Boston, Dec. 10. The 'United States is
advancing in its preparations for a defense
in case of war, and the most noticeable
Itrote of Yanl.ee enterprise is the manu
facture of higU explosive! that ia now un
der way as the result of two Tears' success
ful experiments carried on at the torpedo
station at Newport, B. L, all unbeknown to
the world at large. England, Germany,
France, Russia and Italy have been far
ahead of us In the manufacture or cunpow
der and gun cottor, oarticularly of smoke
less powder, which in warfare promises to
be of jrreat utility on account of its durabil
ity, lightness and power. But their army
officers will be surprised to learn that
Uncle Sam is in possession of their secrets
and has improved on them, at the same
time greatly reducing the cost of tbe article.
That this is no mere experiment just to
see what could be done is proven by the re
ceipt at Newport this week of 20.000 pounds
efcgun cotton, the first large quantity ever
manufactured in this country. This forms
the buis for smokeless powder, and much
depends on the quality of the pun cotton.
It is claimed that this American article,
which is produced nt a large factory built
within a year for the special purpose of
matin? for the Government both the gun
cotton and the powder, is far superior to
the imported article, and at tbe same time
fully 25 per cent cheaper. ,
Prof. Charles E. Mnnroe, by direction of
the "War Department, bsgan a little over
two years ago to make experiments in gun
cotton at the torpedo station at Newport,
and his success led up to the manufacture of
the article on a small scale last year. It
stood all the tests and proved of the highest
standard. Close attention to the details and
improvements of both the explosive and tbe
plant reaulred for its manufacture coon es
tablished tbe fact that this agent of modern
warfare could be mads forless here than
abroad, even in the face of the higher cost
of labor.
Then it was that the War1 Department
began to look around for a new place of
manufacture and for some concern which
would undertake to supply the Govern
ment. This became necessary because the
torpedo station was too exposed for the
only gun cotton plant for the supply of the
country, aho because it could not be en
larged "sufficiently to meet the requirements
of the Government during a time of war,
and lastly because the Government, as iu
all things, prefer to buy of a private man
ufacturer rather than to manufacture for Its
own use. Early in the summer of 1801 one
of the members of the Dupont Powder
Company, through the courtesy of Com
mander Jewell and the officers of the tor
pedo station, made an inspection of the
small gun cotton plant, secured all the de
tails and information bearing on its manu
facture from Prof. Munroe and had plans
made that met with the approval of these
gentlemen.
Experiments In Smokeless Powder.
It became evident to the knowing ones
that the Government had taken a step in
the direction of securing the production of
gun cott6u on a larger scale by a private
concern when the Duponts engaged Mr. D
G. Bocne, the foreman of tbe little plant to
superintend the erection of a large works at
Wilmington, DeL The Government se
cured samples of the various smokeless
powders through agents abroad", and by ex
periments produced one that on a test
proved equal to theGerman and English arti
cle and the manufacture on a small scale com-'
menced, improvements being noted from
time to time. In his report lor last year Com
mander Jewell stated that the experiments
had been a success, and that the powder
was very satisfactory for small bore and re
volving and rapid fire guns up to what are
known as six-pounders.
More recent experiment! have produced
an excellent smokeless powder for use in 0
inch regular'and rapid fire guns, one that Is
claimed to be far superior, much cheaper
and more stable than any in use abroad.
Owing to the form of the grains and the im
possibility of loading them into shells by
machinery this new high explosive has not'
been brought to a state that will enable the
Government to use it for muskets, but thia
is a possibility of the near future.
The First Output Soon Heady.
Its suitability for the main and secondary
batteries of war ships leaves only the 8, 10
and 12-inch guns, of which there are few in
use, to be provided for, and makes it neces
sary to bave at once a commercial supply.
The powder Is even now largely used on
our war vessels. The plant at Wilmington
is now equipped, and the first gun cotton
supplied the Government was received at
Newport this week. The tests already
made bv the experts prove it to' be of the
high standard that was attained at the tor
pedo station. It is expected that within a
short time the first output of smokeless
powder will soon be ready.
JTuch credit J due Prof. Munroe, for
years the chemist at the torpedo station, for
bringing out this amokeless powder, for he
has accomplished what no other chemist,
whethar government or private, has been
able to .do. Even allowing for the excep
tional facilities afforded him at the torpedo
station his work stands out above that of all
others in the matter of explosives, especially
of a knowledge of the multifarious qualities
of gun cotton, and it is understood he will,
soon be recognized by the War Department
in an official manner.

Delaware and Pennsylvania Commissioners
Unite in a Recommendation.
WiLMnfGTOir, Dei, Dec 10. The Dela
ware Quarantine Commissioners appointed
to co-operate with Commissioners from
Pennsylvania in the examination of sites
for a quarantine station on the Delaware
river, transmitted their report to Gov
ernor Reynolds yesterday. The Pennsyl
vania Commissioners have also sent in
their report to Governor Pattison. It is
unofficially reported that the two reports
agree in advocaoy of Bombay Hook Island
as the preferable site for the location of the
proposed quarantine station, and it is ex
pected that the Executives of the two
States will recommend, the subject to the
respective Legislatures for appropriate ac
tion. The proposed new quarantine station is
about 00 miles below Philadelphia. Its lo
cation at Bombay Book would remove the
objection urged against the presenUquaran
tine, which is only just outside the limits of
Philadelphia,

One of the Freaks of Bobert Sanfortf,
Whose -Wife Will-Sue for a Divorce.
PouaSKEfcesw, Dec 10, The, wife of
Robert San ford, a wealthy lawyer, has left
her hatband and will ne for divorce.
She says her husband has assaulted her on
several occasions, and shortly before
Thanksgiving she wai forced to leave home
and stay for two nights with a neighbor.
The day after Thanksgiving the left the
house for good, taking with her her three
daughters, the youngest of whom is 7 years
old. Thev are now in New York.
An intimate friend of tbe family says
Mrs. Sanford has for a number of years sub
mitted to studied insults and abuse from
her husband. He has a mania, it is said,
for keeping the windows of the house open,
even In the coldeit weather, until members
of the family have all caught colds. Mr.
Sanford' defense is that bis wife does not
love him. He 'belongs to one of the oldest
and most respected families in New Xorfe.
