LOCAL AND GENERAL.
THE DRAFT —Dr. JOHNS publishes in the
Columbia Republican it detailed account of the en
deavors of the Committees from this Congression
al District to procure from Fnv an adjustment of
the quota for the District.
Failing to accomplish what was desired, the Com
mittee procured (through Senator BCCKALEW) the
following section to be added to the Military bill:
••That when any revised enrolment in any Cou
,rr, ssioual or Draft District has been obtained or
made prior to any actual drawing of names from
the enrolment lists, the quotas of such district may
be adjusted and proportioned to such revised en
rolment instead of being applied to or based upon
the enrolment as it may have stood before the re
vision."
This amendment, which passed, ought to relieve
this District from the overwhelming burden placed
upon it. in the way of an excessive quota.
We learn from Troy that an order has been re
ceived at the Provost Marshal's office, which cred
its to each district upon the present draft the term
of service of volunteers. This arrangement- will
change the quotas in the sub-districts very matcr
i ..llv. Towanda borough, for instance, which has
had an impending quota of nearly 50. is out of the
draft, and has several to spare, ou account of the
number of three years' men, who have been cred
it, 1 to the borough.
We also learn that in consequence of the repre
sentations of the Committee, a government agent
ha* been at Troy,examining the revised enrollment,
and that he finds the late enrollments entirely pro
pel- aud satisfactory. We have no doubt that such
being the fact, the quota will be reduced in accord
ance with the number enrolled.

any damage.

The Members of the Bar of this County in order
to express their affection of Judge Muia rit, ou liis
retiring from the Bench, gave lam a supper at the
Ward House, on Saturday evening last. The bad
state of the roads prevented some of the members
from attending, but the affair passed ofi'very pie s
antly. Remarks were made by J. C. ADAMS, Esq.,

The Seven-Thirty Loan is now the
only one being offered by the Government and is
' in all respects, a first class investment. It pays
| annual interest of Seven and Three-Tenth per
Cent payable semi-annually ; it is due in two years
■ and a half, is exempt from taxation, and at that
time il the holder wishes, it may be exchanged for
the popular 5-20 six per cent gold interest bonds.
We have already disposed of li large amount of
' this Loan and now as special agent for Jay Cook
j shall continue to keep the notes on hand for imme
diate delivery to purchasers. Five per cent, legal
tender notes taken in payment and back interest

The First National Bank, Towanda, Government
I Agency for U. S. Loans.
Considerable damage was done in
Shesliequin by the ice and water, backing up from
the head of Smith's island, and flooding the lower
part of tin valley. The water, as far up as the
Valley House was several feet dee]) in the main
road. Dwellings and barns were surrounded by
w iter, and some stock lost. The most serious loss
| in stock was sustained by VALENTINE SMITH, (who
is in the army.) His cuttle Ac., were driven into
the ban. for security, and one horse, two cows and
about thirty sheep drowned. The fruit trees in
many of the orchards girdled by the ice. and fences
I are gone, and the land badly cut up.
ftay* (In Friday evening of last week, by
appointment. General I'ATTON of Towanda, deliv
ered a temperance lecture in Wysox. It was a
brilliant address and well appreciated by those
who listened : the General speaks with so much
warmth and feeling, his remarks cannot fail to do
' good, and this appears to be his sole object. After
tin lecture the pledge was circulated and tliirtv
j three names obtained. Our people become con
siderably interested and I hope it will do us all
; good, for indeed there is nothing that can diffuse
j mole wide spread and dreadful evils than inte-ni
peranee, and when vice once gets the ascendency
it reigns like a despot. Then it becomes us as a
people to do what we canto put down the terrible
demon intemperance, before it ascends too far to
reclaim, renu inhering its touch is us deadly as the
sirocco of the desert, or as the malaria of the Pon
