TOCALAND GENERAL.
DISASTROUS FI.OOD. —The highest %ater
eV er known in the Susquehanna river, occurred
lust week. The warm weather and rains of the
first days in the week, melting the heavy body of
snow, caused it to rise rapidly, and by Thursday it
bad reached a point beyond the "memory of the
oldest inhabitants," and still rose rapidly. By Fri
day morning the water was several feet above high
water mark running over the banks at this place,
submerging buildings and filling cellars 011 water
street, and in the lower part of theborongh reach
ing to Main street.
Early on Thursday, the west abutment of the
dam gave indications of being undermined, and in
danger of falling, which catastrophe would have
involved the loss of the embankment of the Barclay
basin, and the most disastrous consequences.—
Through the energy of the acting Superintendent
JAMES M. WABD, the progress of the break was fi
nally stayed, and the abutment saved. The Bar
clay Company lose heavily but we are glad to learn
that their loss is not as serious as at first anticipa
ted. The road is somewut damaged by the partial
destruction of two bridges, which can be soon re
paired.
The embankment at the east end of the Towanda
Bridge gave way Friday night causing a fall of some
three or four inches of water in the pool of the dam.
The entire embankment is washed out to low wa
ter mark, and the river runs freely in the break,
otherwise the bridge is uninjured. This does not
impede travel, as the company have procured boats
and are now ferrying across the narrow channel
between the road and the end of the bridge.
The dam and schute have suffered severely. The
west wall of the schute above the abutment is
washed away, and below the abutment very much
injured. The eas\ wall stands down to the dam,
and fmm thence is almost all gone. At the end of
the dam, is an ugly hole, through which the water
passes out into the river instead of following the
schute. As a consequence it is impassable fur lum
ber. An experiment has been tried of running
rafts over the dam, with unsatisfactory results.—
The dam itself seems to be intact. The damage
though heavy can be temporarily repaired in a short
tune.
The Canal north, is not injured to as great an
txtent as was feared. There are many places
where the towing-path is washed away, but none
whore the bed of the canal is injured. We are as
sured by those who have been over it that it can
lie repaired in time for a season of boating. Many
of the canal bridges between here and Athens are
moved from the abutments. Below, we are with
out reliable information as to the extent of the
damage. Report says that it is serious, in the loss
of aqueducts, Ac.
At this place, the uuprecedent rise caused much
excitement. A large quantity of lumber, timber,
Ac., wis piled upon the banks. Great efforts were
made t J save it, though much was lost. The water
iu the lower story of the Court House stood four
t'eet ten inches from the floor of the jaiL Of course
the prisoners were moved a "story higher." The
rise was so rapid, and unexpected, that iu many of
the submerged dwellings and store-houses time
was not allowed to remove the furniture, and great
damage was sustained.
Upon the whole, after hearing accounts of losses
in other places, we think we have reason to be
thankful that we have suffered so lightly here. The
cn eks throughout the County were not unusually
high, and we do not hear of any great damage being
done.
We hear from neighboring towns on the North
and West Branch, accounts of great destruction.
Williainsport, Northumberland, Lock Haven, and
other towns are represented as having been flooded.
fUSf* The flood for several days suspended
telegraphic and railroad communication, and shut
us off completely from all news. We were com
pletely isolated—no news from Sherman—no tell
ing how gold stood—no knowing how much injury
the great flood had done, nor whether the world
generally moved on. Gradually c ommunications
are being renewed. Trains now run on the Erie
Railway, but on the Williainsport and Erie, there
is no prospect of an immediate resumption of travel.
Goon APPOINTMENTS. —Among the list of
appointments lately confirmed by the Senate, we
notice that of LUCIEN MCMILLEN, of Athens, to be
Commissary of Subsistence, with the rank of Cap
tain. and WARNER H. CARNOCHAN of Troy, to be As
sistant Quarter Master of Volunteers, with the rank
of Captain, both to date from Feb. '25, 1805. From
an acquaintance with both these Captains, we com
mend the appointments as eminently fit to be
made. They will discharge their duties with credit
to themselves, and satisfaction to their superiors.
7 the Citizens of Toicanda Borough:
At Wit last Annual Election of the Towanda Fire
Department, the undersigned had the honor of be
ing elected Chief and Assistant Engineers of the
Salf l department. The citizens of Towanda, and
especially the business portion, are interested in
having a well organized and efficient Department.
It may be presumptuous 011 our part to call the at
tention of our citizens to a few facts in regard to
its present state and efficiency. But in justice to
onr present members, who have stood by it and
rendered all the assistance in their power, from its
organization to the present time, spending their
time, and in most instances equipping themselves,
ever ready to protect the property of all from de
struction by fire, we are compelled to do so.
At the last meeting of FRANKLIN ENGINE CO., No.
1, they mustered eleven members, and LINTA HOSE
' 0., No. 3, about the same number ! and to man
the engine properly it requires 32 men, and the
Hose Cart 20 men! The reason of this is, that a
large number of those that were active members,
have volunteered in the service of the United States,
and their places have not bee n filled by those that
are left behind. Many of you will recollect the two
last fires, the first one there was not men enough
present at the Engine House to draw the Engine
and Hose Carriage from their House! and at the
last one, hardly enough—with the citizens that
kingly offered their services after urgent appeals
by the Department— to draw their Engine and
Hose Carriage to the fire! Fortunately, the fire
was extinguished before their services were needed.
As a general thing, the members of the Depart
ment are young men who have but little personal
interest in the property of the Boro.—except so
fer us to preserve it from destruction by fire. There
re but few of the business men who have large
business interest at peril, that belong to the De
partment, and hardly any of theft- employees. It
to the interest of the citizens, and especially the
' --mess portion, that the several Fire Companies
k- pt in u perfect state of efficiency in regard
■o the number of their members: and that each
titizrn exerts his personal influence by becoming a
member of one of the companies, or at least, equip-
P'ag some young man that will. So that if we
mould be unfortunate enough to" have any fires,
we should be fully prepared. There are equip
•" iu the bauds of many of the citizens, that
aoi members of the companies, and if thev do
•"'wish to become members, they could return
■am to the companies to which they belong.
Wfc h a ve set forth these suggestions, that the cit

•"partment, and if our Town is destroyed by fire

- iug in good order, all that we need is the

companies have been indefatigable in
their efforts to keep up their companies thus fur.

A HORSE THIEF SHOT.—A shooting affraj
took place between the Bradford House and the Do
pot, on Wednesday week, about 7 o'clock, p. m.,
between VM. BRAINE, a Constable from Canton
and a DANIEL CHAPLE, hailing from Chenango Co..
N. Y., who had stolen a pair of horses in the viein
ity of Canton. The thief had been tracked to this
place, and discovered making his way to the train
which was then standing at the depot.* Office:
BBAINE approached him and informed him he had i
warrant for him, whereupon CHAPLE sent him t<
the earth by a stunning blow, and started off at t
smart pace. BRAINE told him to stop, at the snmi
time leveling his revolver at him. and CHAPLE con
tinuing to run, he tired on hint three times, Out
shot took effect in the thigh, and another shattered
the bones in one of his timis badly, thus putting ar
end to his flight. He was then taken to the Brad
ford House, where his wounds were dressed bj
Dr. A. K. AXTELL, and then removed into Wyom
ing county.— Troy Times.
ANOTHER VICTIM OF REBEL BARBARITY.—
Our community were shocked oil the 7th inst., by
the sad, sad intelligence that a highly respectable
and much loved soldier from Leßoy had died a
victim of rebel barbarity. On the Ist of Nov. 1861,
GEORGE C. RIGGS, son of 8. L. liiggs, enlisted in
Co. D, 106 th Ileg't., Pa. Vol., and served undei
McClellan during his disastrous Peninsula cam
paign from Yorktown to Harrison's Landing, and
fought with true courage at the terrible battles ol
Fair Oaks, Savage Station. Peach Orchard, Glen
dale. and Malvern Hill; but this proved too much
for his slender constitution, and on the 10th ol
Dei'. 1*62, was honorably discharged. On the 24th
of Feb. 1864, he re-enlisted in Battery B, 2d Pro
visional Heavy Artillery, Pa. Vol., and served un
der Grant from tin- Wilderness to thej terrible bat
tle at Petersburg, July 30th, when he was captured
and was imprisoned at Danville, Va., until the 17th
of Feb. 1865, when he was paroled and started foi
Annapolis, M<L, where he arrived on the 22d, and
expected to be able to start for his father's home
in Leßoy in a few weeks, and there greet his kind
father, mother, invalid brother, and a large circle
of friends, and tell them the sufferings he endured
in that awful prison where he had been confined
seven long, long months.
But alas! how mistaken in the home he soon
should enter! He was called by his Heavenly Fa
ther to His home ill Heaven, to greet his dear lit
tle sister! Y'es, lie died a christian soldier, on
March Ist, aged 23 years and 15 days.
