of Bradford, have i.-sued their precept liearing date the
27th day of Dec. A. D. 1862, to me directed, for holding
a Court of ()\i r and Terminer, General tjaarter Se-sions
of tlie Peace. Common Pleas and Orphan's Court at To
wanda.for the Co:.uty of itradford, on Monday, tlie sec
ond day of Felii'iiary next, to continue two weeks.
Notice is therefore hereby given, to the Coroners and
Justices of the Peace and Constables, ol flic County of
Bradford, that they lie then and there in their proper
person, at 10 o'clock in the forenoon of said day. with
their records, inquisitions and other remembrances, to
do those things which to their office appertains to be
done. ; and those win are bound by recognizance or oth
erwise to prosecute again.-t the prisoners who are or may
be in the jail of said Connty. or who shall oe bound to
appear at the said court, are to be then and there to

TEES of rlie Mansfield Classical Seminary, located
at Mansfield, in Tioga county, by resolution adopted at a
meeting of the Board 011 the twenty-fourth day of Octo
ber, 1862, on file in this Department, made formal appli
cation to the State Superintendent for the privileges of
'• An act to provide for the training of teachers lor the
Common Sclioois ol the State," approved the 24th day o(
May, 1857. and the supplement thereto, approved the 14ih
day of April, 1559 ; and
WHEREAS, In pursuance of said application, the State
Superintendent of Common Schools, together with Hon.
Oeo. Smith, of the county of Delaware ; Hon. A.L. Hays,
of the county ot Lancaster ; Samuel Calvin, Esq., of the
county of Blair ; and Dr. C. T. Bliss, of tlie county ol
Bradford, "competent and disinterested persona," ap
pointed by him, with the consent of the Governor, as In
spectors, and C. It. Coburn, Superintendent of Bradford
county: A. X. Bullard, Superintendent of Susquehanna
county; Hugh Castles, Superintendent of Lycoming coun
ty ; and H. C. Johns, Superintendent of Tioga county,
did, on Thursday, the eleventh day of December,
personally, and at the same time, visit and carefully in
spect said school, and after thorough examination there
of, and of its by-laws, rules and regulations, and of its
general arrangement and facilities for instruction, by
written report, on file, in this Department, approve the
same, and find that tlicv fully come up to the provisions
of said act, and its supplement, and did certify the same
to the Department of Common Schools, with their opin
ion that said school lias fully complied with the provi
sions of said act, and its supplement, as far as can be
done before going into operation under them.
i\ow, therefore, In pursuance of the requirements of
the seventh section of the act aforesaid, I do hereby give
public notice, that I have officially recognized the Mans
field Classical Seminary, as a State Normal Schocl, for
the fifth Normal School District, composed of the coun
ties of Bradford, Susquehanna, Wyoming, Sullivan, Ly
coming and Tioga, and that said school shall henceforth
enjoy all the privileges and immunities,and be subject to
all the liabilities and restrictions contained in said act
and supplement.
