That the act entitled "An act to create a sinking
fund, and to provide for the gradual and certain ex
nnvishment of the debt of the Commonwealth, ap:
proved the 10th day of April, 1849," shall not be so
construettas to authorise any person or persons to
keep any beer house. eating house, restaurant or
or4ter cellar, until they shall have applied for and
obtained a license for that purpose.having first paid
'the tan or license fee as is required in cases of ta
vern licenses: any person or perons* who shall
keep ant beer house, eating house, restaurant. or
