WHEREAS, All laws to be efficient should have the approbation and sanction of the People : And Whereas, It is represented that a large num ber, if not a 'majontylof the citizens of this Com monwealth, ore deeply impressed with the necessi ty of the Passage of a Prohibitory Liquor Law: And Whereas, It is impossible to obtain a certain indication of popular sentiment relating thereto by means of petitions and remonstrance: Therefore, gI. -Be it enacted by the Svnate and House of Re presentatives of the Commonwealth' of Peansviaania in Ocizeral Assembly mot, and it is hereby enacted by authority of the same, That the qualified voters of this Cointnonwealth are hereby_authorized at the places for balding the general elections in their re spective wards, boroughs end townstips, on the se cond Tuesday of October next, to vote fur and againq a law wnicb shall entirely prohibit by pro pel and constitutional regulations and penallies,the, manufacture and sale of intoxicating liquors, except for medical,sacramental, mechanical and ortiatical purposes. / §2.
