spell of blue skies, tbe rain should come
down and cold northwest winds should
whistle about the Kavy Yard when the
launching of the new United States cruiser
Cincinnati was to take place, naval officers
want the Agricultural Department to ex
plain. E erj one, from Commodore Henry
Erben, commander of the yard, down to the
humblest marine, was disappointed wnen
he turned out this morning. But all bauds
made the best of the conditions and began
riving the cruiser her final touches.
The new cruiser, from stem to stern, was
decorated with flags. The unusual number
of warships in the basin made the scene
additionally attractive. The list included
the new steamers PhiladelphiaandAtlanta,
the double turreted monitor Jliantonomoh,
the dmamite cruiser Vesuvius, the dis
patch" vessel Dolphin, the training ship
Portsmouth and the Giovanni Baucac, the
Italian cruiser, which represented Italy in
the late Columbus fetes in New York. The
yard was open freely to the public, anin
closure of about 30 feet around the cruiser
being roped off

Soon after 2:11 P. m. the word was given j

plece was cut and the handsome cruiser
commenced to move. Miss Mosby, with a
bottle of wine wrapped in a miniature flag
in her right hand, stepped np, and, uttering
the words appropriate to the occasion,
gracefully smashed the bottle on the vessel's
steel bow. The vessel slid down the ways
with increasing momentum, while the band
played "The Star Spangled Banner." She
shot out into the stream almost as tar as the
old Vermont, which lay near the Cobb dock.
She was then taken in charge by the navy
yard tugs and towed back to the wharf.
A Description of the Cruiser.
The Cincinnati is a twinscrew steel cruiser
of 1,383 tons displacement, with heavy pro
tective deck, great speed and heavy bat
teries of rapid-hre guns, bne is JW leet
long, 42 feet beam, draws 18 feet of water
and has a speed of 19 knots an hour. A
cofferdam is worked along in the wake of
the water line next the outside plating in
the coal bunker on the slopes of the pro
tective deck. This will be filled with cellu
lose and the purpose is to seal hermetically
against the influx of water any shot hole
that might otherwise sink the ship. The
engines are triple expansion vertical, in
vested and direct-acting. The collective
horse power is 10,000 at 1C4 revolutions per
minute.
The rig is that of a two-masted schooner,
spreading 2,810 square feet of sail. The
foremast has a barbette gallery for machine
guns just below the top. The boats are all
stowed on board, out of line of the fire of
the guns, on skid beams. The appearance
of the vessel is particularly attractive. The
amount appropriated for this vessel was
51,100,000.
