In the discussions of the appropriation bill,

the Posted Record, to the following rule of
the Post Office Department, _ which applies
to printed matter of any kind which is not
so dont( up far mailing that it can be thor•
oughly examined at the Post Office where it
is first deposited : •
"Postmasters will charge and collect
postage, at the rate of three cents for each
half ounce, on any newSpaper or periodiCal
so marked or written upon as to give other
information than that contained, in the
print. Tee same charge will - be made when
it is so enclosed.that it cannot be examined
without destroying tue wrapper. The same
applies to any printed matter which may be
sent at less than letter postage." " .
It is not sufficient to clip a corner of the
envelope as is often done.

and as tLe oil decreases the gas increases.
When the oil is nearly consumed a slight

to burn more than half way down, such ac
cidents are impossible. Always fill your
lamps every morning, then you need ia...-ver

FIRE IN WILLIAM:I'OFM —A very de
structive fire' broke out on Thursday morn.
'Sag, March 4, about one o'clock, on Market
Square. The fire originated between-OA
building occupied by Rittenhouse & Fin
ney as a drug store, and that occupied by
Kurtz az Wakenhate, es a boot and eh
store. These, together with some four or
five other buildings, allot which were old
time structures, consisting of log and frame
material, burned with fearful- rapidity, and
were almost entirely consumed or rendered
worthless tiefOre the firemen gained the
mastery. The following establishments of
that city were compelled by this 004fiagra
tion to change quarters :
Rittenhouse Finney, ..druggists, who
lost about two-thirds of stockL-inSured for
85.500 ; Wolfe auction rooms, loss not
learned, but covered by insurance ; Roth
child's clothing store, folly insured ; Fields
