Proponing Amendments to the Constitution of
the Commonwealth.
Resolved bp the Senote and House of Representative*
if the Commonwealth of' Pennstjtrania in (tenera/ Assem
bly met. That the following amendments are propo-od to
the eon-titutioh of the commonwealth, in accordance with
the provisions of the tenth article thereof.
FIRST AMENL'MKNT.
There shall tie an additional articie to said constitution
to be designated as article eleven, as follows

OF PUBLIC DEBTS.
SECTION 1. The state may contract debts, to supply
casual deficits or failure- in revenues, or to meet expen
ses not otherwise provided tor : but the aggregate amount
of such debts direct and contingent, whether contracted
by virtue of one or more nets of the general a—emldv. or
at different periods ot time, shall never exceed -even hun
dred and fifty thousand dollars, am) the tnonev arising
from the creation of such debts, shall be applied to tin
purpose for which it was obtained, or to repay the debts
so contracted, and to no other purpose whatever.
SECTION 2. in addition to the above limited power the
state may contract Rebts to repel inva-ioii, suppress in
surrection. defend the state in war, or to r< deem the pre
sent outstanding indebtedness of the state : but the mo
ney arising from the contracting of such debts, shall be
applied to the purpose for which it was raised, or to re
pay such debts, and to no other purpose whatever.
SECTION 15. Except the debts above specified, in sec
tions one aud two of this article, 110 debt whatever shall
be created bv. or on behalf of the state.
SECTION 1. To provide for tlie payment of the present
debt, and any addition 1 debt contracted .1- a fore-aid. the
legislature .-hull, at it- first -e—inu, alter the adoption ot
this amendment, create a sinking fund, which -hall be
sufficient to pay the accruing interc-t 011 such debt, and
annually to reduce the principal thereof by a sum not le-s
than two hundred and fifty thousand dollars ; which sink
ing fund shall consist of the net annual income of the
public works, from time to time owned by the state, or
tin-proceeds of the sale of the same, or any part there
of, and of the income or proceeds of sale of stocks owned
by the state, together with other funds, or resources, that
may be designated by law. Tiie said -inking fund may bo
increased, from time to time, by assigning to it any part
of the taxes, or othor revenues of the state, not required
for the ordinary and ruriVnt expenses of govenuuentaind
unless in case of war. invasion or insurrection, no part of
the said sinking fund shall lie used or applied otherwise
th.ul in extinguishment of the public dept. until the
amount of such debt is reduced below the sum ol five mil
lion- of dollars.
SECTION .5. The crrdir of the commonwealth shall not
in any manner, or event, be ph dged. or loaned to, any in
dividual. company, corporation, or association ; nor shall
the common wealth hereafter become a joint owner, or
storkliohie, in any company, association, or corporation.
SECTION 6. The commonwealth shall not assume the
debt, or any part thereof, of any comity, city, bo rough,or
township; or of any corporation, or m-Horlution ; unless
such debt shall have been contracted to enable the state
to repel invasion, suppress domestic insurrection, defend
itselt in time of war. or to assist the state in tlie discharge
of any portion of its present indebtedness.
SECTION 7. The legislature shall not authorize any
county, city, is'rough, township, or incorporated district,
by virtue of a vote ot its citizens, or otherwise, to become
a stockholder in any company,association,or corporation;
or to 011 tain money lor, or loan its credit to, any corpora
tion, association, institution, or party.
SECOND AMENDMENT.
There shall be an additional article to said constitution,
to be designated as article XII, as follows :

OF NEW ( <(UNTIES.
N'o conn I v shall lie divided by a line cutting off over
one tenth of its population, (either to form a new county
or otherwise,) without the express assent of such county,
by a vote of the electors thereof; nor shall any new coun
ty be established, containing less than four hundred square
mile*.
THIRD AMENDMENT.
From section two of the first article of the constitution,
strike out the words, " oj tlie rityof Phi/adeljdiia, and of
each county respectively from section five, same article,
strike out the words, " of Philadelphia and of the several
comities from section seven, same article, strike out
the words. " neither the city of Philadelphia nor any,"
and insert in lien thereof the words. •' and no aud
strike out section four, same article, and iu lieu thereof
iri-crt the following :
" SECTION 4. In the year one thousand eight hundred
and sixty-four, and in every seventh vear thereafter, rep
resentatives to the nutular of one hundred, shall be ap
portioned and distributed equally, throughout the state,
by districts, in proportion to the number of taxable in
habitants iu the several parts thereof; except that any
county containing at lea-t three thousand five hundred
taxable*, may be allowed a separate representation ; but
no more than three counties shall lie joined, and no coun
ty shall t divided, in the formation of a district. Anv
city containing a sufficient number of taxables to entitle
it to at least two representatives, shall have a separate
representation assigned it, and shall la- divided into con
venient districts of contiguous territory, of equal taxable
population as near as may he, each of which districts .-hall
tied one representative.'
At the end of section seven, same article, insert these
words,' the city oj Philadi tphia shall be divided into sin
glc senatorial district*. oj contiguous territory us nearly
tipud in taxable population as possible. ; but 110 ward shall
lu divided in tlie formation thereof."
1 lie legislature, at it- fir-t scs-ion, after the adoption
of this amendment, shall divide the city of Philadelphia
into senatorial and representative districts, in the manner
above provided ; such districts to remain unchanged un
til the apportionment in the year one thousand eight hun
dred and sixty-four.

from New York the celebrated Electro-Chemical Rath,
which has proven to Is' one of the most 'important and
wonderful discoveries of the age, from its ability to extract
minerals from the human system.
Some eight years ago, a physician of Cincinnati disco
vered the process of extracting minerals from the body,
by galvanism ; more recently, M. Verges, of New York,
an electro-gilder, having suffered from the introduction of
poisonous minerals into his system in the prosecution of
his art. conceived the idea of removing them bv the same
processes, he succeeded in doing so, and quickly recovered.
He then applied the same means to others similarly af
fected. with like results. His success exceeded his riiost
sanguine expectations, for not only did these Baths remove
