The aggregate amount of debts here after contracted by the CoMinonwealth shall never exceed the sum of five hundred thousand dollars, except in case of war to repel invasion, suppress insurrection, or to redeem the public debt of jhe Commonwealth, and the mon-'y so raised shall be applied to the purpose for which the debt may be contracted, to pay such debts, and to no other par pose.
