SECRETARY STANTON'S KANSAS PI.ATEORM. — (f indc.ro, K. T.. April :25, ISs7.—Secretary Stanton has published an address to the people of Kansas in The Lcccmpton Union. He says the Administration has recognized the authori ty of the Territorial Legislature, and the valid ity of the Territorial laws, and has especially recognized the act providing for a Constitu tional Convention, lie presumes that that Convention will submit the vital question of the domestic institutions of the State for the sub sequent vote of the People, and thinks that Congress will then admit the Territory into the Un.on as a State. He recommends a gen eral amnesty for past offenses and prosecutions, and expects the presence of Gov. \\ alker about the middle of .May. New York St Erie It.
