Is Not ERRORS IN THE CONTROLLER'S BOOKS The "Dispatch printed yesterday morn ing the report of Auditor Bigger, of Alle gheny, on his examination of the books of Controller Brown. There was no quorum of the Auditing Committee, but the report was given out for publication. Br. Gilli ford, Chairman of the Aditing Committee, bad prepared a report on the tame subject, which he intended to present following the reading of Mr. Bigger's report. Upon see ing the report of Mr. Bigger in The Dis TATcn, Dr. Gilliford decided yesterday to make his statement public. It is as fol lows: Allegheny, Fa., July 15. To the Auditing Committee: Gehtlexxn After readtn? tlio report which Is to be presented to this meeting ot our committee by Mr. Blcger, one of the ex pert accountants, I deem It my duty to call your attention to a few facts. Mr. Bhjger states that the examination of the accounts of the Controller's office has been completed. This Is an error. There are a number of ac counts In the Controller's office which have iot been examined, nor reported upon. In my opinion it is very Important that wo should have an examination of and a report uion the accounts of tho Controller with all lessees of city property. Tbero is a largo amount of valuable prop erty on Ridge avenuo and other places owned by the city and leased to different parties; nnd while an examination of some accounts might be omitted, it seems to mo there ought to be a careful examination of these accounts. Taken IsraeTYlth Andltor Rigger. Hie expert accountants have been spend ing most of their tlmo on the Appropriation Recounts. Mr. Bigger says he has found that nil vouobers have been properly authorized and found correct. This is not true, as Mr. Bigger lias not examined into the legal authority by ordinance or resolution for the payment of the bill or voucher in each case, and 1 can certify from my own knowl edge of many bills which have been paid which were not legally contracted and the payment of which was not legally author ized. Mr. Bigger can, however, no doubt testify that bo has seon and examined tho Voncher or bill corresponding to each war rant that was Issued by the Controller, which is a very different matter. In only a few instances has the time been taken to attempt to verify the correctness of the vouchers, or to ascertain that the mate rial or services named have been actually furnished. As, for instance, in tho printing account, when it was ascertained that the Controller bad issued warrants for $640 55 in excess of the amount due at contract price. mtuongu miormea previous to tno payment of part or the bills that tho bills were in coriect and contained overcharges. Suggestions for the Andltor. At the last meeting of our committee the accountants informed ns that they would soon be able to give us a final report on the Controller's interest account. The account ants have spent a very considerable amount of time on the interest account, Mr. Bigger luring taken a trip to-Philadelphia in order to try to sccuro information necessary. I would suggest that the committee re quest Mr. Bigger to report to u what know I edge he secured in Philadelphia in relation to tills account, and also furnish us a final report on tlio interest account as early as )08ible. Before we leave the accounts of the Con troller's office, it is due the Councils and the people that they should know why it Is im possible to take from the Controller's books in their present shape a correct state ment or the nioets and liabilities of the city; and our expert accountants should furnish tisihelniormatloninasplaln and slmplo a form as possible. The Controller should also have an oppor tunity to show why ho has not kept a' separate ana complete account for each de partment, showing the amount Invested in the plant and outfit of each department, nith the yearly additions and permanent improvements to the same. Figures for Each Department. In the case of the water department, why Is thero not an account by which we conld ascertain bow much Allegheny city has ln icsted in her water-works plant, showing the Investment In real estate, buildings, mains, etc; an account which would show just how much Allegheny has invested in iter electric light plant, and the same for each department or bureau. I do not think it would bo possible for anyone to ascertain Irom the Controller's books, without a great amount of time and trouble, Just how much Allegheny has invested in real estate, and builulngs for the fire department. 1 believe all corporations keep accurate Accounts or their investments and that Al lezheny's Controller should keep similar ac counts. If there are any reasons whv such accounts should not be kept we should have the reason. As to the general condition of the books of the Controller's office, the fact that they were out or balance over $1,400,000 a few months ago, and that they have bean kept very lncorieetly, should be reason enough lor ns not to leave the subject until we have ascertained through the experts,and recom mended the changes In the manner of keep ing the accounts of the Controller, which are so very much needed. The only vessel of that name on the coast was lost several years ago. The vessel referred to In the story was probably the yacht Kinnloath, which formerly be longed to the King of Tahiti. .When the king died the vessel was sold to private par ties and chartered to a man named Wilson, who fitted her out for a trading cruiser. Mr. Everson re fused to put a figure on the piece, and the officials declined to make an offer, except to buy the relio as old iron. This was refused, and the chances of the city becoming a pur chaser are slim. There is thought to be a prospect of the Daughters ot the Bevola tion buying the cannon. The Pole Will Recover. Navadla Tolondi, the Pole who was acci dentally shot by a companion who was loading a gun at West Newton about a week ago, is reported at the Mercy Hos pital to be rapidly recovering. It was thought at first he would die. J.
