JUDGES USE THE AXE IN THE BOROUGHS
There was another wild scene at tho
Court House yesterday when the retail
license list for Allegheny and all the
boroughs and townships was handed down.
As on the other occasions big crowds had
collected there and when at 10 o'clock
Judges Collier and Single handed down
the list there was a mad rush for the Clerk
of Courts' office. This list practically closes
tip the work of License Court save lor the
few hold-OTers and the rehearinsrs. There
were 2S7 prizes given out yesterday, against
EOG for the same territory the year be
fore. Allegheny only got 118 licenses, with
a possibility of two more. Last year there
were 122 drinking places on the Xorthside.
The complete lists show a total of 077 spir
itual springs in the entire county. Last
year they numbered CSS.
As soon as the crowd cleared the hold
over cases in the wholesale list were taken
up. In some cases papers were just filed,
but in the case of Pier &Dannals, Attorney
tV. S. Pier argued the Courts' objections as
to a bottling license by saying that while a
bottling house was not an actual part
cf a brewing plant, the law practically
r-erinittea them to package their product
as one clause stated no beer should bo sold
In less than one dozen pints in bottles. The
came line of argument was used in tho other
cases. It was stated that to have both
brewery and bottlinc houses together would
be in conflict with United States laws. In
t"ie case of tbe Keystone Brewing Company,
J. S. Ferguson drew some flno distinctions
us to the light or one of tho partners to have
a license elsewhere.

Brown, the young and energetio pastor of
"Wesley Chapel M. E. Church, on Fifth
street, this city, appears to have found a
way to fill the church his church at least
and those preachers and editors who de
voted so mr.ch time and space to the dis
cussion of "How to get people into the
church" might correspond with Mr. Brown to
advantage.
Wesley Chapel Is one of the oldest and at
one time was the most fashionable Methodist
Church in the city. But the hillvrard
movement of the population left it among a
class of prosperous wage-earners and olose
to the borders of the tenement house dis
tricts. In the course of years the church
membership fell away and the congrega
tions became painfully small. It appeared
to be a case of rapid consumption, when two'
years ago Ber. Mr. Brown, fresh from a
theological school at Boston, was placed in
charge.
Didn't Loolc Like a Preacher.
Mr. Brown looks like a contented drr-
oods clerk. There is nothing clerical in
is appearance, and it is said the member
ship was lar from pleased with him at first
But he went steadily and quietly to work.
By the end of the first year tbe congrega
tion was at least contented and ready to
indorse the pastor's plans. He first started
a building and loan association. In this
city nearly everv one of the hundreds of
building associations meet in saloons. Mr.
Brown's meets in. the church office, and
young girls and boys may be sent to it in
safety. It was a success from the start
Then he organized and drilled a brass band
and orchestra for Sunday school and churob.
All the members are "boys under 16, and
they make delightful music
Next he put in a kindergarden in one of
the class rooms; this was followed by a
regular business college where shorthand,
typewriting, telegraphy and bookkeeping
are taught. These classes meet at night in
the church parlors and are taught by ex
perts. All who are able pay 0 cents per
week; others are welcome for nothing; pu
pils are drummed npfrom factory and shop,
workrooms and the streets. Next come
language classes where German. Latin.
Greek, French and Spanish are carefully
taught.
Kelljion Took Second Plaoe.
In none of these classes was religion pr
church work obtruded, but a high moral at
mosphere was maintained and a cordial,
though not insistent, invitation was exi
tended to attend the church services.
Kesult: The big old church has a
large congregation of very earnest,
hustling young men and women
many of whom until recently never thought
of attending a. church. A paper has been
established, its business manager is a lady
and the paper clears money every issue. A
bath house with plain but neat fixtures and
coarse but clean towels for 5 cents, is under
consideration.
Mr. Brown preaches a practical religion,
ignoring theories and Issues, warning his
congregation plainly but kindly that sin is
eternally and unchangeably a losing game,
and that the Christ way is profitable, from
a business standpoint, as well as in the
spiritual sense.

Ahx Abbob, Micil, April 23.- It now
appears that the plan to hold a convention
of college Republican, clubs in Ann Arbor
May 17 is an advance of the political ma
chines upon the colleges. The President of
the College Republican Club in Ann Arbor
is James F, Burke, well known in Pitts,
burg, who was at one time private secretary
to Matthew Quay. He claims ex-Chairman
Clarkson suggested the formation of a
league of Republican clubs in all the prin
cipal colleges in the country. The idea, ac
cording to him, is primarily an educational
one.
'Ton see," said he, in speaking of the mat
ter, "at all or nearly all the colleges in this
country the college professors have Demo
cratic leanings. For instance, here in Ann
Arbor Prof. Adams is an out-and-out free
trader. Tbe consequence is that boys who
have been raised oa Republicans come down
here to college and go back home Democrats

instance, that, while only 2 per cent of the
popnlation is made up of college graduates,
these same college graduates hold 52 per
cent of the Federal offices."
The plan as finally formulated is an in
teresting stud v in nartv organization. There
Is to be a central office in- Hew York City
unaer toe direct supervision ot tne Repub
lican Hational Committee. This office is
to be the central depot for the distribution
of political tracts to the various colleges.
An attempt has already been made to
compel the tJniversity regents to remove
ProL Adams, the present teacher of political
economy at the University and plaee in his
stead a man who can teach protection. Last
fall, when Michigan went Republican, it
was strongly urged that protection having
been vindicated in the elections it ought to
be taught at the TJniversitys and the matter
may yet become a political issue.
The Republican leaders are in sympathy
with the movement in the colleges of the
country. President Harrison has given his
approval in reply to a letter requesting his
presence in Ann Arbor, May 17, as follows:

Lady Florence Dixie endeavored to extracl
from Mr. Gladstone an expression of opin
ion in regard to wonen's suffrage. She re
ceived this reply:

so muob of suffrage as of an abolition of all
distinctions as to political and civil duties,
isaverylarse one. You may rest assured
of two tbin-rs: First, if I ever attempt tg
discuss it I shall make tbe attempt In a seri

change would he favorable to the Tory
party, but rather lean to the opposite
opinion.

and was charged, in consequence, with being

At any rate, some people would have re
garded the foregoing letter as not unfavor
able to the conferment of the parliamentay
franchise upon women. But Lady Florence
Dixie knew Sir. Gladstone better than that,
and she expressed the opinion at the time
that he would either oppose woman suffrage
at the first opportunity or never say another
word on the subject
It was recently determined by the
woman's suffrage people unwiselv, as they
now sorrowfully admit to force tbe Grand
Old Man into a clear exposition of his
views, and it was quickly sent to them in
the form of a long letter setting forth argu
ments against the proposed change, in a
crushing form. The letter was published
on Thursday, in pamphlet form, and a copy
has been seut to every member of Parlia
ment, accompanied by a whip against the
woman's suffrage bill signed by leading
members of every political section.
The House of Commons bill will be intro
duced next Wednesday by Sir Albert Rol
let, a respectable Tory member, and on the
previous evening a ''great demonstration"
in its favor will take place in St James
Hall, at which Lady Florence Dixie will
preside.
Gladstone's Bint to !$ Taken.
If one bill should become law it would
enfranchise about 1,000,000 women. But in
the face of Mr. Gladstone's letter it will

liked the portrait very much, "the expres
sion being most statesmanlike firm, but
not severe." She also thought that his
complexion, which is somewhat difficult to
manage, was more satisfactorily rendered
than in any picture of him that she had seen
for some years. She said, too, that it was
positively distressing for them to have to
refuse the number of aDDlicauts for sittings.
but that Mr. Protheroe's portrait was so
characteristic that in his case they felt
bound to make an exception. We are-glad
to hear that Mr. Protheroe made the best
use of his time, and, besides finishing the
painting, took several pencil sketches of the
gentleman while at work.
