CHINESE SURE 10 CONTEST
The Geary Exclusion Act; and None of
Them Are Registering.
WiSnnfOTOir. Nov. 23 Special. Officials
of the Stale and Treasury Departments are
greatly worried over the Geary Chinese
exclusion act. It appears that the wnoie
Chinese population In the United States has
organized for tho purpose of contesting the
legality of the act. Although the law re
quires the registration of all the Celestials
hy next spring, it cannot be ascertained that
a single subjecfrpr tho Chinese Emperor has
taken the first step toward complying with
the law.
It has been learned that a" party of enter
prising, educated sons of Confucius liavo
reaped a comfortable harvest in Chicago,
New York, San Francisco andother cities by
representing to their countrymen that they
could secure lor them immunity from the
penalties of the act for a small considera
tion, but beyond all this there Is evidently a
diplomatic African in the woodpile. Some
of the State Department people believe that
word lias come from some one high .in
authority in Chinese affairs to the Chinese
Six Companies, and through them to the
laundrytnen and other Chineso residents of
the United States, to resist tne law, with the
promise that Immunity will be secured
through the dipliimatic agents or the
Chinese Government.
It is patent that any wholesale attempt to
enlorce the penalties of the Geary law would
Involve this country ln a serious diplomatic
broil with Li Hung Chang's Government.
If only a comparative few of the Celestials
lail to comply with the law it will bo a
comnarum ely easy thing toenforce its pen
alties, but If the whole Chinese population
or the United States resists, the right of
Congress to violate the clear stipulations of
a treaty will be tested outside the halls of
Congieas itself. Up to date not a single
application has been received by the Com
missioner of Internal Bevenue tor the
blanks which he has had prepared for the
law.
