Public attention here i chiefly directed to the military bill, which cot a single journal, except the Govern ment orcan, supports. The recent pretty peneral belief that a crisis was impending in the Prussian Cabinet, arising from the divercence of views in regard to the bill, has become greatly modified. Even the op position now admit that there is little ground for any such belief. At a meeting of the Prussian Cabinet no active opposition was offered to the meas ure. The Ministry accepted the bill on condition that the extra amendment in volved be borne by the Empire and not by Prussia alon e. The assurance of Chancellor Ton Caprivi on this point appeared to be satisfactory to them. Hcrr Miquel, Prus sian Minister of Finance, from whom the strongest opposition to the measure was ex pecte I, contented himself with explaining the financial results of the bill. The Radical journals are continually com- mcntine upon what thev term the submis sion of the Ministry. The Toir tcficxtung ravs that the Cabinet did not have time to examine and discuss the bill, and that Chan cellor on Caprivi has now been revenged lor the rcbufl he sufiered over the primary education bill. The Chancellor Converts the lvaiser. The Center party still maintains a show rf opposition, but there is no lack of evi dence that a lare section of the party will support the bill if slight modifications are made. In regard to the Emperor's atti tude, it is stated on excellent authority tint he was at first reluctant to waive his objections, chiefly on account of the great increase iu the expenditures, The Chan cellor, however, with much insistence, con verted him to the opinion that the proposed changes were absolutely necessary on po litical grounds. The prospect of the bill passing the richs tag has improved by a report that the Government has decided to concede to Parliament the right to fix annually the Jieace footing of the army. If the time of (ervice is, also, reduced to two years, it is not unlikely that the bill will be supported by the Cons-rvntives, Free Conservatives, National Liberals and Centerists, which will suffice to ensure a Government major ity. 2fext week the bill will be submitted to the Bundesrath, which is expected to speedily adopt it, as all the German Gov ernments are acquainted with and have ap proved ot its contents. The Cologne Gazette, which is the best authority on the subject, has published certain details of the bill, from which it appears that the measure specifically provide-, lor an enormous increase in the artil lery branch of theservice.putting it greatly in excess ol the French artillery, which in the French military reorganization has ex ceeded the German. Although Emperor "William spent the greater part of his visit to Vienna in shoot in;; and sightseeing, he found time to have i-everal Icing private conversations with Emperor FrancN Joseph. It is understood that these interviews were chiefly devoted .to tne discussion of army reorganization. J.mpernr Uliam, it is said, obtained Em jieror Francis Joseph's assnrance that the lesjor.s taught by the German experiment would not be ignored by Austria. The lat ter is really quite a much interested in the question as is the German Emperor, seeing that a two-years' service largely prevails in the Austrian army, on account of the last army bill, w Inch increased the yearly conscription without proportionately aug mfcetin? the peace effective. The Ouestion of the Hanover Succession. It is reported that the meeting arranged to take place between Emperor "William and the Duke of Cumberland at Schon- brnnu to discuss the question of the Bruns wick succession fell through owing to the tx-Queen of Hanover persuading the Duke ot Cumberland not to co. The Duke is in a quandary. Queen Victoria adviseshim to renounce his claim to the throne of Han over, while his on n mother vehernentlv op poses a renunciation, wnich would be against his father's dving wishes. If the Duke follows Queen Victoria's counsel, it is thought probable that his eldest son will be allowed to succeed to the throne of Brunswick, though he himself would only be allowed the usufruct of his father's im mense wealth. "While Emperor "William was in Vienna he had a conversation with the Hungarian J'rnne Minister, in the course of which he promised that the next time he visited Aus tria he would also make a visit to Buda-Pesth. It is also reported that he mentioned his intention to viit!Cins Hum bert during the coniinsr winter. The Austrian military riders who took part in the long-distance race have returned to Vienna, leaving about half their horses dead or disabled in Berlin. The German horses fared little better. The German Society for the Protection of Animals has decided to protest against the brutality of the ride and to bring the question before the Reich stag. A sensation has been caused in the theat rical world by the absconding of Herr Jun kerman, director of the Neue Deutsche Opera, who is very heavily in debt. London, Oct. 15. Tha Princess of "Wales and her daughter arrived at Marlborough House, London, yesterday, from Scotland, and will remain in town until joined by the Prince next week. The Princess of "Wales has a somewhat peculiar constitution. She is able to take and even to be benefited by long journeys to Scotland or Denmark, but she cannot bear the fatigue of two hours' railway run to Eastou Lodge, Dunmore. On the" other hand, the air of Sandringham does not agree with Lady Brooke, and her ladyship's health is so delicate that she cannot breathe the atmosphere of Marlborough house,, in which respect she and her husband are one. The Prince of "Wales, however, always derives much benefit from his visits to Eiiston Lodzp, and no wonder, for it is a fine houe, situated in the midst of beautifull v wooded soenery. He arrived there vesterday afternoon and will remain until Monday.
