republican press throughout tne
State is already awake to the import
ance of these suggestions, and is
pressing them upon the attention of
the members of the Legislature. We.
trust each member will be •held to a
strict accountability at home, for the'
character of the legislation .of this
winter. The people should jealously
scrutinize the actions of their serv
ant% and reject without mercy those
who show symptoms of having yield
ed to improper influences. By , so
doing, they will elevate the charac
ter of our legislators, and rescue the
Assembly from the somewhat. doubt
ful reputation which of late years
has fastened upon it. •

main strength. Let us open more
mines, produce more coal, build more
steam coal transports, and defy rival- I
ry. A great deal has been said about
railroad monopolies, yet it is chiefly 1
by the indomitable energies of the
great railway corporations that so
many branch and tributary lines have
been. bnilt and have provedprofitable;
that more regionstave been opened
to in4ustry and trade, and thit treas
ures of the mines, long neglected,
have been brought to light and put
to use. These companies are still
doing their mighty work, and if they
retain a confidence they will cheer

were generally recommended to ,the

proved their utter incapacity to lead
or advise , but whether the disastrous
issue will be accepted as a warning
remains to be seen.

may sell his produce on his farm
without being subject to a tax,•but if
he takei it to market—either to a
store or stand---he is liable to a spe
cial tax. The following is a copy of
the decision in full :
"Your letter, inviring relative to
the liability to special tax of farmers
who sell the products of their farm
from the steamboat wharf or along
the market, wherever they can find a
place to unload; but having no par
ticular stand, is received. I reply,,
that farmers whose occupation it is
to sell the products of their farms
away from, the place of production,
and at store or stand, are liable to
special tax us produce brokers. The
letter on the subject in volume 10,
page 73, of the Internal Revenue
Record, I would here observe; is
rather too strong, in the respect that
it uses the words' or a part of whose
occupation it is, Ate.' Persons selling'
in the way described in your letter,
come in competition with the dealers
and brokers who pay the special tax,
and to exempt thelfarmers from the
tax when doing the same business
would be manifestly , unjust. The
sales to which you refer are not those
of a peddler, and the farmer who act
ually makes it a business to so sell
should be held as a produce broker.
Occasional acts, however, do not create
a liability to the special tax, and .as
it is believed to be. the policy of the
law to place as few restrictions as is
consistent, upon agricultural pro
ducers, the statute should be constru
etl liberally."
